PROCEEDINGS OF THE CITY COUNCIL
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
A Special Meeting of the Mounds View City Council was called to order by
Mayor Neisen,at 7:33 P.M. on August 5, 1974 at the Mounds View City Hall,
2401 Highway #10, Mounds View, Minnesota 55112.

Kenneth Walijarvi, Architect was present at the meeting and pointed out the
low bidders for the proposed Mounds View Municipal Building Addition and
Alteration.
MSP (Neisen- Johnson) To receive the bids for the proposed Mounds View

L bidder for general construction on just the upper level is Earl Weikle
Sons, Inc. at $163,898.00, however if upper level and lower level is both
constructed low bidder is B -E Enterprises, Inc. at, $217,415.00. Low Bidder
for'mecanical work is C. 0. Carlson Air Cond. Co. and low bidder for electrical
work if just upper level is constructed is Maurie St. Martin Electric at
$25,950.00; if upper level and lower level is constructed low bidder for
electrical is Lee Electric Co. at $35,095.00.
After some discussion with the ar.:hitect of how high the bids came in compared
with his latest estimate of June 8•, 1974 which was $197,009.00 without the
lower level and $263,789.00 with the lower level, it was decided to delay
awarding of the bids until further study can be made.
MSP Neisen- Hodges) To table any decision on the awarding of the bids until
8:30 P.M. at the regular Council meeting of August 26, 1974.
The Council requested Mr. Walijarvi to ask th_ two low bidders what the
difference in price would be if the lock up and the nine doors entering the
Council chambers were eliminated and to have the information back to the
Council by August 19th.
Mayor Neisen then brought to the attention of the Council that he and Councilman
Hodges had attended ameeting with the Highway Department on the proposed
installation of semaphores at the intersections of Highway #10 and County Road
H2 and Highway #10 and County Road I. Mayor Neisen stated that the Highway
Department felt there could be some problems with Mounds View streets that
now exit closely to where the semaphores will be installed. Namely, St. Stephens
Street, Greenfield Avenue, and Eastwood Road. It was decided that a hearing
should be held to inform the residents residing on these streets of the problems
that may be encountered with the installation of the semaphores.
MSP (leisen- Hodges) To approve a pay raise of $75.00 per month to Dorothy
Sandgren during the time that she retains the appointed position of Acting
Clerk Treasurer.
Mayor Neisen noted that at 3:55 P.M. August 5, 1974 he had received a summons
for the City of Mounds at his place of work in regards to Red Oak Estates
#3.

MSP Neisen- Pickar) To hold a hearing at 8:40 P.M., August 26, 1974 to consider
the problems that may be involved with the installation of semaphores at the
intersections of Highway #10 and County Road H2 and Highway #10 and County Road
I, and directing the office to publish notice of the hearing in the legal
newspaper and to send letters to all residents residing in those areas. 5 Ayes
