A Regular Meeting of the Mounds View City Council was called to order by Mayor
Neisen at 8:00 P.M. on April 22, 1974 at the Mounds View City Hall, 2401 Highway
#10, Mounds View, Minnesota 55112.
Mayor Neisen read a letter from Ery Herbst expressing deep appreciation for the
commendable service he has received from the Mounds View Police Department.
Included was a check for $100.00 which will be used toward the purchase of a shell
reloader.

MSP Pickar- Hodges) To approve the minutes of April 9, 1974.

MSP (Neisen Baumgartner) To order the installation of a street light at the corner
of County Road H2 and Skiba Drive. 4 Ayes
James Bremer, President of Cross of Glory Lutheran Church requested that Cross
of Glory Lutheran Church be allowed to connect the church and educational building
into one common system for sewer and water service.

MSP (Neisen- Hodges) To allow the Cross of Glory Lutheran Church to make a joint
connection for water and sewer service to the church and educational building
located at 5472 Adams Street subject to receipt of a letter from the church that
if the buildings are ever sold to separate owners or not used for religious
purposes that the Church, prior to the sale, separate the water and sewer into
two distinct systems with individual connections. 4 Ayes!
MSP (Baumgartner Pickar) To grant a permit to the Mounds View Lions Club to hold
the First Annual Mounds View Arts and Crafts Fair on August 3rd and 4th on the
property immediately east of the Launching Pad Supper Club subject to the conditions
as set forth in the Lions Club letter to the Council dated April 15th, and that the
Lions Club purchase liability insurance, and provide a snow fence around the site.

An entrance fee of 25 cents per head is expected to be charged.
MSP (Neisen Pickar) To send a letter to Robert Waste, owner of the area east of
the Launching Pad Supper Club which has caused several problems of the nuisance nature
due to blowing sand, giving him until Monday evening, April 29th as a deadline to
seed and provide some form of base material on the site in order to eliminate the
blowing sand. 4 Ayes

MSP (Hodges Baumgartner) To approve the licenses: Excavating Belair Builders,
Inc.; Garbage /Rubbish Hauler Banks Sanitation, Atlas Disposal Service, Inc.;
General Contractor Lowe Fence Company, D. W. Construction, Inc. 4 Ayes
MSP (Neisen- Hodges) To approve the bills: General Fund checks #8420 through
#8467, Payroll Account checks #1085 and #1086, Payroll checks #974 through #997,
and transfer check #8468 transferring $12,805.96 to the Payroll Account to pay
gross pay of April 30, 1974. From General $10,225.17, from Water $1,511.71,
from Sewer $1,069.08. Total disbursements $39,622.01. 4 Ayes
MSP (Hodges Pickar) To approve Check No. 113 transferring on a loan basis
$50,000.00 to Project 1973 -4 Fund, $30,000.00 to Project 1973 -5 Fund, $30,000.00
to Project 1973 -6 Fund to ray coy* condemnation and construction prior to
receipt of bond proceeds at 37 interest from the Improvement Bond Fund. 4 Ayes
Mayor Neisen recognized Mr. James Johnson of the Businessmen's Association in the
audience. Mr. Hawkinson informed the Council that in order to assist with Clean
Up Day on April 27th, the Mounds View Businessmen's Association had obtained a
donation of hotrdog ::bdns,from.a.breadacompany and Gordon Fedor was donating 40
pounds of weiners. The Association is giving a check for $25.00 and the JC's
$50.00. Mayor Neisen thanked all of those individuals who have contributed.
Administrator Zylla presented a copy of the bid tabulations from the bid opening
of April 22nd for the City's casualty insurance.

Administrator Zylla noted that the Protection Center omitted a bid for Schedule
C, workmen's compensation. By adding the workmen's comp premium of $7,912.00 to
their bid, they are not the low responsible bidder. Spring Lake Park Agency
bidding through Crum Forster was the second apparent low bidder with a total
bid of $11,988.00, however, they misbid the specifications for Schedule C.
workmen's comp by bidding Schedule C as a net premium after premium dividends.
Administrator Zylla stated that the lowest responsible bidder bidding the
specifications was the Donohue Agency and he recommends that they be awarded the
bid even though Crum Forster has stated that they will abide by their total
bid.
MS (Pickar Baumgartner) To accept the recommendation of the Administrator and
award the bid for casualty insurance to the Donohue Agency for a total annual bid
of $12,941.00.
MSP (Neisen- Hodges) To amend Councilman Picker's motion to reject the bid of the
Protection Center because the total bid does not reflect a workmen's comp premium
and the Crum Forster bid through Spring Lake Park Agency because Item No 7
under requirements given in the specifications, that "lowest responsible bidder
will be calculated on the lowest definite premium bid and not the estimated
premium based on a quoted premium less an anticipated dividend was not met. 4 Ayes
A vote was then taken on the original motion.
MSP (Neisen Pickar) To adopt Resolution No. 626 apportioning the assessments
on Division No. 47335.
MSP (Neisen Hodges) To adopt Resolution No. 627 apportioning the assessments
on Division No. 47337.

MSP (Hodges Baumgartner) To enter into a labor agreement with Local No. 49 for
the period January 1, 1974 through December 31, 1975, and to authorize the Mayor
and Administrator to execute the agreement on behalf of the City. 4 Ayes
MSP (Neisen Pickar) To set a hearing to consider the issuance of a residential
kennel license to Susan Nordstrom, 2186 Lambert Avenue, at 8:30 P.M. on May 13,
1974. 4 Ayes
MSP (Neisen Hodges) To receive the letter petitioning an extension of storm
sewer in the Mounds View Industrial Park and ordering the Engineer to prepare a
preliminary report and cost estimate including a designation as to who will
benefit from the proposed improvement. (Project 1974 -1)
Administrator Zylla stated that the survey from Arlene Birkeland for the sub-
division request dated March 22, 1974 has been received thereby finalizing the
approval of the new lot line between Lots 1 and 7 Johnson Terrace.

Administrator Zylla informed the Council that a request has been received from
the Unification Church to solicit funds in the City for the support and develop-
ment of Christian youth centers. The Council tabled their request until more
information was available.
Administrator Zyila presented the Council with some suggested amendments to
Chapter 63, Fire Prevention of the Municipal Code. The changes are suggested
by Chief Fagerstrom and conform to changes made by the State Legislature replacing
the Fire Prevention Code with the 1973 Edition of the Uniform Fire Code.
Engineer Comstock's Report
Engineer Comstock explained the highlights of a meeting with the administrator,
attorney, and representatives of N.S.P. this past afternoon. The meeting
concerned the electrical distribution facilities in the area as designated
Project 1973 -4. NSP presented three alternatives: first, leaving the electrical
facilities basically where they are and moving the poles now in the path of the
street extensions off to the side of the street, but within the right -of -way;
Second, moving the lines to the rear lot lines of the future new lots that would
be created; and third, going underground with a complete system north of Ardan
Avenue. The staff agreed that the most feasible and economical at this time was
alternative #1 with the exception of proposed Pleasant View Drive which would be
underground because there are not overhead distribution systems in that area at
this time. The cost and complexities of alternative #2 and #3 also bear heavily
on the decision to stay with alternative #1.
MSP (Neisen- Hodges) To authorize the City Engineer to inspect the storm sewer
extension on private property within the Paster Enterprises shopping center
development and assess the cost under Project 1973 -5.
Councilman Hodges' Report
Councilman Hodges stated that he has received some calls on the ordinance which
requires a cash dedication to the park system. Persons question the fairness
of requiring a contribution on the part of the parcel presently occupied by a
dwelling in subdivisions of over 2 lots.
Councilman Baumgartner's Report
Councilman Baumgartner stated that the Planning Commission will meet at 7:30 P.M.
on Wednesday and the Park Commission the following Thursday.
Mayor Neisen stated that a special meeting with the Planning Commission and
Council to discuss the comprehensive plan will be held at 6:30 P.M. on Wednesday.
Councilman Picker's Report
Councilman Picker announced that at their last meeting the Lakeside Park Commission
discussed the high cost of certain bids that were received recently, and that
there will be a special meeting on Thursday to discuss the remodeling of the
building on the site.

Attorney Meyers' Report

Attorney Meyers stated that none of the persons on proposed Greenwood Drive in
attendance at the last Council meeting to request that the street be straightened
have dedicated their easement. And, Mr. Fulwider whose home will be taken by
the straight street has retained an attorney on his behalf.
Also, Mr. Downing whose property is considered for park land acquisition north
of Woodcrest Park has retained an attorney.
