SPECIAL MEETING
VILLAGE OF MOUNDS VIEW
A Special Meeting of the Mounds View Village Council was called to order by
Mayor Neisen at 7:02 P.M., December 3, 1973 at 2401 Highway #10, Mounds View,
Minnesota 55112.
Present:
Mayor Neisen
Councilman Johnson
Councilman Baumgartner
Councilman Pickar
Absent:
Councilman Hodges
Also Present:
Mayor Neisen explained the purpose of the meeting this evening.

At the last regular Council Meeting the Council had entertained a request for
Mr. Robert Waste, owner of the B R Liquor Store, to expand his liquor store
into his grocery store area. The Council at that meeting decided to send Ar.
Waste to the November 28th Planning Commission meeting.
Councilman Baumgartner read the applicable portion of the Planning Commission
minutes of November 28th in which Mr. Waste agreed to control the traffic
problem. Robert Waste stated that if it gets real bad he would move out and
build again somewhere else, but that he could hire someone to police the
situation in the meantime.
MSP Neisen- Pickar) To approve the expansion plan for the B R Liquor Store
in the area presently occupied as B R Grocery Store at 2345 County Road H2
subject to Robert Waste solving any traffic problems that may result by the
expansion.
MSP (Baumgartner- Johnson) To accept the Recreation Commission's recommendation
and to request a cash dedication in lieu of a land dedication in Programmed
Land 1st Addition in accordance with Mounds View Municipal Code, Section 42.07.

MSP (Baumgartner- Pickar) To approve the preliminary plat of Programmed Land
1st Addition. 4 Ayes;;
The Council was in agreement that the holding pond required by the Rice Creek
Watershed District should remain the property of the owner with provision made
that if the area is not maintained to the satisfaction of the Council that the
cost of any improvement be levied to the property within the plat.
