CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
A Special Hearing on the budget was called to order by Mayor Neisen at
7:45 P.N., on October 7, 1974'' the Mounds View City Hall, 2401 Highway #10,
Mounds View, Minnesota 55112.

Councilman Johnson
Councilman Pickar

Clerk- Administrator Achen
Mayor Neisen asked Administrator Achen to briefly summarize the 1975 Budget.
Administrator Achen noted the financial situation caused by the Levy Limitation Laws
and the substantial expense of satisfying State tax statutes in regard to the .Shade
Tree Disease
Mayor Neisen then noted other significant areas of budget expense including
increased cost due to the new county court system, additional cleaning
expense for the new city hall, change in budget procedure for civil defense,
the addition of a maintenance man in the Recreation Budget. He noted that the
overall General Fund Budget increased 13.8% while the assessed value of property
in the community increased only about 6
Councilman Johnson asked whether the Council had intended to leave the four
wheel drive snowplow in the budget.
Councilman Pickar stated that the maintenance superintendent had spoken to WTI
about the difficulty of doing all of the plowing with only the front -end loader.
Mayor Neisen stated that even if the plow was left in the budget, the Council would
require additional information to substantiate the need for this acquisition.
Barbara Haake, 3024 County Road I, complimented the Council on its work to
present a budget without imposing a tremendous tax increase cn citizens.
MSP (Neisen Baumgartner) that the proposed budget for 1975 be approved as read
with the stipulation that consideration be given to the purchase of the four
wheel drive plow at a later time.

MSP (Hodges Pickar) to adopt Resolution 641certifying the General Fund Levy
at $241,900.00 for 1975.

MSP (Hodges Pickar) to adopt Resolution 1 642 certifying the Debt Levy for 1975.
MSP (Baumgartner Hodges) to adopt Resolution 643 establis hing a separate
Building Fund for the construction of the new city hall addition.
Mayor Neisen stated that the addition was to be built with monies
on hand and that it would not require a tax increase.
Councilman Johnson asked if this Fund would be a separate self balancing
accounts.
MSP (Baumgartner- Hodges) to adjourn at 8 :30 P.M.

Clerk- Administrator Achen answered "Yes it would and that a separate checking
account would not be used. The monies would be segregated in terms of accounting
procedures.
MSP (Neisen- Pickar) to reschedule the regular Council meeting set at the last
meeting back to Monday, October 28, at 8:00 P.M., because it has been learned
that that day is not a holiday and that a special meeting be set for Wednesday,
November 6, ?974 at 6:30 P.M. to canvas the votes.
MSF (Neisen Baumgartner) to authorize the signing of Payroll Checks No. 1392 to
No. 1421, and Transfer Check No. 9136 so that city employees can receive paychecks
on the 15th.
Clerk Achen stated that these checks would be on the next regular agenda for
approval.
