A Regular Meeting of the Mounds View City Council was called to order by Mayor
Neisen at 8:00 P.M. on June 24, 1974 al: the Mounds View City Hall, 2401 Highway
#10, Mounds View, Minnesota 55112.

MSP Pickar- Hodges) To approve the minutes of June 10, 1974. 4 Ayes
Residents Requests and Comments from the Floor
MSP (Hodges Baumgartner) To allow Louis Gydesen, owner of the Anchor Inn to
amend his previously approved construction plans to eliminate the interior
curbing on his lot and substituting an added landscaping treatment of trees
and shrubs. 4 Ayes
MSP (Hodges Pickar) To approve the on sale intoxicating liquor license for
Albert and Joseph Hartinger for 90 days effective July 1, 1974 subject to them
reappearing on August 12, 1974 with a decision as to whether or not they will
install a fence and curbing along their property line on County Road H2. 4 Ayes
The Council requested the fence to eliminate the eyesore caused by the barrels
and the problem with blowing paper onto single family dwellings north of County
Road H2.
MSP (Neisen Hodges) To receive the preliminary architectual plans (dated 6/21/
74) for the Mounds View City Hall addition and remodeling from Kenneth Walijarvi,
and to order the project, 4 Ayes
MSP (Neisen Baumgartner) To set a bid opening for the City Hall addition and
remodeling for August 5th at 2 o'clock P.M. 4 Ayes
MSP (Neisen- Hodges) To set a special meeting for August 5th at 7:30 P.M. to
consider awarding the bid for the City Hall addition and remodeling. 4 Ayes
Mayor Neisen's Report
MSP (Neisen Pickar) To appoint Councilman Baumgartner to head the parks
department, Councilman Hodges and Johnson to head the office, Councilman Pickar
to head the Public Works department and Mayor Neisen to head the police depart-
ment during the absence of a City Administrator. 4 Ayes

MSP (Neisen- Hodges) To authorize that Dennis Zylla be paid $8.50 per hour
for work performed for the City of Mounds View effective July 1, 1974 until
his replacement has been hired and oriented to the job.
Mayor Neisen read a letter from Senator John Milton thanking the Council for
arranging to meet with him.
MSP (Neisen Baumgartner) Rescinding the Council action taken in Resolution
#606 regarding the Metro Rate Authority, due to State -Wide regulation of
utilities.
Mayor Neisen read a letter from Mr. Buckman and Levers, 5255 and 5261
Sunnyside Road requesting $100.00 each in damages for grading of the drainage
way between Sunnyside and Red Oak Drives. He added that the releases taken
by a resident in the area have not yet been returned, and the Council will
expect Mr. Harstad to repair the area as specified in the June 4th letter
that he had signed.

MSP (Neisen Baumgartner) To approve the bills: General Fund checks #8664 through
#8740, Payroll checks #1122 through #1168, Bond check #114, Payroll Account checks
#1096 through #1098, and Transfer check #8741 transferring $15,121.44 to the
Payroll Account to pay the gross pay of June 28, 1974, From General $12,633.82,
from Water $1,196.50, from Sewer $1,291.12. Total disbursements
$104,501.44.

MSP (Neisen- Hodges) To appoint Dorothy Sandgren acting Clerk- Treasurer effective
July 1 and setting a $50,000 faithful performance of duty on her during the
period that she is acting Clerk- Treasurer. 4 Ayes
MSP (Neisen Pickar) To authorize Howard N Donald Hodges, Jerry Johnson,
and Dorothy Sandgren as check signers (any 3 of) for the City bank accounts,
and removing Dennis Zylla as a signer.

MSP (Neisen- Baumgartner) To authorize the #320 Metropolitan Area Management
negotiating committee to bargain with Local #320 for 1975 contract language
and top patrolman rate.
MSP (Neisen Baumgartner) To reject the application of the International
Meditation Society to use the hall on Mondays or Tuesdays as requested. 4 Ayes
MSP (Neisen- Hodges) That special assessments from subdivisions of corner lots
be deposited in the Revolving Fund since the bond funds are adequate to meet
debt obligations based on the 1973 Ehlers Report; and to deposit a check for
$1,733.16 from R. Sylite into the fund. 4 Ayes
MSP (Neisen Baumgartner) To hire Ron Hanson as a volleyball attendent at
$2.00 per hour, Larry Wright as a part -time summer park maintenance man at
$2.50 per hour, and Allen Applegate, Pam Patterson, and Mary Graham, as
playground leaders under the Summer Youth Employment Program at $2.00 per
hour.
Councilman Hodges' Report

Councilman Hodges announced a housing seminar in Brooklyn Center on June 25th,
and that he was appointee to the Metro Council Metropolitan Significance
Committee.
Councilman Hodges said he has received several good comments on the last City
newsletter.
Councilman Baumgartner's Report
Councilman Baumgartner announced that the next Planning Commission meeting
will be Wednesday and the Park and Recreation Commission. meeting Thursday.
Councilman Baumgartner explained that the park program is not self supporting
as far as playgrounds and tiny tots go. Other recreation activities based
on fees and charges are self supporting.

MSP (Baumgartner- Pickar) To give the authority to Doug Bryant to pursue a
more effective management and financial arrangement for the operation and
maintenance of Lakeside Park, with no deterioration of facilities and service
for the residents of Spring Lake Park and Mounds View. 4 Ayes
Attorney Meyers' Report
MSP (Neisen Baumgartner) To adopt Ordinance No. 217 amending the zoning
map. 4 Ayes
MSP (Neisen Baumgartner) To adopt Ordinance No. 218 setting biennial even
year elections for the mayor and council. 4 Ayes
MSP (Hodges Pickar) To adopt Ordinance No. 219 amending Chapter 63, the Fire
Code, making certain language modifications to the Code. 4 Ayes
MSP (Hodges Pickar) To adopt Ordinance No. 220, the Public Health Housing
Code. 4 Ayes

MSP (Neisen- Baumgartner) To authorize the Administrator to advertise fora
full time building inspector to replace Walter Skiba who will be retiring in
January, 1975.
The Administrator made a brief farewell speech thanking the Council for the
fine relationship and employment opportunity over the past years, commending
the department heads and employees for their ability and hard work, and
declaring that he felt the City attorney and engineer were both competent
in their profession and enjoyed working with them.
