Home My WebLink AboutMinutes - 1974/05/28Absent: Councilman Pickar PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA A Regular Meeting of the Mounds View City Council was called to order by Mayor Neisen at 8:07 P.M. on May 28, 1974, at the Mounds View City Hall, 2401 Highway #10, Mounds View, Minnesota 55112. Present: Mayor Neisen Councilman Hodges Councilman Baumgartner Councilman Johnson Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Bearden MSP (Hodges- Baumgartner) To approve the minutes of May 13, 1974. Residents Requests and Comments from the Floor Mayor Neisen announced that a representative from B E Patrol was present in the audience. He asked Mrs. Connie Mossey if there was anything that the City could do in her estimation to help control the dog problem in the City. Mrs. Mossey said that increasing the patrol hours and changing the o= u =nance to allow dogs to be picked up on private property would help. Mrs. Mossey said that in March there were 19 dogs picked up and 3 claimed. When unlicensed dogs are picked up, the owner is given 72 hours to obtain a current license. Mrs. Mossey said that a leash law would also help control dogs at large. Councilman Baumgartner read the provisions of the contract between B E Patrol and the City. In the discussion that followed it was noted that B E does use marked vehicles and that they perform other services besides dog pick up. Through April, 1974 they issued 43 warnings, 19 summons, and handled 11=_bite cases. Mayor Neisen noted that the City is paying B E Patrol $400.00 a month for two hours per day patrol time. B E patrols all City streets and only picks up dogs off of private property. Mrs. Mossey suggested the institution of a paid clinic to provide rabies shots at reduced rates and pet care instruction. MSP (Neisen- Johnson) To set a public hearing for July 8th at 8:30 P.M. to consider amendments to the dog ordinance giving consideration to the institution of a leash law, allowing pickup on private property, a pet clinic, and amendments to the license requirements. 4 Ayes Mr. and Mrs. Nylandcr, 5266 Red Oak Drive appeared with Mr. Buckman and Mr. Leners, two neighbors, to try to find a solution to their drainage problem to the rear of their property. Keith Harstad admits responsibility for the problem and to date has lowered the catch basin behind 5242 Red Oak Drive, but has been unable to grade the property because of the leck of consent by the neighbors south of Nylanders to allow Harstad onto the property. Mr. Leners and Mr. Buckman will allow the work if it is commenced this Fall. Discussion centered on whether Mr. Harstad should be forced 4 Ayes -2- to make a temporary solution now and a permanent solution this Fall. The discussion was tabled with the Mayor directing the Administrator to contact Mr. Harstad to find out whether he will make a temporary solution. Mayor Neisen's Report MSP (Neisen- Johnson) To accept with regret the resignation of Dennis Zylla as Clerk- Administrator from the City effective July 1, 1974; that he be asked to serve as much as possible during the interim of July 1 and the hiring of a new Administrator, and to authorize the advertisement for his replacement. 4 Ayes Administrator Zylia's Report MSP (Hodges- Johnson) To approve the licenses: General Contractor Gilbert Construction Co., G K Builders, Metropolitan Fence; Asphalt Fairfax Asphalt, Inc.; Cabaret License Donatelle's Supper Club, Launching Pad Supper Club, Mermaid Cocktail Lounge; Dance Bel -Rae Ballroom; Heating A.C. On Sale Donatelle, Inc., Anchor Inn Restaurant, Mermaid Cocktail Lounge, Inc., Launching Pad Supper Club. 4 Ayes MSP (Hodges- Baumgartner) To approve the bills: General Fund checks No. 8557 through #8610, Payroll Account checks #1090 through #1091, Payroll checks #1061 through #1093, and transfer check #8611 transferring $12,283.64 to the Payroll Account to pay gross pay of 5/30/74. From General $9,849.20, from Water $1,175.44, from Sewer $1,259.00. Total disbursements $26,997.21. 4 Ayes MSP (Neisen- Hodges) Based on the conversation between Mr. Douglas Wallace, 2317 Sherwood Road and the Administrator, to deny the drainage improvement in the area between Sherwood Road and Laport Drive west of Jackson Drive, (original hearing held on October 9, 1973, and tabled by the Council pending examination of the drainage area this Spring), and notifying those who have received copies of the legal notice of hearing that the project will no be ordered. 4 Ayes MSP (Neisen Baumgartner) Receiving the recommendation of the police chief that the parking signs on Groberg Street between Jackson Drive and Adams Street not be changed to permit 24 -hour parking, sending a copy of the chief's recommendation to Mr. Robert Case whc appeared at the last Council meeting. 4 Ayes MSP (Neisen Hodges) To approve the subdivision request of Blanche Abbott, 8270 Spring Lake Road to subdivide Lot 9, Auditor's Subdivision #89 except the north 100 feet of the east 200 feet int.( tlrec lots as petitioned. 4 Ayes Administrator Zylla arnounced that Senator John Tilton will be meeting with any interested citizens on Monday, June 10th at the City Hall from 7:15 to 8:00 P.M. -3- Councilman Hodges'Report Councilman Hodges thanked the Administrator for his work over the years and wished him the best of luck in his new community. Councilman Johnson's Report Councilman Johnson announced that there will be a meeting of the North Suburban Sewer Advisory Board this coming Thursday. MSP (Johnson- Baumgartner) To send a letter to the Launching Pad informing them of the unsightliness of their Forking lot property, that paper continues blowing into private residential prcperty in the area, and informing them that these matters will be considered when their cn sale intoxicating liquor license comes up for review next r,onth. On questioning from Councilman Johnsen, Attorney reyers stated that the cast iron pipe lawsuit has not been disposed of and as of this date no additional mor;zs have come into the City. Councilman Johnson also thanked the Administrator for his service and stated that he has enjoyed the relationship between each of them since he has beencouncid.man. Councilman Baumgartner's Report Councilman Baumgartner noted that the first City Park and Recreation brochure has been published and mailed. He commended Mr. Bryant, the director, for his work together with the Public Works Department that has spent several hours improving the parks these past few weeks. Councilman Baumgartner echoed the comments of Councilman :lodges and Johnson regarding the resignation of the Administrator. Attorney Meyers'Report MSP (Johnson- Baumgartner) To adopt Ordinance 4 4'213 creating a Recreation Activity Fund. Attorney Meyers presnn?_.2 an Ordinance amending the Sign and Billboard Ordinance and amending Chapter #63, the Fire Code. Both ordinances were tabled until the Council has time to adequately review them. MSP (Neisen- Hodges) To waive the building permit fee, to move a garage for Mr. Harvey Melby, 8371 Eastwood Road because the garage is being moved as a result of the contruction of Project 1973 -4. Engineer Bearden's Report MSP (Neisen- Hodges) To accept the preliminary report and cost estimate for Project 1974 -1 and to send a copy of the report to Smith Transfer and the 4 Ayes 3 Ayes1 Neisen Naye 4 Ayes Rice Creek Watershed District. -4- Administrator Zylla announced that the architect would have the construction plans for the City Hall addition on June 21, 1974.
