HomeMy WebLinkAboutMinutes - 1976/01/20PROCEEDINGS OF THE CITY COUNCIL CITY CF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA A special meeting of the Mounds View City Council was called to order by Acting Mayor Hodges on January 20, 1976 at 7:10 p.m. at the Red Oak Elementary School, 8101 Red Oak Drive, Mounds View, MN. Present: Acting Mayor Hodges Also present: Admin. Achen Councilman Baumgartner Councilman Shelquist Absent: Mayor Johnson Councilman Pickar Acting Mayor Hodges explained the purpose of the meeting and introduced Roger Short of Banister, Short, Elliott, Hendrickson Associates, Inc., the engineering consulting firm performing the comprehensive storm water drainage study. Roger Short explained the purpose and time schedule of the comprehensive storm drainage study. He stated that his firm desired to obtain as much input as possible from residents who have experienced drainage problems. Jerry Sunde explained the purpose of the groundwater portion of the drainage study. He indicated that the piezometers installed in street boulevards throughout the City were to provide data on the water table. Steve Miller, 2614 Clearview asked when study would be completed and when the information would be available to citizens. Roger Short indicated that the completion date is mid April, however, it may be postponed somewhat to allow collection of data during the spring ram season. Tom Basterash, 8000 Greenwood had ground water problem. Experienced increase of water level in basement of 8" after only 11" rain storm. Had water for ten straight days after the July storm. Joe McCarthy, 7760 Long Lake commented on Mounds View Square's drainage problems and their affect on neighboring residential properties. Mr. Teslow, 7932 Fairchild surface water flooding every year. Water drains from Hillview, Fairchild and Highway 10 to his property rather than to the Highway 10 ditch to the west. Council Meeting -2- January 20, 1976 Gloria Pabst, 2808 Laport lived there since 1971 and have had no basement water problem. Have full basement. Steve Miller noted that although he didn't have basement water problems, several of the ramblers on his street had water. Many have installed drain tile systems since. Mr. McCarthy stated every spring have had lake in backyard after snow melt. This is the first year he has had water actually in his basement. Roger Grosse, 2757 Arden backyard flooding problem in his neighborhood. Has drain tile inside house but still experiences some basement water. After it rains drainage backs up into the rear yards. Councilman Shelquist noted that there is drainage problem along Ardan Avenue near Abiding Savior Church. Resolution requesting Ramsey County Board of Commissioners to authorize participation of Mounds View City employees in the Ramsey County Health Welfare Plan. 13. Administrator's Report January 23, 1976 Order of Council Voting: Councilman Hodges Councilman Baumgartner Councilman Pickar Councilman Shelquist Mayor Johnson 1. Agenda January 26, 1976, Council meeting: ITEM 4. Seegar Swanson will arrive at 7:00 p.m. to further discuss this matter with Council. Formal action setting a sale date of February 12 will be necessary. ITEM 5. Possible projects Council may wish to seek funding for are improvement of Silver View Park, storm water drainage improvements, construction of permanent park structures, land acquisition and construction of Well No. 7 and filtration plant. ITEM 6. All four subdivisions are simple lot splits with no drainage problems. Speczka lot could not be split in half because of existing structure. Planning Commission approved proposal. ITEM 7. Memorandum and ordinances attached. ITEM 8. Bill Ed's has never been licensed by the State. Must have permanent structure for State dealer's license. ITEM 9. Staff recommends February 23 hearing date and that billboard (3' x 5') type of sign be posted on site with description of proposal. ITEM 10. Routine reapportionment: Schouweiler subdivision. ITEM 11. Negotiations will probably formally reach an impasse week of January 26. Recommend Council reject binding arbitration by passing proposed resolution. Labor consultant feels that striking will only occur in a few communities and that others will become more receptive to compromise. Presen,:ly, union insists that $100 (about 11 across -thc- board is minimum acceptable; would make Mounds View salary $1,094 /month. MAMA has offered $70. ITEM 12. Federal legislation requires employers to offer health maintenance organization (HMO) option to employees as well as standard group insurance plans. In addition, Connecticut General premium increases February 1 from $67.51 to $82.51 per month. This resolution would allow negotiation with Ramsey County to determine whether participation in their insurance program would be less expensive and more beneficial. Administrator's Report ITEM 13. Proposed new public just to give public license apartments. will be prepared to will deal with it. ITEM 14. Staff recommends approval; no adverse information on any license applicants. Recommend fee be waived for Red Oak PTO's bingo (one night) request. ITEM 15. Administrator's report: health housing code is being presented indication of Council's intent to No action is necessary. Both enclosed. c. Carol Waide requests sick leave advance of nine days. Recommend approval under conditions of new ordinance. d. Petition received from Pleasant View Drive residents in opposition to proposed street /drainage improvement. Recommend Council direct staff to notify Fridley that City is not presently interested in the project and that storm drainage study is underway to evaluate needs. e. State law now allows municipalities to deposit and earn interest in passbook savings accounts. Current short term (10 -90 days) government security yields are below bank savings yield (5 Recommend Council authorize staff to deposit idle funds in savings account with First State Bank. of New Brighton whenever such will produce a greater yield on idle cash and that any such monies so deposited be protected by adequate pledge of government securities by the Bank. f. Safety Committee requests Council approval to expand voting membership to include an employee from both maintenance and police (presently just one).
