HomeMy WebLinkAboutMinutes - 1973/12/10PROCEEDINGS OF THE VILLAGE COUNCIL RAMSEY COUNTY, MINNESOTA December 10, 1973 A Regular Meeting of the Mounds View Village Council was called to order by Mayor Neisen at 8:00 P.M. on December 10, 1973 at the, Mounds View Village Hall, 240 Highway #10, St. Paul, Minnesota 55112. Present: Also Present: Mayor Neisen Clerk- Administrator Zylla Councilman Hodges Attorney Meyers Councilman Baumgartner Engineer Bearden Councilman Johnson Councilman Pickar MSP (Hodges- Johnson) To approve the minutes of November 19, 1973. MSP (Picker- Hodges) To approve the minutes of November 26, 1973. MSP (Pickar- Johnson) To approve the minutes of December 3, 1973. 4 Ayes Hodges Abstained MSP (Neisen- Hodges) To approve the temporary classroom at Red Oak School and to issue a building permit for its installation subject to the approval of the fire chief. 5 Ayes Mayor Neisen's Report Mayor Neisen read the Police Report for November. Mayor Neisen announced again that there will be no meeting on December 24th. The meeting will be moved to December 17th at 8:00 P.M. and there will be a special meeting on January 2, 1974 at 7:00 P.M. Administrator Zylla's Report MSP (Johnson Pickar) To approve the licenses: Excavating Chiltons Excavating; Gas Station Highway #10 Service, Bob's Gulf Service, Mounds View Standard; General Contractor President Homes, Bryant Franklin Corp.; Heating &Air Conditioning- Associated Plbg Htg.; Off -Sale Non Intox. Liquor Simons Food Market; On -Sale Non Intox. Liquor Bel -Rae Ballroom; Sewer Water Associated Plbg Htg.; Sign Billboard Nordquist Sign Co.; Asphalt Bituminous Roadways Inc.; Cigarette Simons Liquor Store, Simons Food Market, Mermaid Cocktail Lounge, Inc., Launching Pad Supper Club, Bel -Rae Ballroom, Bob's Gulf Service, B R Liquor Store. 5 Ayes MSP (Neisen- Hodges) To approve the bills: General Fund checks #7992 thru #8036, Payroll Account checks #1058 thru #1059, Payroll checks #690 thru #703, transfer check #8037 transferring $5,500.00 to the General Fund from Revenue Sharing for salary costs of W. Hanson in park maintenance, and transfer check #8038 transferring Ayes $10,197.28 to the Payroll Account to pay gross „pay of December 15,'1973.° From General $7,938.47, from Water $1,423.76, from Sewer $835.05. Total disbursement $33,168.91. Administrator Zylla announced that two street lights have been installed on Ridge Lane between Long Lake Road and Rainbow Lane. Councilman Hodges' Report Councilman Hodges presented a copy of the new Mounds View Emergency Plan. MSP (Johnson Pickar) To adopt the City of Mounds View Emergency Plan and to authorize the Mayor and Civil Defense Director to sign it. On questioning from Councilman Johnson, Councilman Hodges stated that the plan will now enable us to apply for certain surplus government property and become eligible for Federal funds for sirens and other designated uses. Councilman Johnson's Report Councilman Johnson read a letter dated December 5th from James Schlichtmann, Public Works Superintendent, in which Mr. Schlichtmann requested to continue his employment with the Village of Mounds View as a lead man. yeas MSP (Baumgartner- Johnson) To receive the letter From Programmed Land requesting, street improvement on the road designated as "Service Drive in Programmed Land 1st Addition, and to direct the engineer to prepare a preliminary report and cost estimate. (Project 1973 -6). 5 A es Administrator, suggested that "Service Drive" in Programmed Land lst Addition be given a street name. He was to check with the post office to determine if the name could be Liberty Street. MSP (Neisen Hodges) To advertise for a 1974 police four -door squad car through the Ramsey County Joint Purchasing Agreement. 5 MSP (Neisen- Baumgartner) To appoint Tim Smith as the local fuel coordinator in accordance with the State of Minnesota Energy Plan. (Resolution No. 619). 5 Ayes MSP (Hodges- Johnson) To adopt Resolution #620, encouraging the Ramsey County Board and Minnesota Legislature to adopt either Plan "C" as amended or Plan "F" as amended for the redistricting of Ramsey County Commissioner Districts. Councilman Baumgartner's Report Councilman Baumgartner read the minutes of the Recreation Commission meeting of November 29, 1973. MSP (Baumgartner Johnson) To concur with the Recreation Commission's recommendation and request cash instead of land from Keith Harstad for Greenfield Plat #3. 5 Ayes MSP (Baumgartner- Hodges) To appoint LuVerne Peterson as rink supervisor at an hourly rate of $3.00 per hour not to exceed 12 hours per week. 5 Ayes Councilman Baumgartner stated that 33 resumes for Recreation Director were received and 11 applications were mailed. Councilman Baumgartner read the Planning Commission minutes of November 28, 1973. The Administrator was instructed to call Robert Waste to request that he comply with the Planning Commission order of November 28th, regarding the placing of mulch on the area east of the Launching Pad parking lot. MSP (Johnson Baumgartner) To send a letter to Robert Waste that if the Planning Commission action is not complied with by December 17th, appropriate action will be taken by the Village Council. 5 Ayes (Neisen Pickar) To redirect the application of Gerald Foss to subdivide part of Lot 4, Auditor's Subdivision #89, back to the next Planning Commission. 4 Ayes''! Baumgartner Naye Councilman Pickar's Report Councilman Pickar declared that a remodeling of the skating area at Lakeside Park is taking place. Skating hours will he 4 to 8 P.M. on school days and noon to 8 P.M. on non school days. Attorney Meyers' Report Attorney Meyers announced that he has submitted offers to Mr. Downing and Mr. Miner based on the appraisals that were obtained. He also has ordered a land appraisal for Programmed Land and is working on easement acquisitions for Project 1973 -4. Engineer Bearden's Report Engineer Bearden reported that he has sent a letter to McDonald and Associates because a blockage has occurred in a sewage line that was laid by them in 1972. The line is still under warranty. The Village has still been unable to find the source of the problem. MSP (Baumgartner- Hodges) To approve the subdivision of Theodore Holsten to subdivide Lot 16, Woodlawn Terrace, into the E 1/2 and the W 1/2 thereof, subject to granting a 30 foot road easement on the west for a future street. 5 Ayes MSP Neisen- Baumgartner) To direct the Village Attorney to review the Planning Commission's request to rezone Lot 8 and the east 1/2 of Lot 9, Spring Lake Park Knolls Addition from B3 to R1 and to furnish his recommendation to the Village Council at the meeting of December 17th. Administrator Zylla noted that there was no reference in the Planning Commission minutes of November 28th to approval or disapproval of Keith Harstad's townhouse proposal. Mayor Neisen added that he would like to see a recommendation from the Planning Commission on whether or not to proceed with a comprehensive plan. 5 Ayes MSP (Johnson Baumgartner) To adjourn at 9:56 P.M. espe:tfully Submitted, Dennis S.
