HomeMy WebLinkAboutMinutes - 1973/09/24Present: Mayor Neisen Councilman Hodges Councilman Baumgartner Councilman Johnson Councilman Pickar PROCEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW COUNTY OF RAMSEY A Regular Meeting of the Mounds View Village Council was called to order by Mayor Neisen at 8:00 P.M. on September 24, 1973, at the Mounds View Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Also Present: Attorney Meyers Eldon Comstock Clerk- Administrator Zylla Absent: Engineer Bearden MSP (Hodges Pickar) To approve the minutes of September 10, 1973. 5 Ayes Residents Requests and Comments from the Floor MSP (Neisen- Hodges) To approve the installation of two mid -block street lights on Oakwood Drive between Quincy Street and 35 -W. 5 Ayes Clerk Zylla introduced Mr. Kenneth Walijarvi, an architect, whom the Clerk recommends to do the Village space needs study. Clerk Zylla stated that he had interviewed three architectural firms and has a very high regard for Mr. Walijarvi because he felt most comfortable with him, liked his experience, liked working with a principal, and came to us with strong recommendations. Moreover, his estimated cost of $1,500.00 to perform the study was competitive. The other firms interviewed were Liebenberg, Smiley, Glotter Associates and Robert Ackerman and Associates. Mayor Neisen gave an explanation of the need for the study noting that the Village has grown rapidly and that the Village's decision to employ an architect was based on its desire to avoid a piecemeal approach to solving the space problem. On questioning from Councilman Johnson, Mr. Walijarvi stated that he would in the course of the study, meet with the Clerk to determine space needs. These space needs would be transferred into square foot areas thereby developing a word program. A bubble diagram which describes the relationships of various departments would be the next step, and finally the architect would look at the land and the relationship of the buildings that are presently on the site. Mayor Neisen noted that the study is only a preliminary study and that no bond issue is contemplated at this time. Councilman Johnson asked Mr. Walijarvi what he saw as the problem. Mr. Walijarvi replied that the problem is scattered buildingz and a space shortage and that an attempt must be made to analyze what the Village has, what they should have, and what they must have. Then to ask how much can thc> Village afford to spend. Attorney Meyers asked Mr. Walijarvi if the study would include the following: contact with the Cle' Administrator determ.,ning through him building needs, space requirements and review of present facilities. Discussions with the Council on cost determination, preparation of an outline or a plan to include site location and new and or old structures, supplying material for a public response, tour of other municipal facil- ities, cost of services $1,500.C). Mr. Walijarvi replied that all of the services enumerated by the Attorney would be provided for $1,500.00 or less including attendance at any bond or public meetings. MSP (Neisen- Johnson) To direct the Attorney to formulate a letter be sent to Mr. Walijarvi in which he endorses the services enumerated by the Attorney and pro- viding that when the letter has been received by the Village that the architectural contract may be entered into by the proper Village officials. 5 Ayes (Johnson Baumgartner) To cancel the rezoning hearing scheduled for September 24, 1973 at 8:30 P.M. which was set to rescind the rezoning granted to Louis Gydeson to construct an Anchor Inn originally passed on March 12, 1973, based on the fact that Mr. Gydeson plans on commencing construction in October. 5 Ayes MSP (Pickar Hodges) To grant conditional approval of a building permit to Louis Gydeson to construct an Anchor Inn on the property south of County Road H2 between Edgewood Drive and Greenfield Avenue subject to the approval of the Village inspector and the fire chief, payment of the building permit fee, and subject to the relocation of a drainage pipe at the owner's expense with work to be done under the supervision of the Village inspector. 5 Ayes MSP (Neisen- Johnson) To set a hearing to vacate the existing drainage easement subject to receiving a new easement on the Anchor Inn property, provided the hearing is necessary,for October 9, 1973 at 8 :30 P.M. 5 Ayes Mayor Neisen's Report Mayor Neisen announced that filing for the November 6th election will open on September 25th and that he intends to file for the office of Mayor. MSP (Neisen Pickar) To approve the final plat of Korsgaden Addition and to authorize the Clerk to sign it subject to the conditions set forth in the minutes of September 10, 1973. 5 Ayes Clerk- Administrator Zylla's Report MSP (Baumgartner Hodges) To approve the licenses: Asphalt Blacktop Paving; Cigarette A. A. Standard Station, A. A. Standard Grocery; General Contractor Ducharme Fence Co., Statewide Contractors Inc., D. F. Vizecky Const. Co., Take Paine's Const.; Heating Better Burner Service; Sewer Water Homer's Sewer Service; Non Intoxicating Off Sale A. A. Standard Grocery. 5 Ayes Clerk Zylia read a letter from William Biem of P.B.K. Investment Company requesting a change in the assessments levied in the Mounds View Industrial Park on July 23, 1973. Council asked the Clerk to invite Mr. Biem to the next regular Council meeting. MSP (Pickar Hodges) To approve the bills: General Fund checks #7695 through #7741, Payroll Account checks #1044 through #1046, Payroll checks #547 through #'574, and transfer check #7742 transferring $10,516.52 to the Payroll Account to pay gross pay of September 28, 1973. From General $8,379.69, from Water $1,427.33, from Sewer $709.50. Total disbursements $23,909.41. 5 Ayes Clerk Zylla announced that the petition received last Council Meeting requesting the removal of the two -hour parking signs on Hillview Road between Quincy Street and 35 -W was referred to the police. The police chief recommended, and it has been implemented, that "No Parking" 6:00 A.M. to 6:00 P.M. signs be substituted on the north side of the street. Council concurred with the change noting that if the hours become too restrictive, they could be changed. Clerk Zylla stated that deferred assessments from Charles Charrier have been received. The assessment was made in September 1971 and was paid on September 12, 1973. Receipt #8820. Clerk Zylla stated that the final report on the water supply system has been received from the State Health Department and shows no correctable deficiency in the systems mechanisms or the water quality. Councilman Baumgartner's Report Councilman Baumgartner acknowledged receipt of the Woodcrest Park topographical map from Engineer Comstock and some belting to be used on the warming house floors which was received from the Minneapolis Post Office. MSP (Baumgartner Hodges) To authorize Attorney Meyers to prepare a position description for the Recreation Director and incorporate it into the Municipal Code. 5 Ayes MSP (Baumgartner- Johnson) To order the Engineer to contact H S Asphalt Company instructing them to complete their work including removal of the sand and the rein- stallation of the sign on the Greenfield Park walkway. 5 Ayes Councilman Baumgartner noted the high number of mechanized vehicles in Greenfield Park and employed the police to begin enforcing the regulations that no motorized vehicles be permitted in the Park. MSP (Neisen Pickar) To instruct the Engineer to give H S Asphalt Company three days to complete work on the Greenfield Park walkway or the Village will hire someone to perform the work and will deduct the cost of it from H S Asphalt Company's payment in accordance with the contract. 5 Ayes MSP (Johnson- Hodges) Due to the lateness in the year to instruct the Engineer to order H S Asphalt Company to delay their sealcoating on Project 1973 -2 and 1973 -3 until next spring. 5 Ayes Councilman Pickar's Report -3- Councilman Pickar announced that both the Lakeside Park Commission and the Human Rights Commission will meet this week. NSP is to appear at the Lakeside Park Commission to discuss a lighting plan for the Park. -4- Attorney Meyers' Report Attorney Meyers declared that appraisals ordered on the Downing and Minar properties are in process. Council instructed the Clerk to forward a copy of the joint powers agreement for a proposed free skating rink on Edgewood School property to School District #621 for their review and comments. Attorney Meyers stated that he has researched the statutes and has found that the Village may not legally enforce a mandatory registration of snowmobiles. The State has preempted the field. The Village can only regulate snowmobiles. MSP (Neisen-Pickar) To instruct Attorney Meyers to amend the Code changing the permitted hours to snowmobile on Friday and Saturday evenings from 11:00 P.M. to 12:00 P.M. Attorney Meyers added that the Willmus easement has l:een received, but the Gulf Oil file is still open. Council instructed Attorney Meyers to further research the dedication of land or cash for parks in subdivisions and developments. Engineer Comstock's Report MSP (Neisen Johnson) To receive the preliminary report and cost estimate for the proposed drainage line in Block 6, Laport Meadows and Birkeland Addition and to order an improvement hearing October 9, 1973 at 8:40 P.M. The drainage problem on Groberg Street and Jackson Drive was discussed, but the Council decided to hold it over until Engineer Bearden could be present.
