PROCEEDINGS OF THE CITY COUNCIL
CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
A special meeting of the Mounds View City Council was called to order by
Mayor Johnson at 7:09 p.m. at the Spring Lake Park City Hall, 8429 Center
Drive, Spring Lake Park, Minnesota 55432, February 13, 1975.
MSP (Shelquist Pickar) To adopt Ordinance No. 225.
Also Present: Clerk- Administrator Achen
Mayor Johnson announced that the special meeting was for the purpose of a
joint public hearing with the City of Spring Lake lark regarding revision
of Chapter 50 of the Mounds View Municipal Code, Lakeside Park Commission.
Mayor Johnson stated that before the proposed hearing be opened he wished
to read'' proposed legislation abolishing all municipal police departments
and creating one county -wide police department.
MSP (Baumgartner Pickar) To adopt Resolution No. 661. 4 Ayes
Councilman Shelquist noted that the Metropolitai: Significance Advisory
Council has recommended the Metropolitan Council be given authority to
approve municipal comprehensive plans, not just r'view them. He stated
that the Mounds View Planning Commission is very conce- ,ed about this issue
and urges the Council to do what it can to object to this. Mayor Johnson
directed the Administrator to confer with the Planning Commission Chairman
regarding this issue and recommend an appropriate response by the City to
the Metropolitan Significance Advisory Council.
Mayor Ballstadt of the City of Spring Lake Park called a special meeting
of the City of Spring Lake Park to order for the purpose of conducting the
joint public hearing. Mayor Johnson declared the public hearing open to
the public at 7:23 p.m. Councilman Pickar asked Mr. Matti, Chairman of
the Lakeside Park Commission, to explain the proposed terms of the new
members of the Commission. Mr. Matti responded that the three citizen
members appointed by each city who are not city council members will
serve three year terms as indicated in Chapter 50. The city council
members of the Commission will serve one year terms.
Mayor Johnson asked for any residents' comments; there were none.
Mayor Johnson declared the public hearing closed at 7:30 p.m.
Mayor Johnson asked Administrator Achen to read proposed Ordinance No. 225
amending Subdivision 30, Chapter 50 by adding one new Commission member from
each city.

Mayor Johnson stated that this ordinance will take effect once it is legally
published.
Mayor Johnson asked Councilman Pickar for his recommendation for the City
of Moun& View's appointee to the Commission.
MSP Pickar- Baumgartner) To appoint Judy Rowley to serve as a member of
the Lakeside Park Commission for a term to expire December 31, 1976. 4 Ayes
MSP (Baumgartner Shelquist) To adjourn at 7:38 p.m. 4 Ayes
