HomeMy WebLinkAboutMinutes - 1974/03/25A Regular Meeting of the Mounds View City Council was called to order by Mayor Neisen at 8:00 P.M. on March 25, 1974 at the Mounds View City Hall, 2401 Highway #10, Mounds View, Minnesota 55112. Present: Mayor Neisen Councilman Hodges Councilman Baumgartner Councilman Johnson Councilman Pickar PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Bearden MSP (Pickar- Hodges) To approve the minutes of March 11, 1974. 5 Ayes Administrator Zylla's Report MSP (Hodges Johnson) To approve the licenses: Garbage /Rubbish Hauler All -State Disposal Service, Ace Solid Waste Mgt. Inc., Reamer's Rubbish Removal, Guy's Disposal; General Contractor Kitchens By Krengel, Inc., Rand Construction; Heating Air Conditioning Bills Sheet Metal; Sign Billboard Triad Sign Service. 5 Ayes MSP (Neisen Pickar) To approve the bills: General Fund checks #8328 through #8367, Payroll Account checks #1078 and #1079, Payroll checks #943 through #973. Transfer check #8366 transferring $11,101.48 to the Payroll Account to pay gross pay of March 29, 1974. From General $9,473.22, from Water $859.00, from Sewer ?7€9.26. Total disbursements $28,457.52. 5 Ayes MSP (Neisen Baumgartner) To approve the insurance specifications dated May 1974 for the City of Mounds View's casualty insurance and to set a bid opening for April 22nd at 10 o'clock a.m. 5 Ayes Administrator Zylla announced that he had spoken with Mr. Walijarvi, architect for the City Hall addition and remodeling, and he has estimated completion of the plans and specifications on or about May 31, 1974. Mayor Neisen announced that a newsletter giving the details of the April 27th City "Cleanup Day" has been prepared and will be mailed shortly. Councilman Baumgartner's Report Councilman Baumgartner announced the next Planning Commission Meeting would be March 27th, and the Recreation Commission Meeting, March 28th. Councilman Pickar's Report Councilman Pickar stated that in order to prepare Lakeside Park for food sales, an expenditure of $4,000 to $5,000 is necessary and the Lakeside Park Commission may request an advance from the City Councils of Mounds View and Spring Lake Park. 2- Attorney Meyers'Report MSP (Johnson Pickar) To approve Ordinance #210 adding Chapter 92 to the Municipal Code entitled "Tree Diseases 5 Ayes MSP (Hodges Pickar) To approve the joint powers agreement between the City of Mounds View and the City of New Brighton for the control of Dutch Elm disease and other shade tree diseases and to authorize the Mayor and Clerk Administrator to sign the agreement. 5 Ayes MSP (Neisen Baumgartner) To recess the regular meeting at 8:33 P.M. 5 Ayes Mayor Neisen called the Special Hearing to consider the easement vacation of the east five (5) feet of the west twenty (20) feet of the saritary sewer easement located on Lot 40, Block 1, Red Oak Estates #2 to order at 8:33 P.M. Administrator Zylla read the legal notice and attested to its publication in the New Brighton Bulletin on March 14th and 21st. Mayor Neisen called for objections to the vacation. There were none, MSP (Baumgartner- Johnson) To adopt Resolution No. 624 vacating the above described easement. 5 Ayes Mr. Robert Eibensteiner, the contractor building the house on Lot 40 stated that the footings have been put in to the depth of the sewer and inspected by Walter Skiba. He told the Councii that he did notify the buyer of the home of the easement situation. Administrator Zylla confirmed that 'ie had spoken with the buyer after he had been told of the situation by Mr. Eibensteiner. MSP (Johnson- Hodges) To adjourn the Special Hearing at 8:37 P.M. 5 Ayes Mayor Neisen called the Regular Meeting back to order. Attorney Meyers presented the amended signed copies of the special use permit agreement between Smith Trucking and the City of Mounds View. He submitted four (4) copies of the agreement to the Council for signature by the Mayor and Administrator. MSP (Neisen- Hodges) To recess the regular meeting at 8:39 P.M. 5 Ayes Mayor Neisen called the Rezoning Hearing for Mrs. Blanche Abbott to order at 8:40 P.M. The rezoning requested is from B -3 Commercial to R -1 Single Family Residential, Lot 9, Auditor's Subdivision No. 89, except the east 166 feet thereof. Administrator Zylla read the legal notice and attested to its publication in the New Brighton Bulletin on March 14th and 21st_. He added that 16 persons were sent a notice of the hearing. Mayo Neisen called for objections to the rezoning. -3- Mr. Robert Snyder, 8210 Spring Lake Road opposed the rezoning because he feared that by rezoning this parcel it would be opening the door to down- zoning the remaining land zoned commercial south of Lot 9. Mr. Marvin Schluter, 5312 Spring Lake Road, stated that he was in favor of the rezoning. MSP (Picker- Baumgartner) To approve the rezoning of Lot 9, Auditor's Subdivision No. 89 except the east 166 feet thereof from B -3 Commercial to R -1 Single Family Residential. 5 Ayes:' MSP (Hodges Johnson) To adjourn the Rezoning Hearing at 8:50 P.M. Mayor Neisen called the regular meeting back to order. MSP (Baumgartner- Johnson) To adopt Ordinance #211 amending Chapter #42.07 of the Subdivision Regulations regarding cash or land dedication for parks in all sub- divisions. MSP (Hodges Pickar) To authorize the Mayor and Administrator to execute a quit- claim deed eliminating an easement filed on November 8, 1973, and allowing the filing of a new drainage easement dated February 15, 1974, for the Anchor Inn Restaurant due to an incorrect description on the original easement. MSP (Neisen- Johnson) To allow the Mounds View Lion's Club permission to use the park and the civil defense truck on Saturday, April 13th, for the annual "Easter Egg Hunt 5 Ayes, MSP (Johnson Baumgartner) To adjourn at 9:09 P,M. 5 Ayes Submitted, Dennis Zylla, Clerk- Administrator 5 Ayes' 5 Ayes 5 Ayes!
