HomeMy WebLinkAboutMinutes - 1976/01/05PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA A special meeting of the Mounds View City Council was called to order by Mayor Johnson on January 5, 1976, at 6:38 p.m. at Edgewood Junior High School cafeteria, 5100 Edgewood Drive, Mounds View, Minnesota. Present: Mayor Johnson Also present: Administrator Achen Councilman Hodges Councilman Baumgartner Councilman Pickar Councilman Shelquist MSP (Johnson Pickar) to appoint Councilman Hodges acting Mayor for 1976. MSP Shelquist- Hodges) to appoint the New Brighton Bulletin as legal newspaper for 1976. Mayor Johnson asked the Administrator to write a letter to Mr. Eugene Skiba of the Bulletin thanking him for the excellent job of reporting he has done in the past and the tremendous cooperation he has shown the City. Mayor Johnson asked the Administrator whether the service of the 1st State Bank of New Brighton had been satisfactory in 1976. Administrator Achen indicated that the Bank's service has been very satisfactory. MSP (Baumgartner Pickar) to appoint 1st State Bank of New Brighton the City's official depository for 1976. Mayor Johnson noted the resignation of Mr. Michael Lonergan from the Planning Commission and asked the Administrator to publish notice of vacancy on the Planning Commission, stating that interested applicants should submit resumes. Deadline Thursday, January 22, 1976. Councilman Pickar noted that the Lakeside Park Commission has two vacancies and so does the Human Rights Commission. Councilman Shelquist 5. Mayor Johnson 1. Council meeting January 12, 1976: ITEM 3. Plat corresponds with preliminary plat approved by Council. Balk's request that park fund dedication ($360) be waived or payment postponed until lots are sold. ITEM 4. Planning Commission granted variance allowing only a 25 ft. front yard setback on Ardan Avenue, 30 ft. on Greenwood Drive. No drainage problems. Staff recommends Council require removal of existing shed. ITEM 5. In addition to recent conviction for junk cars on owner's residential property, inspection department has cited owner for violation of zoning setbacks after we gave notice and 15 days to comply. To date, he is still in violation. Has not gone on court docket yet. ITEM 6. HUD just released information on 1976 community devel- opment block grant applications. Again, the deadlines are extremely tight. We must submit our preliminary application to the Metropolitan Council by February 15th. If Council so desires, the attached time table or an amended version of it should be adopted to get the ball rolling. ITEM 7. Routine reapportionments. ITEM 8. Annual actions required of Council in order to partici- pate in the State Aid program. As of December 31, 1975, Mounds View has $177,249 accrued in the MSA construction account. This money is available for any MSA eligible project (i.e. improvements to MSA streets). ITEM 9. Addition of $100 to wire low water cutoff on the boilers. Safety measure to prevent boilers from overheating if water gets too low. Work already completed on basis of inspection department's recom- mendation. If Council does not wish it to show as a change order, it may be paid out of General Fund. Administrator's Report ITEM 10. Proposed ordinance attached. -2- January 9, 1976 ITEM 11. Recommend transfers to effect year end closing: (1) To close temporary bond fund $80,343.30 FROM Temporary Bond TO Improvement Bond (2) To correct previous transfer that negelcted December 22nd bills. Closes out Project 1973 -5 (auditor recommended this procedure) $4,108.97 FROM Improvement Bond TO Project 1973 -5 ITEM 12. Recommend approval of all licenses. ITEM 13. Administrator's Report (a) Recommend following employees who satisfactorily completed probationary periods in December, 1975, be retained as regular full -time employees: Mischa Moran, Steven Rose, Marcia deLaBruere. (b) Appointment of skating rink attendants was neglected at last meeting. List attached. (c) $83,824.74 was received from State for State Aid portion of Project 1973 -4. $71,284.90 was designated by Council to reduce assessment. Council indicated balance ($12,539.84) was to go to Revolving Fund. This should be formally acted upon. (d) December dog report: Hours of pafrol 11 Doas picked up 8 Total days boarded 30 Dogs released 2 Dogs enthanized 4 Dogs sold 0 Dead on arrival cases 2 Violation tickets issued 3 MAPSI bill for services $170.50 2. Explanation enclosed from Spring Lake Park Firemen's Relief Association regarding disparity between existing pension benefits and those of firemen who are already retired. 3. Local No. 49 mediation session set for January 15. Issue of possible strike is still cloudy. Mounds View maintenance do not want to strike but will probably abide the strike if general, area -wide membership so votes. To strike the Bureau of Mediation Services must first certify an impasse. The union then must request binding arbitration. The employers Administrator's Report -3- January 9, 1976 must respond within 15 _days indicating whethe_• they will accept arbitration. Sentiment of most cities seems to be against binding arbitration. If union request is rejected, a strike would be legal. Labor consultant estimates that if strike is to occur, March 1st is his estimate. Apparently, the employees of about one third of the involved cities a expected to support a strike, so the possibility of such is anybody's guess. Staff is currently preparing strike contingency plans for Council consideration. 4. Have received some input from residents regarding improvement of Pleasant View Drive with the City of Fridley. General sentiment appears to be in opposition if residents must be assessed. Expect more thorough results in next week or two. 5. Enclosed is location map of Banister Short installed observation wells (piezometers). 6. RCLLG meeting Saturday, January 17, Paul's Place, 10:00 a.m. to 2:30 p.m. County Legislative delegation to discuss 1976 Session. 7. Ehlers Associates is in process of preparing computer analysis of advance refunding of some of our outstanding bonds. Expect them to make presentation to Council within a month. Present: Mayor Johnson Also present: Administrator Achen Councilman Hodges Councilman Baumgartner Councilman Pickar Councilman Shelquist Mayor Johnson explained the purpose of this meeting was to get input from Mounds View residents on water drainage problems they are having. The Mayor introduced Roger Short of Banister Short Elliott Hendrickson Associates, who discussed the engineering study. Mathiesen, James B., 5059 Longview Drive water in basement even last December, began in April, came in laundry room first. Bought house in 1972, some water problem because poor grading, 1974 County graded east side of Woodcrest and water standing ever since. Steady stream on north side of house. Houses north same problem, too. Soebbing, William, 5105 Eastwood June problem started, dried once and water came again in August. Water level came up to first concrete block, then pressure forced it through and buckled part of floor. Installed sump. Water gushed out when broke floor. Several houses on his block had same problem. Carlson, Dave, 2646 Clearview water shortly after tornado. Hairline cracks in slab. Early June water reached level of floor drain, about 3/4 Eleven tier basement w /11/2 exposed. Level topped second blocks. Installed gutters, drain tile and sump interior in July. Sump kept operating until near end of October. Haake, Barbara, 3024 County Rd. I wonder how soon after report is submitted will construction occur. Hjelle, Harold, 5161 Red Oak no water in basement. Asked whether there were good reference points for ground water elevations. Mathiesen indicated Silver Lake Road near Woodcrest drains to east then has only small culvert in which to escape. -2- Mayor Gerald Johnson, 5140 Greenwood Drive, stated that there was a significant drainage problem in the area of Ridge Lane and Long Lake Road that he feels is the result of an underground line that is of inadequate size. Last year, the intersection at Ridge Lane and Long Lake Road was flooded because water backed up in this area. Peterson, Gregory K., 5079 Red Oak no water problem. Wondered what kind of storm would collection system be designed for. Roger Short answered that normal is for a 10 -year storm. Reten- tion areas may have to be designed for 50 -year storms. Overby, Robert, 5272 Red Oak no basement water, but 1 2" standing in back yard. Four houses south similar situation. St. Marie, Dave, 5278 Red Oak across H -2 to north swamp gets 2 4' deep. Homes south of his were built on swamp that was filled in with sand. Garden in southeast corner and planted trees and hit water 2' deep. Has piezometer in his yard. Rowley, Tom, 2562 Ridge Lane no water until July 4, but neighbors had it previously. Williams, Bob, 5279 Sunnyside no water problems, but neighbors on east side of his street, several houses south had water in basements. Weaver, Joe, 2613 Louisa water on property and basement both summer 1974 and 1975. Has drain tile around interior that dumps into sanitary sewer. Back of lot is wet most of year round and standing water during spring summer. Drain tile takes water most of summer. Fields, Jerry, 2255 Lambert no problems but water came within one inch of floor this summer. Tile east of his place is plugged as well as tile that City cleaned this fall. Doug Wallace, 3rd house east end of Sherwood, north side of street, had water in back yard approximately 11" above basement floor. Flow seemed to be comming from under garage. Used wet vacuum and removed about 60 gallons /hour for about one month. Neighbor just west was taking water on east wall of basement. Stream came in about size of pencil.
