HomeMy WebLinkAboutMinutes - 1975/08/26SPECIAL MEETING CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA A special meeting of Mounds View City Council was called to order by Acting Mayor Hodges on Augt: -t 26, 1975, at 5:45 p.m., at Mounds View City Hall, 2401 Highway 10, Mounds View, Minnesota 55112 Present: Acting Mayor Hodges Also Present: Clerk -Adm. Achen Councilman Baumgartner Engineer Bearden Councilman Pickar Acting Mayor Hodges asked Engineer Bearden to explain the cost for Project 1973 -4. Engineer Bearden indicated that the total cost of the Project is $1,401,325 which exceeds the original engineers estimate of $1,178,000 by nineteen percent. Engineer Bearden provided a breakdown of the total cost by catagory of work done: sanitary sewer $389,960 water 192,550 streets 233,990 right of way 175,230 storm sewer 409,595 total $1,401,325 Councilman Shelquist arrived at 6:03 p.m. Engineer Bearden explained that for work done to extend Ardan Avenue and for approximately 18.8% of the storm sewer work an MSA grant of $82,000.00 should be received. Applying this amount to the total Project cost, the net total for assessment purposes will be $1,319,325. Council discussed whether the entire $82,000 of the MSA grant should be applied to the Project cost and it was unanimously felt that it should be. Mayor Johnson arrived at 6:20 p.m. Council discussed the various assessment procedures and came to the conclusion that the entire net cost of the Project after applying the MSA grant should be assessed to the benefitting property owners as has been Council policy in recent years. MSP (Pickar- Hodges) to accept the engineers calculation of the total Project cost of $1,401,325 and to apply $82,000 of MSA construction monies to reduce the Project cost to $1.312,325. 5 Ayes MSP (Hodges Pickar) to assess 1000 of the $1,312,325 Project cost over a period of 15 years and at an interest rate of 8% per annum. 5 Ayes Engineer Bearden presented Change Order No. 2 to the Council for Project 1973 -4 to install a valve in the middle of Pleasant View Drive because it would otherwise be an extremely long stretch of water main without a valve. Cost of the Change Order will be $720.17. -2- August 26, 1975 MSP (Johnson Hodges) to approve Change Order #2 as recommended by the engineer. 5 Ayes MSF (Baumgartner Shelquist) to adjourn at 6:40 p.m. 5 Ayes Respectfully submitted, 7 Mark Achen Clerk Administrator
