HomeMy WebLinkAboutMinutes - 1975/03/10Absent: Councilman Shelquist A regular meeting of the Mounds View City Council was called to order by Mayor Johnson at 8 :04 p.m., March 10, 1975, at Pinewood Elementary School, 5500 Quincy Street, Mounds View, Minnesota 55112 Present: Mayor Johnson Councilman Hodges Councilman Baumgartner Councilman Pickar PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESn A Also Present: Clerk- Administrator Achen Attorney Meyers Engineer Bearden Mayor Johnson announced Councilman Shelquist is attending a public hearing on the proposed metropolitan significance regulations of the Metropolitan Council. MSP Pickar- Hodges) to approve the minutes of the regular meeting of February 24, 1975, as presented. 4 Ayes MSP (Baumgartner Pickar) to approve the minutes of the special meeting of March 3, 1975, as presented. 4 Ayes Mr. Dick Nelson, City of Blaine planning administrator, and Mr. James Schrantz, City engineer, presented a proposal to clean Judicial Ditch No. 1. A pre application has been filed with HUD by Blaine for work on this ditch in the communities of Lexington, Mounds View and Blaine. Mr. Schrantz presented an aerial map depicting in yellow the ditch as it travels from Blaine through Lexington and into Mounds View north of Highway 10 and red lines indicating the location of the ditch south of Highway 10 in Mounds View. The red area was not included in the proposal because it was assumed this part of the ditch was in good repair. However, Engineer Bearden felt this area should be investigated and included in the proposal. The Blaine planner and engineer indicated this area could be added with no difficulty. They also stated that this stuffy was based on 100 year storms with the area fully developed. Engineer Bearden and the Council were concerned about the funding of this ditch project and asked if it would be necessary for Mounds View to make a separate application in order to be eligible for funding. Administrator Achen said HUD is interested in joint projects. Lexington and Mounds View could state that they support Blaine's application or a joint application between the communities could be submitted. Mr. Nelson said Blaine would be the sponsor as it is planned now. Rice Creek Watershed District encouraged them to apply for the funding. He said if the grant was provided for all three communities eventually the control of the whole thing probably would be in the hands of the Rice Creek Watershed District. Mr. Nelson added that the maximum proiect cost would be under 5500,000. Page 2 March 10, 1975 Mayor Johnson expressed concern that if Blaine were to receive financing to clean their ditches and we did not, we would be forced to clean our ditches due to the increase in water flowing through the ditches into our system. Mayor Johnson asked Blaine if they would include the red portion of the map in the proposal. Mr. Schrantz said they could add at least the trunk area without any problem. Mayor Johnson asked Engineer Bearden and Administrator Achen to be cooperative in this endeavor with Blaine and to keep abreast of the project. Councilman Baumgartner asked if the west leg of the red area, which drains Greenfield Park could be included in the project. Mr. Nelson said they would investigate this possibility. MSP (Johnson- Hodges) to refer comments to the staff and engineer for their evaluation and ask that they report back to the Council with their findings. Councilman Baumgartner asked the planner if they have a timetable. Mr. Nelson replied that final application has to be filed in April. Mayor Johnson's Report Mayor Johnson read the Police Report for February 1975. Mayor Johnson reported that he is attending the Ramsey County League meeting on Wednesday, March 12, 1975, to discuss allowing school districts and Ramsey County to become members of the League. MSP (Johnson Hodges) favoring proposal allowing the school district and county to becom., a member of the Ramsey County League. 4 Ayes Mayor Johnson read a letter from Senator John Milton stating that he will oppose the Ramsey County Board proposal to remove court revenue from the suburbs rather than sharing it as is presently done. Mayor Johnson read a letter from Wendell Anderson regarding spring thaw and threat of flood. Governor Anderson is calling a conference on Natural Disasiers to be held at the Hopkins House on Wednesday, March 12. Councilman Hodges reported that he would be in attendance. Mayor Johnson read Resolution No. 665, adopted March 3rd, opposing portions of the Metropolitan Council's draft regulations for metropolitan significance issues. Mayor .Johnson presented a letter from the mayor of Coon Rapids announcing his appointment to the Mayors' Committee on the Bicentennial and as the liaison to the State Government on Bicentennial activities within Minnesota. He inviter.; a Mounds View representative to a meeting in the Coon Rapids City Hall Thursday, March 27. Mayor .Johnson reported that no citizens have requested to participate in a Mounds View Bicentennial Committee. Page 3 March 10, 1975 Administrator Achen's Report MSP (Johnson Baumgartner) to approve the following bills: General account checks No. 10041 through 10103, Payroll account checks No. 1152 through 1154, payroll checks No. 1762 through 1800, and transfer check No. 10104 transferring $11,104.65 from General Fund, $1,041.50 from Water Fund, $1,427.83 from Sewer Fund to pay gross pay of March 15, 1975. Total disbursements $56,763.30. 4 Ayes Mayor Johnson asked the Attorney whether the condemnation commissioners' $4,100 fees were justified. Attorney Meyers replied that they were appointed by the courts and that there is no real way to challenge the claims. Administrator Achen presented proposed change orders for the city hall addition which include (a) two -way mirror in the police interrogation room, (b) replace- ment of the ceramic tile in the restrooms with a vinyl tile, (c) adding hard- wood veneer to the dais in the council chambers, (d) carpeting the stairway and basement alcove, (e) painting interior glass panels in four offices. MSP (Johnson- Baumgartner) to approve the two -way mirror request and decline the four other proposed change orders. 4 Ayes Administrator Achen requested Council approval to add another general admini- strative phone line. He stated he has received many complaints of blocked calls. The phone company did a block call study substantiating these complaints. He added that Civil Defense funding of this new line has been requested. MSP (Hodges- Baumgartner) to install another line as proposed by the administrator. 4 Ayes Administrator Achen presented Resolution No. 666 authorizing execution of joint powers agreement with the City of New Brighton to provide sanitary sewer service to certain parcels of land lying south of County Road H. MSP (Johnson- Hodges) to adopt Resolution No. 666 as presented. 4 Ayes MSP (Baumgartner- Hodges) to adopt Resolution No. 667 authorizing execution of joint powers agreement with Independent School District No. 621 for joint usage of six ball diamonds. 4 Ayes Administrator Achen presented a resolution for reapportionment of assessments on Division No. 48961 Silver Lake Road parksite. He has not received a recommendation from the financial consultant yet and taxes appear to be unpaid for 1974 on this property. Council directed the administrator to check on this for the next meeting. Administrator Achen reported that the State Highway Department anticipates that ost onement of a decision by the Council in approving the Highway 10 P F Y PP k b...�, traffic signals will delay construction of the signals. Administrator Achen plans to pursue further the matter of distribution of costs between city and county. The City's next step is to present its argument to the County Board's Environmental and Engineering Committee. Councilman Pickar felt with the opening of the Mounds View shopping center this summer we cannot afford a delay. He felt a real effort should be made in the next two weeks to contact the County Board so that a decision can be made at the next meeting. Page 4 March 10, 1975 Engineer Bearden stated there is no written County policy and it should be possible to negotiate a different cost distribution agreement. Representative Neisen reported that Friday, March 14, 1975, at 2:00 p.m., the Ramsey County House delegation meeting will be held. Administrator Achen presented a report of police calls to liquor establish- ments for Council information. Administrator Achen presented Ordinance No. 226, amending Chapter 70 entitled Municipal Water System. He explained the ordinance allows the City to handle meter deposits as it has in the past by identifying them as prepayments. Action on this ordinance was tabled until the next meeting to allow the Attorney time for review. Administrator Achen reported that recently part -time employees have been determined eligible for unemployment compensation. Also an employee, who was dismissed by the City is eligible. Administrator Achen stated the police department has begun a new procedure to enforce the junked car ordinance. The department surveyed the City and found 240 potential violations. Letters were sent informing these residents that they may be in violation of the ordinance and requesting their cooperation. Administrator Achen reported that the park director plans to start Swen Thelin full time next Monday. He will work full time until early August. Mayor Johnson read the Planning Commission minutes of February 26, 1975. Mr. Carlson's subdivision request was approved by the Planning Commission, however, Mr. Carlson was unaware of all the procedures necessary for a major subdivision. Council directed the staff to develop a system so that this does not reoccur. Administrator Achen is to advise Mr. Carlson of procedures to be followed. MSP (Johnson Pickar) to table the subdivision request of Richard Carlson and refer it back to the staff for clarification of procedures required by the subdivision ordinance. Mr. H. Rasmussen's subdivision, approved by the Planning Commission. appears to be a major subdivision instead of a minor subdivision. This item was referred back to the staff and the Planning Commission. Mr. iasmussen asked for a definite time when home building could begin in the area of Project 1973 -4. Attorney Meyers stated the engineer should handle this problem, because hz is overseeing the construction. Administrator Achen stated that Mr. Charles Hall, owner of the Mermaid Lounge is interested in installing a bowing alley and asked that the Council be so informed. Page 5 March 10, 1975 Councilman Bau:.gartner's Report Councilman Baumgartner reported the next Park and Recreation Commission meeting is scheduled for March 27, 1975 at the City hall, not Pinewood School. Councilman Pickar's Report Councilman Pickar reported that the Lakeside Park Commission will meet on March 13. The Human Rights Commission meets March 26 at the Mounds View city hall. He asked that these groups be included in the Public meetings attached to the agenda. Attorney Meyers' Report Attorney Meyers explained the Planning Commission's role as a Board of Appeals in dealing with variances. Attorney Meyers commented on the subject of city registration of snow- mobiles. Minnesota statues states no political subdivision shall require licensing or registration of snowmobiles nor can they require drivers licenses for snowmobile operators. Attorney Meyers reported on the condemnation of Parcel 84 owned by Otas Newton. MSP (Johnson Baumgartner) to adopt Resolution No. 668 allowing Otas Newton to have a non conforming use of his property. Engineer Bearden's Report Engineer Bearden reported that he has requested an indication from the Planning Commission of what kind of variances and lot splits they will accept so he could get an idea for placement of sewer service lines which will be going in next month. He has not received a reply from the Planning Commission yet. Engineer Bearden said that plans for placement of additional fill from Project 1973 -4 should be made soon. Administrator Achen will refer this matter to the Park Director. Mr. Frank Gaybrysh, 2832 County Road J, asked when lots would be for sale in the Project 1973 -4 area. Engineer Bearden said the contractor will be done by October and may finish in July 1975.
