HomeMy WebLinkAboutMinutes - 1975/03/24PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA A regular meeting of the Mounds View City Council was called to order by Mayor Johnson at 8:00 p.m., March 24, 1975, at Pinewood Elementary School, 5500 Quincy Street, Mounds View, Minnesota 55112 Present: Mayor Johnson Councilman Hodges Councilman Baumgartner Councilman Pickar Councilman Shelquist Also Present: Clerk- Administrator Achen Engineer Bearden MSP (Hodges Pickar) to approve the minutes of March 10, 1975 meeting as presented. 5 Ayes Mayor Johnson reported that the City Council met informally last Saturday morning to discuss with the staff the furniture required for the city hall addition. Mayor Johnson pointed out that this was not a formal meeting, it was not called to order and no action was taken. Administrator Achen's Report MSP (Baumgartner Shelquist) to approve the following bills: General account checks No. 10105 through 10165, Payroll account check No. 1155 through 1158, Payroll checks No. 1801 through 1833, Transfer check No. 10163 transferring $5,776.23 from Special Police Fund to General Fund for fiscal 1974, and Transfer check No. 10164 transferring $10,713.42 from General Fund, $1,040.00 froi.,Water Fund, $1,511.58 from Sewer Fund to pay gross pay of March 30, 1975. Total disbursements $166,300.07. 5 Ayes MSP (Johnson Pickar) to approve the licenses waiving the fee for Cub Scout Pack 400: General Contractor Harold E. Julien, Bldg, Contr., Montgomery Elevator Co., G -P Construction; Peddler and Solicitor LuVerne Peterson, Cub Scout Pack 400 (April 1 to May 31). 5 Ayes Councilman Baumgartner reported a change in the public meetings schedule attached to the agenda. Thursday, March 27, the Park and Recreation Commis- sion will meet at city hall, not Pinewood School. Administrator Achen reported the resignation of James Burggraff from his Planning Commissi"n position. Councilman Shelquist stated that he had talked to Mr. Burggraff. He said he was resigning due to current work load and Wednesday night meetings. He indicated he might reconsider. Councilman Shelquist sugge .,ted waiting until the next meeting before taking action. Admnistrator Achen presented a memcrandum from the park director and public works superintendent recommending a merit increase for Swen Thelin, part time worker in the public works maintenance department. Mr. Thelin will he starting earlier in the season this year, MarcL 15, and ending around the third week in August to rlleviate any problems he may encounter with taxes due to his retirement status. Mayor Johnson commented that Mr. Thelin has been a devoted part -time employee ^ti and a real hard worker. March 24, 1975 MSP (Baumgartner Hodges) to recommend approval of increase in Mr. Thelin's salary from $3.00 to $3.50 per hour. 5 Ayes Administrator Achen presented a bill for inspection services from Walijarvi Architects. Mayor Johnson discussed the bill with Council and decided to wait until the building was further along in case some other items arose. At that time a meeting with the architect would be held to follow up on the final phases of construction. Administrator Achen presented a memo from the public works department regarding two additional mobile radios. These radios would be portable to be used wherever necessary, for instance when men are working in the garage or operating the front end loader. MSP (Johnson Baumgartner) to approve the purchase of two mobile radios for $887.95. 5 Ayes Administrator Achen reported that Local 49 has presented its 1976 demards and a decision to continue participation in area wide negotiations is necessary. MSP (Hodges- Baumgartner) to continue to participate in the Metropolitan Area Management Association area wide negotiations on contract language and wages with Local 49 of the Teamsters International. MSP (Baumgartner Shelquist) to set a public hearing for Richard Carlson's subdivision request for April 14th at 8:30 p.m. 5 Ayes Administrator Achen reported that there is a charge for a public phone if it is installed in city hall. Council discussed the advantages versus the cost of having a public phone. Mayor Johnson asked the administrator to give Council an account of the cost of phone service at present, and what the cost of an additional private phone would be. Mayor Johnson stated that the next Council meeting would be held at city hall. Mayor Johnson reported that he received a note from the League of Minnesota Municipalities regarding Representative Howard Neisen's bill amending the open meeting law. MSP (Hodges Shelquist) to adopt Resolution No. 669 urging the Minnesota State Legislature to consider legislation amending the open meeting law as submitte by the League of Minnesota Municipalities. 5 Ayes D'arcy Bc7e11, 2601 Ridge Lane, expressed concern that without open meetings citizens could not be assured that only the items listed by the League of Minnesota Municipalities would he discussed. She felt that the idea of the open meeting law was to prevent things being handled behind closed doors. Mayor Johnson explained that only those items such as employee reprimands, litigation the city might be involved in and topics not concerning the general public would be discussed. -3- March 24, 1975 Councilman Hodges' Report Councilman Hodges commented on the Gun Safety course being offered by the Mounds View Park and Recreation Department. He said he has received good feedback from the boys in his neighborhood. He felt this was a very good public relations tool for the police department. He also commended Thomas Brown who recently graduated from the police basic training academy. MSP (Hodges- Baumgartner) to adopt Resolution No. 670 commending the police department for their volunteer work with the gun safety program and the fine public relations they are fostering with City youth. Also recognition is given to Douglas Bryant, Director of Parks and Recreation, for sponsorship and organization of the gun safety program. Mayor Johnson reported on a burglary that took place on March 19 in which the police apprehended three adults burglarized electrical supplies at the Mounds View Square. One of the adults was armed with a 45 caliber revolver which had been fired twice at one of the policeman's back. Fortunately, the gun mis -fired and no injuries were incurred. D'arcy Bosell said she has dealt with the police several times and thinks that they are doing a great job. Councilman Baumgartner's Report Councilman Baumgartner reported that the Park and Recreation Commission held its meeting on March 6th at Pinewood School. Councilman Baumgartner stated the chairman of the Park Commission had called on the director to report on the North Suburban Day Activity Center and specifically Trevilla Nursing Home. The director reported that Trevilla Nursing Home was no longer a priority of the Center. The only priority for city funds is the purchase of a passenger van for use on field trips and transporting people to work. The Park and Recreation Commission was billed $629.40 by the North Suburban Day Activity Center. Because this is not a recreational activity and was not budgeted, Councilman Baumgartner felt these funds should be taken out of some other fund. Councilman Baumgartner stated that through investigation they discovered that this is a worthwhile organization and provides activities for approxi- mately 14 individuals in Mounds View. Mayor Johnson directed the administrator to report on the status of the budget and report back to Council at the next meeting concerning this expenditure. Councilman Baumgartner stated that tenative plans have been made to conduct a "NAME THE PARK" contest for naming the new Silver Lake Road and County Road H2 park. Flyers will be handed out to elementary school students and prizes will be awarded for the winning entry. Councilman Baumgartner stated that the next Park and Recreation Commission meeting will be held on Thursday, March 27 at 6:30 p.m., at the city hall. MSP (Baumgartner Hodges) to accept a cash dedication to the park fund in accordance with Ordinance 42.07 for the Bruflodt and Juntuncn subdivisions. 5 Aves -4- March 24, 1975 Councilman Pickar's Repor" Councilman Pickar reporter that the Lakeside Park Commission met Thursday, March 13, with a discussion follow up on the Silver Skates Competition. It was decided to hold the activity again next year. Judy Rowley, member of the Lakeside Park Commission, reported on the Miracle Slide being purchased for Lakeside Park this year. The cost is $1,799.00 plus freight and it will be delivered in the next few weeks. The slide will be placed in the new lighted playground area. Councilman Pickar stated that the next Lakeside Park Commission meeting will be April 10th. Councilman Shelquist's Report Councilman Shelquist reported that the regular session of the Planning Commission is this Wednesday, March 26, at 7:30 p.m., at Pinewood School IMC. Mr. Breault, 5405 Adams Street, appeared before the Council in appeal to his variance request which was denied by the Planning Commission. Mr. Breault is requesting permission to build a large garage. MSP Pickar- Baumgartner) to set a public hearing for 8:30 p.m., Monday, April 28, 1975, to consider this appeal in accordance with the city ordinance. Councilman Baumgartner and Shelquist reported on the meeting of the Ramsey County League which they attended at Shoreview city hall last Wednesday. Discussion centered on assessed valuation in the Twin Cities area. Ramsey County has the lowest assessed valuation in the seven county area. A computer system such as Hennepin County has was proposed. It would eliminate the tax assessor and the judgments of the tax assessor. Assessed value will be based on market prices cf homes in the area. Councilman Baumgartner stated that the proposed snowmobile ordinance did not received enough input from municipalities or snowmobile clubs. A request was made for a subcommittee to be established to study this. Engineer Bearden's Report Engineer Bearden reported receipt of a letter from Brentwood Development Co. on proposed White Oak Estates #4 regarding utility services for this parcel. This is a simple extension of utilities and the area was included in the initial publication of Project 1973 -4. The utilities can be extended under the contract we have now. This will not be done, however, until the property is divided and of record. Engineer Bearden stated that Twin City Testing Laboratories is their recommendation to perform soil tests in the 1973 -4 Project area. Engineer Bearden asked about the Planning Commission checking into allowable lot sizes on the new street for installation of the correct amount of utility services. Councilman Shelquist stated the Planning Commission will report hack to him as soon as possible. Engineer Bearden stated the schedule of compliance for Water Treatment Plant No. 1 is on or before March 31, 1975 for purpose of backwashing into the municipal sewer system. The city should send a letter to the Metro Sewer 5 Ayes -5- March 24, 1975 Board stating their intention to connect to the sewer and the city could take out the necessary permits. Mayor Johnson directed the administrator to prepare this letter. Engineer Bearden reported on the traffic control survey. The State will reimburse the city 100 percent after the survey is made up to $20 per mile. If the survey is conducted by city personnel they will have to attend a training school in order to be eligible for funds or the survey can be made by someone already approved by the State. The city can then replace and update their traffic signs and the State will pay 90 percent of the cost. The city will have to sign an agreement that the signs will be maintained. Councilman Baumgartner noted that this funding is only for city streets. Mayor Johnson instructed the administrator to check into having our personnel do the work and how the cost is determined if we do the survey. Councilman Baumgartner stated that he had received a call from a resident of the apartment building on Groberg Street in regard to the two -hour parking limit on that street complaining that there is not sufficient parking space in the parking lot. His guests were ticketed for parking more than two hours on the street. Councilman Baumgartner asked if there may be a possibility of installing parking signs from 6 p.m. to 1 a m. or some other arrangement to allow more space for parking.
