Home My WebLink AboutMinutes - 1973/08/27PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE Or MOUNDS VIEW COUNTY OF RAMSEY A Regular Meeting of the Mounds View Village Council was called to order by Mayor Neisen at 8:00 P.M. on August 27, 1973, at the Mounds View Village Hall, 2401 Highway #l0, St. Paul, Minnesota 55112. Present: Mayor Neisen's Report Mayor Neisen Councilman Hodges Councilman Baumgartner Councilman Johnson Councilman Pickar Also Present: Attorney Meyers Engineer Bearden Clerk- Administrator Zylla Mayor Neisen announced that the Metropolitan Sewer Board would hold a public hearing on September 12, 1973 at the Fridley City Hall to present their five year capital improvement program. On police related matters, the Mayor noted that several flags have been stolen in recent weeks and there has been a rash of speeders. The police department has rearranged scheduling to allow for a crackdown on traffic violators. Clerk- Administrator Zylla's Report MSP (Johnson- Hodges) To approve the licenses: Asphalt D.J. Krone Sons, Inc.; Commercial Kennel Sham -0 -Jet Kennel; Masonry Albin L. Katzner Cement Co.; Mobile Sewage Carrier Dan's Cesspool; Residential Kennel Harold G. Brandt, David Connie Bissonnette, Our Matchmaker Kennels; Sewer Water Deans Plumbing Heating Inc.; Peddler Solicitor Daniel McFarlane. The Council decided not to hold a public hearing on revenue sharing funds for the Planned Use Report dated July 1, 1973 through June 30, 1974. They did note that they would announce on the 10th of September their anticipated planned use for the funds totaling $44,266.00 however, and residents would have an opportunity to comment. MSP (Pickar- Hodges) To approve the bills: General Fund checks #7613 through #7649. Payroll Account checks #1039 through #1041. Payroll checks #482 through #517, and transfer check #7647 transferring $10,571.44 to the Payroll Account to pay gross pay of August 30, 1973; from General $8,330.12, from Water $1,416.14, from Sewer $825.18. Total disbursements $20,727.98. MSP (Pickar- Johnson) To enter into a contract with Ramsey County to share on a 50 -50 basis the installation and maintenance costs of a temporary traffic signal at the corner of Quincy Street and County Road I and to authorize the Mayor and Councilman Hodges to sign the agreement. MSP (Hodges Baumgartner) To approve the minutes of August 13, 1973. 5 Ayes 5 Ayes 5 Ayes 5 Ayes MSP ,(Baumgartner -Johnso n To authorize the appraisal of a 15 acre Parcel'' on the northeast corner of Silver Lake Road and County Road H2 described as follows: Beginning at the center of Section 7, Township 305 Range 23; thence East along the South line of the Northeast Quarter (NE 1/4) of said Section 7 a distance of 729.20 feet; thence northeast at an angle of 107 degrees with last said line a distance of 876.41 feet to a point on a line parallel to and 838.15 feet North of said South line of the Northeast Quarter (NE 1/4); thence West on last said parallel line a distance of 978.13 feet to the West line' of said Northeast Quarter (NE 1/4); thence South along said West' line of the Northeast Quarter (NE 1/4) a' distance of 838.15 feet to the point of beginning; subject to Silver Lake Road over the West 47 feet and County Road H2 over the South 33 feet; containing 15 acres excluding road area; and the appraisal of approximately three acres North of Woodcrest Park described as follows: Lots 1, 2 and 6, Downing Addition. The appraisals co be handled through Attorney Meyers and made for the possible purpose of the Village acquiring the property for park land.` Clerk Zylla announced that letters had been sent to the respective property and a meeting was held with the owners of the 15 acre parcel, Councilman Baumgartner, and Clerk Zylla. There has been no reply from Mr. Downing, the apparent owner of the property north of Woodcrest Park. Councilman Hodees'Report Councilman Hodges noted that the Village was in the process of up- dating its Civil Defense warning plan which would include the installation of an additional in the Twelve Oaks area. MSP (Neisen- Pickar) To authorize the Village Public Works Department to place a layer of blacktop in the drainage ditch that runs north of Sherwood Road at the intersection of Greenwood Drive and Sherwood Road. 5 A yes.. The Clerk is to notify the individuals that attended the last public informa- tional hearing of the Village's action. Councilman Johnson's Report Councilman Johnson declared that he was meeting with a person on the staff of the Corporate Report Magazine with hopes of getting an article about Century Mercury Motor Freight and the financing that was made possible by the sale of Mounds View Industrial Revenue Bonds. It is hoped that the article would highlight the upcoming Century- Mercury Motor Freight open house scheduled for September 9, 1973. Councilman Baumgartner's Report The Mayor and Councilman Baumgartner received a check from the Mounds View .Jaycees presented by Mr. Tom Dougherty to be used by the Park and Recreation Department. Councilman Baumgartner read portions of the Recreation Commission minutes of August 16th and 23rd. MSP (Baumgartner- Hodges) To direct the Engineer to prepare grading plans for Woodcrest Park and Greenfield Park and to pay for the plans through the use of revenue sharing funds. 5 Ayes Councilman Baumgartner received an estimated completion date of two weeks for the Greenfield Park grading plan. Councilman Baumgartner read the Planning Commission minutes of August 22, 1973. Motion to approve the preliminary plat of JR0 Estates was withdrawn. The Clerk was asked to invite a representative for JR0 Estates and Korsgaden Addition to the agenda meeting to discuss the possibility of a drainage problem on their lots. MSP (Neisen- Hodges) To set a hearing to consider rescinding the action of the Village Council dated March 12th in which the Council moved to rezone property from R1 to B3 for Louis Gydeson to construct an Anchor Inn. The property is south of County Road H2 bordered on the West by Edgewood Drive and on the East by Greenfield Avenue. The hearing is to be scheduled for 8:30 P.M. September 24, 1973. Councilman Pickar's Report Councilman Pickar reported on the Lakeside Park Commissions August meeting. On questions about the $2,000.00 contribution to Lakeside Park made by Anoka County, the Clerk was instructed to inquire from Ramsey County the possibility of contributing a like amount to Lakeside Park. Attorney Meyers' Report Attorney Meyers stated that he is still holding in his file the easement relative to the Gulf Station on Highway Avenue and the Wilimus Construction Company easement relocation relative to Scotland Green Apartments. Engineer Bearden's Report Page 3 5 Ayes MSP Neisen- Hodges) To receive the preliminary report and cost estimate for sanitary sewer, water, streets, and storm sewer Project 1973 -4. 5 Ayes Mrs. Wallace, 2783 Sherwood Road asked about a solution to a drainage problem to the rear of her lot. After lengthy discussion, the Council authorized the Clerk to contact Mr. Arvid Birkeland to ascertain whether or not he will make the necessary improvement. Clerk Zylla announced that he had met with Mr. Guenter of School District #621 to discuss the possibility of a Village skating rink on the Edgewood School property. The request will be acted on by the School Board pending preparation of a joint powers agreement by the Village of Mounds View. Clerk Zylla announced that he is seeking a member to a Safety Committee. A safety program is being prepared in an attempt to comply with the OSHA regulations.
