VILLAGE OF MOUNDS VIEW
COUNTY OF RAMSEY
A Special Hearing to consider the revocation of the sewer and water license of
Thompson Plumbing was called to order at 7:30 P.M., August 6, 1973.

Clerk- Administrator Zylla notified the Council that a certified letter was sent
to Thompson Plumbing on July 10, 1473 notifying them of the special hearing
and Mr. Kenneth Gause, Executive Vice President of Thompson Plumbing was present
in the audience.
The Clerk stated that three (3) separate excavations to connect the home at
7760 Greenwood Drive to the municipal sewer and water system were made. On the first
excavation, the hole was wet and only the water line was connected. The excavation
was then recovered and the crew departed from the area.
The second time the area was excavated, a connection was made to the sanitary
sewer but the hole was still partially wet and our inspector, James Schlichtmann,
refused to approve the connection because he could not see the total pipe. The
excavation was then recovered a second time. Our inspector then notified Thompson
Plumbing that the inspection was not approved and that the hole would have to be
re- excavated. When there was no positive response from Thompson Plumbing for at
least two weeks, the staff recommended that the Council proceed with revocation
of their license.
On Thursday, August 2nd Thompson Plumbing came out a third time to make the
connection. This time the hole was dry and the connection was approved by
our inspector Walter Skiba. The homeowner, Mrs. Arlene Peddycoart was present
in the audience and she reiterated Clerk Zylla's account of events adding that
she had sent a certified letter to Bob Eide of Thompson Plumbing, notifying him
to correct this situation by .Tuly 6, 1973, or r. :rangements would have to be made
to have another contractor make a satisfactory connection due to the fact that
the Village would not approve the excavation. She also said that she spoke to
Bob Eide on the telephone following the second excavation. He notified her
that he would guarantee the connection for twenty years and it would not be redug
by Thompson Plumbing and that he would send someone to talk to the inspector.
The Village staff and the inspector were aware of the conversation that took
place between Mrs. Peddycoart and Bob Eide before the recommendation to have a
hearing for revocation of their license was requested. No one was sent by
Thompson Plumbing to talk to the inspector.
Mr. Gause stated that he does several hundred sewer and water connections every
year and his company is of the highest reputation. He never before has had to
appear before a Village Council to discuss the revocation of his license. He

noted that the problem was in part due to inexperienced crews and in part due
to a lack of communication between Mr. Eide and himself.
He stated that his contracts for sewer and water excavations exclude de-watering
and rather than charge the homeowner extra to de- water, he felt that by leaving
the sight for two to three weeks the water table would drop. Mr. Gause said he
has over twenty years experience in the Mounds View area and is familiar with
the water table. Mr. Gause stated that de- watering can run as much as $1,200.00
a week plus labor.
Walter Skiba stated that Thompson Plumbing has had good crews in the past.
The Council expressed a common feeling that the hearing would have been
unnecessary if Thompson Plumbing would have had better internal communication
and the courtesy to call back and discuss the situation with our inspector.
They also felt that some type of warning should be given to Thompson' Plumbing
to prevent a reoccurrence.
MSP(Neisen- Johnson) To send a letter to Thompson Plumbing notifying them of
the proceedings of the revocation hearing and placing Thompson Plumbing's
license on a six -month probationary period.
MSP (Johnson Pickar) To adjourn the hearing at 8:07 P.M.
