CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
A Regular Meeting of the Mounds View City Council was called to order by Mayor
Neisen at 8:00 P.M. on May 13, 1974 at the Mounds View City Hall, 2401 Highway
410, Mounds View, Minnesota 55112.

MSP (Hodges Baumgartner) To approve the minutes of April 22, 1974. 4 Ayes
Johnson Abstained
Mr. Tom Gustafson, 2295 County Road H2, asked how long he would have to put up with
the blowing sand from the area east r.f the Launching Pad parking lot. The admin-
istrator reported that as of last Wednesday, the building inspector informed him
that except for a small area, the sand was covered with top soil or dolomite. Mr.
Waste still had not seeded, however.
A motion by Councilman Johnson that the resident call City Hall when the sand
commences to blow again, died for lack of a second.
The resident was told to call the building inspector on the next windy day and
ask him to investigate.
Mr. Robert Case, manager of the Groberg Apartments appeared to request that 24 -hour
parking be allowed on Groberg Street especially in the summer months. There
currently is a 2 -hour limit on parking in the area. Mr. Case also stated that the
police are discriminating in who receives parking tickets in the area. The Council
directed the Administrator to get a letter from the police chief on the problem
with his recommendation.
Mayor Neisen's Report
Mayor Neisen informed the Council that John Boland, Chairman of the Metropolitan
Council, would be at the New Brighton City Hall this coming Thursday evening to
discuss various problems with local officials.
Mayor Neisen read a letter from the St. Paul Council of Employment of the
Handicapped describing a program sponsored on May 23rd, to discuss the employment
of individuals receiving welfare assistance.
Mayor Neisen read copies of a letter sent to County Commissioner Ed Salverda and
School Board Member, Donovan Wendt commending them for their fine years of public
service.

MSP (Neisen- Hodges) To receive the recommendation of the Police Civil Service
Commission and to hire Jerome Johnson as a police patrolman effective June 1, 1974,
subject to his passage of a physical examination. 5 Ayes
Mayor Neisen read a letter from Mr. Roger Johnson, 7767 Long Lake Road requesting
revision of the Mounds View ordinance to eliminate voice control of dogs and to
initiate a leash law. The Council requested that someone from B E Patrol be
present at the next Regular Council Meeting.
MSP (Pickar- Hodges) To recess the Regular Meeting at 8:37 P.M. 5 Ayes
Mayor Neisen called to order the hearing to consider the issuance of a special
use permit to Susan Nordstrom, 2186 Lambert Avenue, to allow the issuance of
a residential kennel license.
Administrator Zylla read the legal notice and attested to its publication in
the New Brighton Bulletin on May 2nd and May 9th. He reported that 71 persons
were notified. Mrs. Nordstrom reported that she wished to raise miniature
schnauzers. She said the puppies will be sold, her yard is fenced, and that
she shows her dogs professionally.
Mr. Glen Dawson, 2201 Lambert, stated that her raising dogs means females in
heat which means extra problems in the neighbrohood. He doesn't object to
schnauzers or to her personnally, however.
Mrs. Nordstrom said that her dogs are in the house most often and that she has
kennel cages in the basement.
MSP (Hodges Baumgartner) To ai,prove the issuance of a special use permit
enabling Mrs. Susan Nordstrom to have a residential kennel, subject to license
approval, at 2186 Lambert.
MSP (Hodges Johnson) To adjourn the special meeting at 8:49 P.M.
Mayor Neisen called the Regular Meeting back to order.
Mayor Neisen read the Police Report for April.

MSP (Neisen Baumgartner) To approve the licenses: General Contractor Garelick
Improvement Painting, Arrow Fence Co., D.J. Kranz Co., Inc., Inter City Builders;
Heating Air Conditioning Hokanson Plumbing, Inc., C. 0, Carlson Air Cond. Co.,
Harris Bros. Plbg. Co.; Masonry M. F. Fleischhacker, Inc.; Sewer and Water
Heights Plumbing, Inc.
MSP (Neisen- Pickar) To approve the hills: General Fund checks #8469 thru #8556.
Payroll Account checks #1087 thru #1089, Payroll checks #1033 thru #1060, and
Trttr.ster. checks #8542 transferring $11,918.85 to the Payroll Account to pay
gross pay of May 15, 1974, From Genera:. $9,491.04, from Water $1,084.00,
from Sewer $1,343.11. Total Disbursements $93,072.42.

MSP (Johnson- Hodges) To approve Resolution No. 628 apportioning the assessments
on Division "!o. 48149.

MSP (Neisen- Baumgartner) To change the date of the next Regular Council Meeting
from May 27th to May 28th because of the legal holiday. 5 Ayes
Administrator Zylla announced that he would be attending a Manager's Seminar
beginning Wednesday to Friday this week.
MSP (Neisen Pickar) To approve the issuance of a check to both Mayor Neisen and
Councilman Johnson totaling $150.00 less any preivous payment for hotel reservations
for expenses connected with the 1974 League of Minnesota Municipalities Conven-
tion. 5 Ayes
MSP (Neisen- Hodges) To receive the report of the Administrator concerning a
possible joint powers agreement with New Brighton and Arden Hills for emergency
preparedness, including a full time coordinator, and to authorize that the report
be sent to the respective communities. 5 Ayes
Councilman Johnson's Report
Motion made and Seconded and later withdrawn to consider an ordinance regarding
parking of commercial vehicles in residential areas on and off the street, and
to set a public hearing for 8:30 P.M. on July 22, 1974. Council to discuss
further.
Councilman Baumeartner's Report
Councilman Baumgartner read the Planning Co m ission 2einut:b of April 24, 1974.
MSP (Neisen- Hodges) To approve the subdivision request of Patricia Othoudt to
divide the East 25 feet of Lot 19 except the East 75 feet of Lot 20, Block 2,
Lambert's Addition into the South 144 feet and except the South 144 feet thereof,
subject to a 30 foot street easement on tte north and five foot utility easement
on either side of the subdivision line. 5 Ayes
MSP (Neisen Pickar) To delay action on the Blanche Abbott subdivision until
May 28, 1974 giving the Abbotts and the attorney time to negotiate for easements
under Project 1973 -4. 5 Ayes
MSP (Neisen- Hodges) To approve the issuance of a special permit to Donald
Stafford to construct a 256 square foot storage shed on his property at 8450
Eastwood Road. 5 Ayes
Councilman Pickar's Report
Councilman Pickar announced that the Spring Lake Beach will be opening on June
8th, registration for swimming classes will be June 11th through 14th, and lessons
will commence on June 17th,
Attorney Meyers' Report
Attorney Meyers stated that he is still talking with the attorneys for the
Minor and Downing property and that the City should be able to enter into
purchase agreement with Minor soon.
MSP (Pickar-Johnson) To adopt Ordinance #2].2 rezoning certain properties within
the City of Mounds View. 5 Ayes
Attorney Meyers stated that he may be recommending the acquisition of another
house within the City in connection with Project 1973 -4. The house is just east
of a home owned by Mr. Frank Gabrysh, 2832 County Road J. If the house is not
acquired the proposed road will go within 11 feet of Mr. Gabrysh's home.
Engineer Bearden's Report

MSP (Neisen- Hodges) To adopt Change Order #1 for Water Improvement Project 1973 -5
deleting two 6 inch water services and adding two 8 inch water services adding
a total of $587.64 to the contract cost. 5 Ayes
Engineer Bearden stated that he is reviewing a request by Smith Trucking for
an extension of the existing storm drainage system to their property at the
Industrial Park and has found that there may not be sufficient capacity to
serve them in the existing pipe.
MS (Hodges Neisen) To authorize the JC's to have beer at their meetings held
