HomeMy WebLinkAboutMinutes - 1974/01/14A Regular Meeting of the Mounds View City Council was called to order by Mayor Neisen at 8:03 P.M. on January 14, 1974 at the Mounds View City Hall, 2401 Highway #10, Mounds View, Minnesota 55112. Present: Mayor Neisen Councilman Hodges Councilman Baumgartner Councilman Johnson Councilman Pickar MSP (Hodges Baumgartner) To approve the minutes of January 2, 1974. 5 Ayes MSP (Pickar- Hodges) To approve the minutes of December 17, 1973. 4 Ayes Johnson Abstained Residents Requests and Comments from the Floor Mr. Ken Sherrard requested to park a mobile home at 2785 Laport Drive and live in it for three years while he was going to school. The Council informed Mr. Sherrard that to do so is against the Municipal Code. Mayor Neisen's Report PROCEEDINGS OF THE CITY COUNCIL RAMSEY COUNTY, MINNESOTA Mayor Neisen read the Police Report for December and a year -end report for 1973. MSP (Neisen Baumgartner) To accept the recommendation of the Police Civil Service Commission and appoint Edward Loomis to the position of patrol sergeant effective February 1, 1974. 5 Ayes MSP (Neisen- Hodges) To approve the following mayoral appointments: Civil Service Glen Dawson (3 yr. term) Dick Paradise (Chairman) N.S.S.S.B. Gillespie Skelly Station, Mounds View 76, General Contractor Pine Tree Builders, Inc., Commers Soft Water Co., Hauenstein Bur- meister, Inc., North Star Glass Ind. Inc.; Heating Acme Sheet Metal Co.; Non Intox. Off Sale 7 -11 Store; Used Car Sales Bill Ed's Auto Sales. 4 Ayes Johnson Abstained MSP (Baumgartner- Johnson) To approve the bills: General Fund checks #8079 thru #8154, Bond Account checks #109 and #110, Payroll checks #744 thru #785, and transfer check #8155 transferring $13,405.37 to pay gross payroll of January 15, 1974. From General $11,394.01, from Water $1,009.41, from Sewer $1,001.95. Total disbursements $189,144.52. MSP (Neisen Pickar) To authorize the attendance of Edward Loomis to management seminar for supervisors on January 22nd through 24th, and to pay the $40.00 regis- tration fee together with any mileage expenses. 5 Ayes (Neisen- Johnson) To adopt Resolution #621 apportioning the assessments for Korsgaden Addition, Division No. 47612, and Resolution #622 apportioning the assessments for Ambrose DeGross, Division #47488. MSP (Baumgartner- Hodges) Receiving the State deed for 8.83 acres of highway excess taking on the northeast corner of Ardan Avenue and Long Lake Road and the deed for forfeited tax land extending Greenfield Park, and ordering that the deeds be recorded by the attorney. Administrator Zylla announced that the State Highway Department has tentatively scheduled the installation of one or two traffic signals on Highway #10 at County Road H2 and County Road I during the fiscal year beginning July 1, 1974. The highway department is presently doing a signal coordination study. Administrator Zylla suggested that a park fund be created in which all monies from cash dedication for park lands resulting from subdivisions be placed. Mayor Neisen announced that the 13th Annual Mounds View Appreciation Dinner will be held at approximately 6:00 P.M. on February 9th at the Bel -Rae Ballroom. Councilman Hodges' deport Councilman Hodges declared that he and the administrator together with the City 5 Ayes, 5 Ayes 5 Ayes MSP (Baumgartner- Pickar) To authorize the attorney to prepare an ordinance creating a special park fund. 5 Ayes MSP (Neisen Baumgartner) To set February 25th, at 6:30 P.M. as the time for a special hearing to consider an addition and remodeling to the present City Hall and Public Works Garage. 5 Ayes Page 3- architect had a meeting with the Civil Defense Area Commander to discuss Federal participation in the City Hall addition and that an additional meeting is scheduled on January 21st. He added that the City will be expected to prepare a communications plan before any funds may be given. Councilman Johnson's Report The City Council will meet Jan. 22 at 8:00 P.M.for a meeting to discuss whether or not the City wants to proceed with the recruitment of a Public Works Superintendent or instead a Public Works Director who would be a registered engineer. Councilman Baumgartner's Report Councilman Baumgartner read the Recreation Commission minutes of December 22nd. Councilman Baumgartner stated that on January 10th, the Council and Recreation Commission held interviews for the Director of Parks and Recreation. Five individuals were invited to be interviewed but three declined due to the acceptance of other positions MSP (Baumgartner Hodges) To offer the position of Director of Parks and Recreation to Mr. Douglas Bryant commencing about February 15th or March 1st at a gross salary of $13,000.00 per year with a car allowance of $25.00 per month. 5 Ayes Councilman Baumgartner read the Planning Commission minutes of December 26th. MSP (Baumgartner Pickar) To approve the subdivision request of Gerald Foss to subdivide Lot 4, Auditor's Subdivision #89 except the South 30 feet of the East 300 feet, into three lots with a width of 85 feet and 252 feet by 280 feet depth on Spring Lake Road. Councilman Pickar's Report Councilman Picker reported the Lakeside Park Commission met on January 10th. He requested that notice of their meetings be put in the Newsletter. He confirmed that the Human Rights Commission was seeking two new members. Attorney Meyers' Report Attorney Meyers brought up the matter of severance pay for James Schlichtmann. He was instructed to research the matter to determine if Mr. Schlichtmann had a valid claim to severance pay and report back to the Council. 5 Ayes MSP (Baumgartner Pickar) Relative to Lot 8 and the East 1/2 of Lot 9, Spring Lake Park Knolls Addition, to concur with the Planning Commission's request of December 26th and confirming that no building permits will be issued for this development until the Council receives its recommendation from the Planning Commission. 5 Ayes Engineer 13earden's Report MSP Baumgartner Johnson) To instruct the engineer to write a letter to Ramsey County under Mounds View letterhead requesting County participation in Improvement Project 1973 -4. 5 Ayes Engineer Bearden presented the proposed street layout for sewer and water Improvement Project 1973 -4. The Council concurred with the suggested layout. MSP (Neisen- Hodges) To accept the preliminary report and cost estimate for Street Improvement Project 1973 -6, and to set an improvement hearing for January 28th at 8:30 P.M. 5 Ayes Mr. Edes of Programmed Land is to send in a petition agreeing to be assessed 100% percent for any watermain extension into Programmed Land 1st Addition.
