HomeMy WebLinkAboutMinutes - 1975/11/24PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA A regular meeting of the Mounds View City Council was called to order by Mayor Johnson on November 24, 1975, at 8:04 p.m., at Mounds View City Hall, 2401 Highway 10, Mounds View, MN 55112. Present: Mayor Johnson Councilman Hodges Councilman Baumgartner Councilman Pickar Councilman Shelquist CITIZENS' COMMENTS AND REQUESTS FROM THE FLOOR Also present: Clerk Admin. Achen Attorney Meyers Engineer Bearden Mr. Gene Schouweiler, 3017 Bronson, inquired as to whether his check for a refund was available and also if his request for a lot split was on the agenda. Mayor Johnson stated that, yes, his check was prepared and his lot split request was on the agenda. Frank Gabrysch, 2832 County Rd. J,inquired regarding the Blaine drainage system. Mayor Johnson replied that we have agreed to support it and if it be approved, we shall be included on it. The Mayor asked Mr. Gabrysch if he had done anything about the ticket he had received, as mentioned in last month's minutes;and Mr. Gabrysch said that he has not spoken to the policeman yet as their hours conflict, but that he has gotten much of it cleaned up. Mayor Johnson asked for the approval of the minutes for November 10, 1975. Councilman Baumgartner requested that, on page 9, the words "Park and Recreation" after the words "that the" and before the word "sign" be stricken. MSP (Shelquist- Baumgartner) to approve the minutes of November 10, 1975, Council meeting, as corrected. 5 ayes Mayor Johnson presented the Gene Schouweiler request for a minor subdivision at 8265 Eastwood Road, stating that the Planning Commission had moved to approve the subdivision into two equal lots (101.51 x 236.53) and that this motion had carried and was forwarded to the Council. The Mayor asked for Mr. Shelquist's opinion. Councilman Shelquist stated that he was unable to attend the last Planning Commission meeting but Administrator Achen said that it was a routine minor subdivision with no drainage problems or assessments required. MSP (Baumgartner- Hodges) that the Council approve the minor subdivision request of Gene Schouweiler for the property located at 8265 Eastwood Road into two equal lots (101.51 x 236.53). 5 ayes Mayor Johnson presented the request of David Jahnke for a minor subdivision request at 8408 Eastwood Road, creating two lots: 1) 127 ft. wide on Eastwood by 473 feet deep and 117.5 ft. wide on Sunnyside; 2) 234 ft. x 85 ft. This request had also been approved by the Planning Commission, and the staff had nothing further to add. MSP (Baumgartner- Hodges) that the Council approve the minor subdivision request of David Jahnke located at 8408 Eastwood Road to create two lots: 1) 127 ft, wide on Eastwood by 473 feet deep and 117.5 ft. wide on Sunnyside; 2) 234 ft. x 35 ft. 5 ayes Mayor Johnson stated that another minor subdivision request for Robert Hanson, 8408 Groveland, had been inadvertently left from the agenda and asked that it be heard, creating two lots, each 80 ft. wide x 211.6 ft. long, with 5 foot easements along both rear lot lines. MSP (Johnson- Baumgartner) that the Council approve the minor subdivision request of Robert Hanson, 8408 Groveland, to create two lots, each 80 ft. x 211.6 ft. with 5 foot easements along both rear lot lines. 5 ayes Mayor Johnson further stated that it should be noted in the minutes that the lot split did receive the action of the Planning Commission but wa. erroneously left off their minutes. It has received the action of the Planning Commission. Administrator Achen stated that the City of Mounds View had received a letter from Ramsey County in which they took traffic counts at Hillview and Long Lake Roads which indicated volume not sufficient for a four -way stop. They did indicate, however, that the State will probably recommend reducing the Long Lake Road speed limit_ to 30 mph. Councilman Baumgartner said that he had received several phone calls from people in that area saying that they thought it was a good idea to have the four -way stop as well as to reduce the speed limit. The Park and Recreation Director has also received a number of calls to this effect. Perhaps we could get them to reconsider this under the circumstances where children will be crossing Long Lake Road to get to the park. Councilman Hodges agreed with Councilman Baumgartner that the County should be consulted again. Councilman Shelquist asked if we could get permission to put a four -away stop sign up ourselves and Administrator Achen answered that it was a question of their philosophy of traffic management and they did not feel that it was warranted. If the Council still felt that there was a need, perhaps painted crosswalks could be used MSP (Baumgartner Hodges) that we direct Administrator Achen to write a letter to Ramsey County asking them to reconsider their decision on the four -way stop sign at Hillview Road and Long Lake Road in light of the playground (tot lot) which is directly adjacent to the corner. 5 ayes -3- Administrator Achen read proposed Resolution #696 to the Council, stating that it was an application for subsidy of rent for eligible families. If the families are able to meet certain income guidelines and if the rental units and the applicants are eligible, they may receive a portion of their rent. At present, Mounds View residents are not eligible for this and this resolution would put us on the waiting list of communities desiring to participate in the program. This resolution would also be a step toward meeting the housing assistance goals. MSP (Hodges Baumgartner) to approve Resolution #696. 5 ayes Administrator Achen then mentioned the appointment of Eva Melhouse to fill the vacancy in the Administrator's Secretary position. He stated her excellent credentials. She began work November 12, 1975, subject to 6 months probational requirements, at a salary of $4.04 per hour. MSP (Hodges Shelquist) that we hire Eva Melhouse at the rate of $4.04. 5 ayes Mayor Johnson stated that the Council hired the firm of Banister, Short, Elliott, Hendrickson 6 Associates, Inc. to make a storm seuer study within the city. Before getting into the project it was felt that we should have three regional information meetings throughout the city tentatively scheduled for 7:00 p.m. Monday, January 5, Edgewood cafeteria; Monday, January 19, Pinewood small gym; and Tuesday, January 20, Red Oak gym. It will give the citizens of the area an opportunity to tell us what they feel their problems are. Mayor Johnson stressed that all of the Council should try to make every one of these meetings. MSP (Johnson Pickar) that we hold three information meetings on the above respective dates and places. Councilman Shelquist corrected Red Oak small gym to read only "gym" as Red Oak only has one gym. Attorney Meyers stated that the notice that is published in the paper should be so worded so as to be strongly informational. It will also he emphasized in the news letter soon to be going out. MSP (Johnson Shelquist) that a legal notice be published in the legal newspaper informing the citizens that there is an informational meeting to be held on those dates and locations, and that we get an article in the paper before each meeting as well. Administrator Achen stated that the following funds were to be trans- ferred: (1) From Water (7089) to Improvement Bonds (5943) $18,565.50 and (2) from Sewer (7389) to Improvement Bonds (5943) $18,565.50 for reduction of 1975 debt levy per budget. (3) From Project 1973 -4 (6189) to General (1043) $4,570.12 for two percent administrative overhead on third quarter 1975 expenses. 5 ayes 5 ayes MSP (Hodges Shelquist) that the above Transfer of Funds be approved. 5 a2,-es -4- Councilman Shelquist questioned Check #11492 to Christopher Columbus. Attorney Meyers replied that it was for a transcript of a trial in the Municipal Court of Maplewood that we needed. Christopher Columbus is a court reporter. MSP (Shelquist- Hodges) moved that the bills be approved as presented. 5 ayes ADMINISTRATOR ACHEN'S REPORT Administrator Achen submitted the following license applications for approval: General Contractor renewa. Anoka, MN 55303 Transient Merchant renewal to sell Christmas trees Denny Erickson (1 month) 2167 Terrace Drive Mounds View, MN 55112 Delores Saunders (6 months) renewal to sell paintings Box 206 on velvet Wyoming, MN 55092 It was explained that Mr. Erickson's application was for the sale of Christmas trees in the Mermaid Supper Club lot and Ms. Saunders' was for the sale of painting on velvet and statues. Mayor Johnson stated that he felt that it was unfair to the merchants who are spending money on their stores to have somebody move in and camp and sell the same things (referring to Ms. Saunders). He further stated that the Jaycees plan to sell Christmas wreaths the Saturday after Thanksgiving and the following Saturday, and that they should be properly chastized as they did .lot apply for a license in time. Mayor Johnson submitted an application on their behalf allowing them to sell the Christmas wreaths those two Saturdays. MSP (Baumgartner Hodges) that we waive the fee for the Mounds View Jaycees for their license to sell and that wc approve their license. 4 ayes Abstain Johnson -5- MSP (Johnson Shelquist) that we approve the license requests of all applicants with the exception of Delores Saunders. Administrator Achen stated that Ramsey County Commissioner Robert Orth has requested that he be able to attend the December 15 agenda session to discuss the relationship between the city and the county. If the Council has no objection, we will tell him that he may attend. Mayor Johnson said that last year he had gotten involved in the county legislative package and he tried to emphasize the attitude of trying to work together. They have apparently listened and the Council should take the time to read Commissioner Orth and Commissioner Nargard's proposals. These proposals should be distributed to and read by each Councilman. Administrator Achen further stated that a motion is necessary to adopt the assessment for the Jerry W. and Susan Ackerman subdivision that was approved subject to their acceptance of the assessment of the new parcel. It was accepted in the form of an agreement as of October 10, 1975. In order to certify this to the county we need a Council motion. MSP (Hodges Shelquist) that we certify the Ackerman assessment of $6,826.73 for water, sewer, street and storm sewer improvements for the Ackerman's subdivision (8% for 14 years). Mayor Johnson asked Administrator Achen the status of the negotiations with the police on their settlement for 1976. He replied that he had had a meeting with the shop steward and business agent a week ago last Friday and a tentative agreement was reached for 1976, but the union indicated that they were not interested in considering a third year mainly because they thought that New Brighton had settled low. A negotiation committee met with the Teamsters' office and the Teamsters have approved that settlement in three other communities like New Brighton, in which case Mounds View employees would be willing to go that route also. The New Brighton settlement was $1,230 to $1,328 in 1976 and $1,400 in 1977, with insurance benefits increasing from $50 in 1975 to $60 in 1976 and $65 in 1977. Mayor Johnson also asked the Administrator about the authorized resolution to the Department of Corrections, to which he replied that it was still being worked on as he thought it deserved a lot of attention since it was a very sensitive area. The dog report for October, 1975, was read to the Council and Mayor Johnson stated that with the Council's permission, we should still tell MAPSI to pursue vigorously the enforcement of the dog ordinance. 5 ayes 5 ayes Mayor Johnson also mentioned once again the open house and dedication of the new city hall scheduled for December 7 at 1:30. Hon. Senator Mondale will be the guest speaker at 2:00 p.m. All of the Council should plan to attend. A letter was received from Governor Anderson expressing his regrets that he could not attend. Mayor Johnson also said that he and Administrator Achen attended a League of Ramsey County Local Governments meeting in No. St. Paul and stated that they are looking for direction. As a final item, Mayor Johnson asked for a progress report on Chapter 40. Councilman Shelquist stated that the progress was very good. They have covered about 25 pages and have about 25 pages left. A meeting to finish was scheduled for Tuesday, December 2, at 7:00 p.m., to get all of the problems worked out, and then the Council will get together with the Planning Commission. COUNCILMAN HODGE'S REPORT COUNCILMAN BAUMGARTNER'S REPORT No report. COUNCILMAN PICKAR'S REPORT COUNCILMAN SHELQUIST'S REPORT -6- Councilman Hodges has received one snowmobile complaint: that of racing up and down on Woodcrest. This should be checked out by the police. Also perhaps it would be a good idea to check on the "cars for sale" on weekends in the church parking lot at 1- 'llview and Highway 10. Mayor Johnson mentioned that Mr. Gillespie has 12 or 15 cars at his residence and asked Administrator Achen to talk to the police chief and point out this problem to him. There is no need for any more warnings. Councilman Pickar mentioned the Eagle Award ceremony he had attended earlier this evening and thought that the Council should extend its congratulations to Jerry Tri. He also questioned as to where the funds for the flag pole would be coming from. Mayor Johnson answered that the Jaycees had made $400 or $500 on the Haunted House at Halloween and that was one of the ways it was suggested to them to donate it. The Planning Commission is meeting this Wednesday evening for their second meeting for the month of November. He asked if provisions had been made for a meeting with the storm water engineers. Administrator Achen stated that they had met with them and they have not placed piezometers yet and are trying to establish the sites to put them on. Councilman Shelquist further suggested that the agenda meetings be held in the Council Chamber so that the door can be left unlocked but still maintain control of it, so it would remain a public meeting. He also did not feel that Bill and Ed's Used Car Lot was observing the proper setback from the road. -7- Mayor Johnson said that the inspection department should check into the storage shed in the Leo Bringwatt area as it seems to be getting out of control. ATTORNEY MEYERS' REPORT He mentioned that he wrote to NSP asking them their current version of installation of gas mains and the cost in the area north of Arden Avenue hoping that it can be done without further cost to the customers. He has also written to No. Propane regarding their $18 charges for inspecting the trailers and mobile homes after the storm. They have backed down from $18 to $9, but Attorney Meyers still doesn't feel that this is justified. Further, he had called the district manager to find out why the gas was turned off for one resident because she didn't pay the $18 when it has been lowered. From the floor, Mr. Schouweiler inquired as to whether there are gas mains in the new streets. Attorney Meyers responded that he did not know but they are not going to extend them unless there is some cost recovery. Mr. Schouweiler stated that as a home -owner he would like the Council to push to get the gas lines extended. ENGINEER BEARDEN'S REPORT No report. Mayor Johnson asked foi any further business.
