January 30, 1976
1. Agenda session Monday, February 2, 1976
ITEM 1. 7:00 p.m. public hearing on community development
needs and objectives. Council should adopt a list
of needs and select therefrom those for which
CDBG funding will be sought.
ITEM 2. Tim Smith will discuss the Northwest Suburban Youth
Service Bureau and the enclosed grant application.
ITEM 3. 8:30 p.m. interview with Schonhardt.
ITEM 4. Proposed revision of Chapter 93. Memo enclosed.
2. Police activity report regarding on -sale liquor establishments
may be ready in time for agenda meeting.
3. Local 49 may legally strike beginning Saturday, February 7.
Ramsey County maintenance employees, who are also 49'ers but
who have settled already, will continue to provide plowing/
sanding services. The staff has established service priorities
in the event of a strike. A public works emergency service
plan which lists those priorities is enclosed.
4. Majority of police have asked that the department change to
blue uniforms, because other departments wear blue. They
have volunteered to pay the cost entirely out of their clothing
allowance so that the City will bear no expense. Ernie has
no strong feelings on the matter but feels that the timing
is not proper. With the controversy over the 1975 arbitration
award and the increase of on -sale liquor license fees, the
change might provoke some criticism. I agree with this.
However, a decision should be made whether to change or not
at a later date.
5. Lakeside Park's Silver Skate competition begins at 2:00 p.m.
Sunday, February 1.
6. Mounds View's Snow Days begins at 3:00 p.m. Sunday, February
1 with the "Adult Superstars" competition at Wayside Park,
City Hall.
PUBLIC HEARING ON COMMUNITY DEVELOPMENT
NEEDS, GOALS OBJECTIVES
The public hearing was called to order by Mayor Johnson
on February 2, 1976 at 7:22 p.m. at the Mounds View City
Hall, 2401 Highway 10, Mounds View, MN 55112.

RAMSEY COUNTY, MINNESOTA
Mr. Floyd Linnell, representing the Mounds View Senior Citizens,
5205 Sunnyside, stated that the Senior Citizens feel that a sema-
phore at Long Lake Road on Highway 10 is needed. He also indicated
that he felt the stop sign on Sunnyside Road at Ridge Lane was
not entirely necessary.
Mayor Johnson asked Mr. Linnell whether he had any other suggestions
of community development needs.
Mr. Linnell remarked that the city's recreation programs for
seniors were very helpful for those seniors who have much spare
time on their hands.
Mayor Johnson asked Administrator Achen what action was required
of the Council.
Administrator Achen stated that council should establish a priori-
tized list of community needs and objectives for meeting those
needs. Then Council should determine which objectives are
appropriate for seeking federal assistance through the Community
Development Block Grant program.
Councilman Shelquist stated that the possibility of constructing
a trail system in conjunction with the construction of storm
sewers is under consideration by both the Planning Commission and
Park Recreation Commission.
Councilman Baumgartner stated that he feels permanent recreation
buildings in a number of city parks is a top priority need.
Mayor Johnson stated that he considers the need for land acquisi-
tion and construction of an additional well to be imoortant.
Mayor Johnson recessed hearing at 3 :08 p.m. to handle the scheduled
informal agenda session items.

Mayor Johnson called the public hearing back to order at
9:25 p.m.
Mayor Johnson read the minutes of the January 27, 1976, Mounds
View Bicentennial Commission which indicated that their primary
suggestions for community development projects were park develop-
ment, improvement and furnishing of a community room in city hall,
establishment of an ecology center, community swimming pool,
and a recycling center.
Councilman Baumgartner stated juvenile problems relate to the
lack of recreational facilities. Tim Smith, our juvenile
officer, was in tonight explaining the problems associated with
emphasizing the prevention of delinquency rather than the capture
of delinquents. The proposed Northwest Suburban Youth Service
Bureau is a step toward working with predelinquents. Officer
Smith indicated that Mounds View seems to have more juvenile
problems than neighboring cities. Dennis Rau, Student Services
Coordinator for the Mounds View School District, even agreed
with Smith and attributed much of the problem to the itinerant
population associated with the city's numerous substandard
multiple dwellings. The city could also help the delinquency
problem by providing better park and recreational facilities.
At present, Councilman Baumgartner stated, the city provides
excellent recreation programs but the effectiveness of these
are hampered by the lack of adequate facilities in our parks.
Mayor Johnson stated that during the hearings this year and
last on community development needs, the need for better park
buildings and facilities has been mentioned more than any other
need.
Councilman Baumgartner stated that the Park Recreation Commission
has prepared a Parks Cpen Space Five Year Capitol Improvements
Program. The Program establishes priorities for park improvements
in the 1976 -1980 period. The number one priority items are
already included in our 1976 budget except the acquisition of
additional land for Silver View Community Park. The Commission
plans to seek LAWCON funding for this. Therefore the 1977
priorities, which consist entirely of park development needs,
would be the appropriate items to seek HCDA block grant funds for.
Mayor Johnson agreed and asked the Administrator whether these
needs would be likely to be eligible for funding under the block
grant program.
Administrator indicated that the city's current block grant is
for code enforcement to foster rehabilitation of the city's
multiple dwelling stock and that these needs are directly
related to the social problems arising from the substandard multiple
housing. By providing better park facilities the recreational
opportunities for apartment dwellers will be increased and would
be beneficial to combating juvenile delinquency.

MSP (Baumgartner Shelquist) that the city's primary community
development need is park development and that the staff be directed
to prepare a block grant preapplication requesting funds to con-
struct such improvements. 3 ayes
Administrator Achen stated that Council had designated Mayor
Johnson as an authorized signer of payment vouchers for the city's
current HCDA grant. However, as the chief executive officer,
the Mayor must sign the authorization card and cannot also
be designated to sign vouchers. Council should designate another
person to replace the Mayor as a voucher signer.
MSP (Johnson- Shelquist) to designate Councilman Baumgartner as
the fourth designated signer for the current community development
block grant payment vouchers. 3 ayes
