A special meeting of the Mounds View City Council was called to order
by Mayor Johnson at the Mounds View City Hall, 2401 Highway 10, hounds
View, Minnesota 55112 on June 5, 1975.
Present: Mayor Johnson
Councilman Baumgartner
Councilman Pickar
Councilman Shelquist
Councilman Hodges
Also Present: Clerk- Admini-
strator Achen
Mayor Johnson stated the purpose for this special meeting was to re-
view the comprehensive plan. He was notified today, that State Health
Department declared areas of the park a health hazard and ordered that
it be immediately remedied. Therefore, the Council should take some
action to expodit correction of the health problem. The Attorney has
advised us that a public hearing should be set to meet legal procedures
required to assess costs of City action to ah:;te this problem.
MSP (Johnson Shelquist) to set public hearing for June 9, 1975, at 9:00
p.m. to determine whether a public nuisance exists in the Mounds View
Mobile Home Park as a result of the May 19, 1975 tornado, and whether
there should be revocation of a special permit under which the park oper-
ates, as well as other matters pertaining to tornado damage of the park.
A telegram will be sent to the owner and confirmation is required, A
public notice will he posted at the
utv park.
Administrator Achen stated that Mrs. Larson, manager of the park, had
been notified of this possible action about 5:30 p.m. this evening.
Councilman Shelquist asked what enforcement power the Health Department
has.
Administrator Achen said the agent was uncertain and will inform us
tomorrow.
Councilman Shelquist noted that the City may be sued by insurance
companies.
Mayor Johnson asked Administrator Achen to explain what had been learned
regarding Mr. John Bluhm's 7832 Bona Road water problem.
Administrator Achen indicated that both the City Engineer and an engin-
eer from Rice Creek Watershed District had examined the area. Both stated
that the ditch from Bona Road to Hillview, through Greenfield Park
and into a tile at Quincy is filled in many spots from erosion of the
banks. To solve any drainage problems here the entire length of the
ditch should be cleaned. Cleaning a small portion will not remedy the
drainage problems.
Mayor Johnson asked how the Council would conduct this project and °c_

Administrator Achen answered that he would contact the Rice Creek Water-
shed District Attorney regarding this. He indicated the District had
no resources to do the project.
Mayor Johnson asked Mr. Bluhm to attend the next regular Council meet-
ing at which time additional information should be available. The
City Engineer will be at that meeting. However, he noted that an immed-
iate solution is unlikely.
MSP (Pickar- Shelquist) to adjourn the special meeting. 5 ayes
