HomeMy WebLinkAboutMinutes - 1974/02/25SPECIAL MEETING CITY OF MOUNDS VIEW RAMSEY COUNTY A special meeting to consider the addition to and alteration of the City Hall and alteration to the Public Works Building was called to order by Mayor Neisen at 6 :30 P.M. on February 25, 1974. Present: Mayor Nelsen Councilman Hodges Councilman Baumgartner Councilman Johnson Councilman Pickar Also Present: Clerk- Administrator Zylla Mayor Nelsen announced that notice of the hearing was published in the rebruary City Newsletter and called attention to in stories written in the New Brighton Bulletin and the St. Paul Dispatch. Mayor Neisen introduced Mr. Kenneth Walijarvi, architect, who made the presentation for the City to the approximate 15 persons in attendance. Mr. Walijarvi explained that he was commissioned in October to work with the Administrator in formulating a solution to the City's lack of space problem. Based on his study, he found it more economical to remodel the present structure and use it for police purposes, and to build an addition onto the south of the existing facility which would house the Council chamber and the new administrative offices, than to build new. A basement which would serve as an emergency operating center would be planned under the administrative offices and federal money would be sought to share in its cost. The police department would move out from the existing public works building and it would be remodeled for use exclusively by,public works. Using an overhead projector, Mr. Walijarvi showed transparencies of the addition and remodeling. Mrs. Isabelle Wille, 7911 Spring Lake Road, asked if there was room for expansion. Mr. Walijarvi replied that in addition to the basement area, there was room to expand out from the administrative offices south toward the highway. Mr. Robert Glazer, 2375 Hillview Road, asked if the Council was planning on holding a referendum. Mayor Neisen replied that a referendum was not necessary since no bond issued was planned. Mr. Walijarvi stated that the total construction cost of the upper level including the remodeling for the police was $178,523.00. The estimated cost of construction with lower level was $234,683.00. With fees and contingencies, the total estimated cost of the project without lower level came to $210,657.00, with lower level $276,926.00. Councilman Donald Hodges arrived at 6:50 P.M. -2- Administrator Zylla explained that there has been two meetings with the Federal Civil Defense staff and that the City is requesting that the federal government participate in the basement cost in the amount of $53,240.00. Mr. Gene Skiba, reporter for the New Brighton Bulletin, asked if library space will be provided. The Administrator explained that he had spoken to someone from the Library previously while the project was in preliminary planning stages and that a follow -up contact will be made with library personnel. Nancy Burmeister, 7565 Knollwood Drive, asked what was the construction schedule. Mr. Walijarvi explained that it takes three to four months for plans, one month to bid, and approximately one month to get contracts signed once they are awarded. Mayor Neisen explained that the project is actually in three parts: 1. Construction of the new addition. 2. Remodeling of existing space at the City Hall. 3. Remodeling of the Public Works Building. Mrs. Barbara Haake, 3024 County Road I, encouraged the Council to construct the basement even if federal monies are not available. MSP (Neisen Baumgartner) To direct the architect to commence work on the preparation of final plans and specifications for the purposes of soliciting contractor bids. 5 Ayes Robert Glazer asked since no bonds were to be sold for this project, whether or not bonds will have to be sold for some other project in the near future. Mayor Neisen answered that thers are no plans for other bond issues at this time. Councilman Baumgartner added that the City in determining their priorities for capital improvements, had determined that this project was a number one priority. Zylla, Clerk- Administrator 5 Ayes PROCEEDINGS OF THE CITY COUNCIL RAMSEY COUNTY MINNESOTA A Regular Meeting of the Mounds View City Council was called to order by Mayor Neisen at 8:00 P.M., on February 25, 1974 at the Mounds View City Hall, 2401 Highway #10, Mounds View, Minnesota 55112. Present: Mayor Neisen Councilman Hodges Councilman Baumgartner Councilman Johnson Councilman Pickar Mayor Neisen's Report Also Present: Clerk- Administrator Zylla Engineer Bearden Absent: Attorney Meyers MSP (Hodges Pickar) To approve the minutes of February 11, 1974. Administrator Zylla's Report MSP (Pickar-Johnson) To approve the licenses: Sewer Water Roseville Plumbing; Peddler Solicitor Wilmur L. Menke. 4 Ayes Johnson Abstained Residents Requests and Comments from the Floor With a few residents in the audience from the 8200 block of Spring Lake Road, Engineer Bearden commented on the proposed location of the sewer main which must extend from proposed PJ•asant View to Spring Lake Road, (Project 1973 -4). It appeared that the routing of the main just south of 8248 Spring Lake Road was satisfactory to those in attendance. Mayor Neisen commented on a letter received from the League of Women Voters in which they thanked the Council for hiring a park and recreation director. MSP (Neisen Hodges) To approve the bills: General Fund checks #8245 thru #8276, Payroll Account checks #1073 #1074, Payroll checks #874 thru #914, Transfer check #8277 transferring $12,717.74 to the Payroll Account to pay gross pay of February 28, 1974. From General $11,000.12, from Water $948.52, from Sewer $769.10. Total disbursements $25,202.42. 5 Ayes MSP (Neisen- Hodges) To approve Ordinance #209 adding Chapter 7 to the Municipal Code defining the duties and qualifications of the Public Works Superintendent. 5 Ayes Administrator Zylla announced that the fire department would be conducting the fire flow test for the Harstad Townhouses on March 1, at 2:00 P.M. Administrator Zylla noted that he and Walter Skiba had met with Mr. Neumann, 5 Ayes architect for Paster Enterprises, and it appeared that they would be attending the next regular Council meeting to request a reissuance of their building permit for the shopping center planned at Highway #10 and Long Lake Road.` Councilnian Johnson's Report Councilman Johnson inquired whether or not information was being furnished to the Metropolitan Council for their publicationcLata -log. He was concerned because Mounds View was not mentioned in their most recent publication. The Administrator informed the Council that he does provide the Metro Council with the information they request for their publication. Councilman Baumgartner's Report Councilman Baumgartner announced that the Recreation Commission would be meeting on the 28th of February and the Planning Commission on the 27th of February. He was informed that Doug Bryant was seeking information for the Council on House File 1525 and the Save Open Space Committee. Councilman Picker's Report Councilman Picker noted that the Lakeside Park Conn meeting scheduled for last week was postponed. Engineer Bearden's Report Engineer Bearden informed the Council that the State of Minnesota has told him that Highway Avenue is owned by the State and is not a municipal street. MSP (Johnson Pickar) To adjourn at 8:24 P.M. Mayor Neisen called the Regular meeting back to order at 8:58 Y.M. to consider the issuance of a special use permit to construct a motor freight terminal in the Mounds View Industrial Park. The hearing was continued from February llth. Reuben Johnson, architect for Buetow and Associates, made the presentation on behalf of Smith's Transfer Corporation. He noted that he had met on two occasions with the City staff to discuss the proposal. He felt that there was a problem with the initial site plan of February llth because of an interpretation of "front yard The site plan that he presented included a 40 foot setback as required by ordinance. The setback to consist of a completely landscaped area with grass and trees and a berm. The architect is proposing no cross traffic in the front of the building. The area to the rear of the lot which adjoins Towns Edge Terrace Mobile Home 5 Ayes -3- Park would also have a landscaped berm with trees. Mr. Johnson felt that the City is interpreting "front yard" to mean the area from the front of the building line to the property line and, that his interpretation was that the "front yard" consisted of the area between the property line and the building setback line. If his definition was correct, then no variance for front yard parking would be necessary. Mr. Johnson noted that the area between the bl,::ktop terminal lot and the mobile home park would be seeded. He added upon a question by the Administrator that the front of the building could be redone at no increase in cost to make it more esthetic and that Smith's Transfer would be willing to accept such a stipulation in the special use permit agreement. Mr. Johnson said Smith Transfer was willing to agree to all conditions specified at the February llth meeting. Councilman Johi.son was concerned about sleeping quarters on the second floor. The architect assured the Council that these quarters were strictly for Smith's Transfer drivers. Councilman Pickar asked if there would be a curb within the property around the parking area. Mr. Johnson stated that it would probably be a bituminous curb or precast concrete. The height of the berm was estimated at four to five feet. lir. Johnson said that there would be no vehicles stored in the seeded area on the property. The Administrator suggested moving the gate to the seeded area over the City's easement possibly avoiding obtaining a new easement to the west of this property ;l in order to gain access to the water tower. Councilman Johnson noted that when the special use permit agreement is prepared it may contain more or less terms and conditions specified in the Council minutes of February 11, 1974. MSP (Neisen Pickar) To grant the special use permit to Smith's Transfer Corporation to build a motor freight terminal on part of Lot 3, Mounds View Industrial. Park, contingent upon the preparation and signature of a written special use permit agreement with an attached final site plan. 5 MSP (Neisen- Hodges) To tentatively approve the site plan as presented on February 25th, subject to its review and approval by the Planning Commission. Planning Commission Chairwoman Mrs. Haake informed the Council that when the Planning Commission approved the special use permit for Smith Trucking their only review was that of the sketch plan and their approval did not mean the approval of the site plan. They only were giving concept approval to the motor freight terminal on the site. MSP (Johnson- Baumgartner) To adjourn at 9:29 P.M. espectfully Submitted, ennis S.
