Mayor Neisen's Report Mayor Neisen read the police report and dog report and a letter from Glen VanWormer of the state department regarding the signal and median at County Road I and Highway #10. MSP (Neisen- Hodges) To adopt :resolution #651 requesting that Ramsey County install a median on County Road I in accordance with the agreement reached at the public hearings on the subject. MSP (Neisen Pickar) To adopt Resolution #652 establishing a 1975 salary schedule: Police Chief Police Captain Police Sergeant Public Works Superintendent Building Inspector Recreation Director Utility Clerk Administrative secretary (police) Clerk typist *Pending settlement of Local 320 ne police sergeant and police captain $75.00 and $1.10.00 per mon':.h above These salaries will be retroactive chief salary will be no less than captain salary. $1,458.00 $1,319.00 $1,280.00 $1,242.00 per month $1,208.00 per month $1,208.00 per month 4.05 per hour 3.70 per hour 3.65 per hour gotiations. Mayor Neisen requested the administrator to notify the architect of our deadline for submission of bills for payment so that this problem will not happen again. MSP (Neisen Baumgartner) To approve the licenses waiving the permit fee for the Jaycee's. General Contractor Good Value Homes, Inc., Builders Supply Enterprises, Inc.; Excavating License Stanway Excavating; Heating and Air Conditioning Better Burner Service, Richmond and Sons Electric; Peddler Solicitors License Mounds View Jaycees (Richard Zieska), December 9 through December 26. MSP (Baumgartner- Hodges) To transfer investments at cost from the project fund to the revolving fund subject to verification that this fund does not automatically revert to the bond redemption account. MSP (Hodges Pickar) To approve change order No. 1 on the city hall addition and stating that the city by so approving in no way admits financial liability for this cnange and that the council reserves the right to offset any additional cost against the architect's fee. MSP (Baumgartner Hodges) To approve the winter ice rink attendants and their rate of pay, $2.25 per hour. Mayor Neisen stated that such a letter was a good idea and that Mr. Hanggi should be given adequate opportunity to pursue further certification up to Class "B Attorney Meyers noted that the subdivision of Donald Sohm's lot on 8206 Groveland presents some problems for development. He suggested that it be referred to the Planning Commission for further consideration. 5 Ayes 5 Ayes 5 Ayes 5 Ayes 5 Ayes Page 3 December 9, 1974 Donald Sohm, 8206 Groveland, stated that he wishes to sell the east lot for development and that to do so he wishes to use an easement north for his east lot to Ardan Avenue rather than an easement enst through the new lot to Groveland. He stated that he is willing to maintain the easement right of -way himself. Attorney Meyers stated that it is possible to make a legal agreement in which the owner states this promise, but that it is difficult to assure that future owners will be aware of and subscribe to such an agreement. Mr, Mike White, 5237 Sunnyside Road, stated that he was the prospective buyer of the new east lot and that his purchase of it is contingent upon release of the 15 foot easement on the south side of that lot. The council discussed the problem further noting that the minutes approving the sub- division 'id not fully implement the Planning Commission's recommendation, specifically the 30 foot street easement on the west side of the west lot and the fi a foot utility easement on the common border of both lots. Mayor Neisen stated that the city should be sure to require either the 30 foot easement or, if the council chooses not to allow access to Ardan, a 15 foot easement on the south side of the new east lot. Barbara Haake, 3024 County Road I, recommended that the council require the latter. MSP (Johnson- Baumgartner) To order the clerk not to sign the deed, to rescind council approval of the subdivision and to return the subdivision request to the Planning Commission for their recommendation. Roll Call 5 Ayes Mayor Neisen told the owner that this matter will be considered by the Plan- ning Commission at its regular December 18th meeting and that the council will have the Planning Commission recommendation by the December 23rd regular meeting. He noted that there is also a problem of assessments on the sub- division. Councilman Hodges' Report Councilman Hodges reported on a civil defense meeting conducted by Ramsey County regarding common orgainization of municipal civil defense units with the County. Councilman Johnson's Report Councilman Johnson stated that he plans to attend the Ramsey County League dinner on January 11. Mayor Neisen stated that he felt it is important that at least one Mounds View councilman attend the Ramsey County League meetings and suggested that a new representative be selected. Councilman Johnson asked the administrator to be sure the construction of the new used car lot on 8154 Highway 1110 meets the approval of the building inspector. Page 4 December 9, 1974 Councilman Baumgartner's Report Councilman Baumgartner announced that a special meeting of the Park Comm- ission is planned for January 9. MSP (Baumgartner Pickar) To set Monday, December 23rd at 4:30 p.m. as the application deadline for appointment to a council seat. 4 Ayes Neisen abstained Barbara Haake, at the request of Councilman Baumgartner gave a brief report of the Planning Commission's review of the proposed comprehensive plan. She noted that the commission is meeting weekly and has completed reviewing the draft plan and is now reviewing the draft of the revised zoning ordinance. She does not expect the commission to complete its review until late January. Councilman Baumgartner commented on the park and recreation department's hockey rink policy and noted that these have been approved by the Lake Region Hockey Association and that copies of the policy are being sent to all coaches. Mayor Neisen stated that he will not make any recommendations for appoint- ments to city commissions, because he feels these should be made by the new council. Councilman Picker's Report Councilman Pickax queried the administrator on the status of acquiring mobile radioes for the maintenance crew and asked the administrator to be sure a decision is not delayed too long. He also asked the administrator to check with the architect regarding the status of bias on the sprinkler system for the city hall addition. Attorney Meyers' Report Attorney Meyers stated that the contract with Whitesell Tree Service is in order and that the only remaining requirement is a performance bond. He suggested that the council consider sale of the Hemsworth and Fulwider properties. Mayor Neisen stated that he felt the sale should be postponed until next spring or early summer in hopes that a better market would be available. However, the sale should be completed prior to the assessment hearing on Project 1973 -4. This will allow income from the sale to be credited to the Project thus reducing the total assessment. Attorney Meyers submitted a report on the open meeting law and summarized it by stating that all city commissions, boards, and committees should comply with the law. Engineer Bearden's Report Engineer Bearden reported that he examined the proposed NSP easement through the Hemsworth property and recommends the easement be granted 192 feet south of the north line of the property. This will allow the property to be sub- divided into six lots for sale. Page 5 December 9, 1974 MSP (Neisen- Hodges) To grant a ten foot easement subject to the request of NSP as recommended by the engineer. Engineer Bearden reported that he had received a notice from the U.S. Envir- onmental Protection Agency with regard to a permit for operation of water treatment plant No. 1 and setting effluent standards. He stated that the city's other two water treatment plants satisfactorily meet the effluent standards but that effluent from plant No. 1 must either be discharged directly to a sanitary sewer or put in a holding tank. MSP (Nelsen- Johnson) To direct the city engineer to examine the options available for compliance with the EPA standards and to prepare cost estimates of these options.
