VILLAGE OF MOUNDS VIEW
COUNTY OF RAMSEY
A Regular Meeting of the Mounds View Village Council was called to order by
Mayor Neisen at 8:00 P.M. on July 23, 1973, at the Mounds View Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Neisen- Johnson) To approve the minutes of July 9, 1973 subject to amending
the last sentence of the first paragraph of Engineer Bearden's report from 13
years to 10 years and subject to amending the motion to hire Victor Hansen to
include that Mr. Hansen may be employed to work in excess of 20 hours per week
under special circumstances such as the absence of the full time building
inspector or his overloaded schedule.
Mayor Neisen's Report
Mayor Neisen read a petition for a stop sign at the intersection of Bronson
Drive and Adams Street and a recommendation from the chief of police to deny this
installation. The chief of police felt that the sign was not warranted and it
would only increase complaints from residents regarding unreasonable acceleration
and hot rodding incidents.
As per the directive of the Council, the police chief provided a recommendation
on the operation of the Bel -Rae Ballroom in regards to the segregation of 18 year
olds and older with those under 18 during teen dance night. He reported that
there have been no problems and therefore recommends that the ordinance be
amended as necessary.
MSP (Neisen- Hodges) To direct Attorney Meyers to prepare any necessary amendments
to the Village Code.
Also on the recommendation of the chief of police, the Council took the following
action.
MSP (Neisen Pickar) That teen dances at the Bel -Rae Ballroom not operate past
11:00 P.M. on nights preceeding school days. On all other nights they not be
allowed to operate past 11:30 P.M.

MSP (Pickar- Johnson) To approve transient merchants licenses for: Michael
Angelo de Sosa, to sell Websters Student Handbook Set and Home Adventure Library;
and Steven Aspiund, to sell Polar Bear Snow Cones. 5 Ayes
MSP (Hodges Johnson) fo approve the bills: General Fund Checks #7494 thru #7536,',
Payroll Account Checks #1032 thru #1035, Transfer check #75 transferring
$10,000.00 to Revolving Fund from General Fund to establish a street seal coating
fund, Transfer check #7537 transferring $11,153.49 to Payroll Account from
General 8,959.43, from Water $1,354.00, from Sewer $840.06 to pay gross pay
of July 30, 1973, transfer check #1036 transferring $47.59 to General Fund
from Payroll Account to balance payroll account end of 2nd quarter, and payroll
checks $414 thru 445. Total disbursements $36,583.49.
MSP (Baumgartner- Johnson) To approve the subdivision request for Simon T.
Simon to divide Ex the S 520 feet and Ex the part NELY of L PAR with the 75
feet SWLY from CL of STH 10 Lot 57 Auditors Subdivision #89 into three lots as
per the Planning Commission's recommendation.
Clerk Zylla informed the Council that several street lights which were ordered
as long ago as 12 months past, including the lights in Red Oak Estates No. 2
and Dailey's Hillview Addition are to be installed within the next few weeks.
NSP has informed him that the installation was contracted out to Donovan
Construction Company.
Clerk Zylla announced that a meeting to discuss formation of a soil and water
conservation district for Ramsey County will be held on August 14 and 16.
MSP (Baumgartner Pickar) To recess the regular meeting at 8:31 P.M.
Mayor Neisen called the assessment hearing for Projects 1972 -3 and 1973 -2 to
order at 8:32 P.M. Clerk Zylla read the legal notice and attested to its
publication in the New Brighton Bulletin on July 5 and July 12, 1973. Engineer
Bearden presented the cost break down for the areas involved in Red Oak Estates
No. 2. The costs were as follows: Street lateral $13.65 per foot, water
lateral $7.95 per foot, sanitary sewer lateral $15.45 per foot, water service
$196.07, sewer service $227.00. In the Mounds View Industrial Park the costs
were as follows: sanitary sewer $1135.3488 per acre, water $665.5731 per acre,
streets $2345.4971 per acre.
Mayor Neisen called for questions or objections from the floor. There were none.
MSP (Pickar- Hodges) To adopt Resolution #609 approving the assessment role for
the projects enumerated above. Said assessments to be placed on taxes over 20
years at 8 percent interest.

Clerk Zylla noted that two years ago the Village Council passed an amendment to
the fire code which provided that a fire alarm and detection system approved

MSP (Johnson- Hodges) To adjourn the special assessment hearing at 8:48 P.M. 5 Ayes

by the fire chief be installed in all apartment buildings. All new construction
has complied with this ordinance. When the ordinance was passed, apartment
owners of existing buildings were given two years to comply with the new law.
Letters requesting compliance were mailed by the fire chief two years ago.
Presently,` letters have been sent out again by the fire chief notifying the
owners that the installation must be de at this time. Several owners have
balked, primarily due to increased costs and three owners met informally with
the Village Council last Monday evening. The Clerk requested information from
the Council as to whether the ordinance should be enforced or whether they felt
that it should be repealed. The Mayor and Council expressed an opinion that
the ordinance was a good law even though it may be tested in court and they
gave no indication of wanting it repealed. It was the consensus of the Council
to proceed with its enforcement.
Councilman Hodges' Report
Councilman Hodges again noted that there have been problems with rusty water in
his area. The Clerk notified him that a meeting was held with the engineer,
village superintendent and a health department employee in which the matter
was discussed at length. The health department agrees that it is not a health
hazard and that it seems the problem is in the distribution system and not in
the pumping system. The health department is to conduct a thorough analysis
of the system beginning the last week in July.
Councilman Johnson's Report
MSP (Johnson Baumgartner) To direct the Clerk to investigate various housing
ordinances in an attempt to control the state of disrepair of apartment and
single family homes for the purpose of attempting to improve the quality of
housing and the neighborhood environment by adopting a housing code for the
Village for Mounds View.
Councilman Johnson noted that he had attended a North Suburban Sewer Advisory
Board meeting on Thursday in which several alternatives to the Lino Lakes
Centerville interceptor were discussed.
Councilman Baumgartner's Report
Councilman Baumgartner announced that there will be a Recreation Committee
meeting on Thursday, July 26, 1973 at 8:30 P.M., discussion to center on hiring
a full time park director and a Planning Commission meeting on Wednesday,
July 25, 1973 at 7:30 P.M.
Councilman Pickar's Report
Councilman Pickar in reporting on Lakeside Park noted that the Commission was
seeking comments on ways to improve the park.
Councilman Pickar stated that he attended a meeting attended by Ramsey County
officials and the Metropolitan Council on how to use surface waters in Ramsey
County.

Councilman Pickar inquired from the Engineer when Jackson Drive from County
Road 1 to Pinewood Drive was to be completed. Engineer Bearden responded that
the completion date is August 1, 1973.

MSP (Johnson- Pickar) To set a bid date to extend water into the Paster
Enterprises shopping center development at County Road I and Highway #10 for
August 13, 1973 at 12:00 Noon, and to approve the final plans and specifications.

MSP (Neisen- Johnson) Due to the failure of the State of Minnesota Manpower
Department to provide summer youth under the Youth Employment Program, the
Council approves the hiring of two to three additional summer part -time youth
to work up until September 1, 1973.
