1. Council agenda, February 23, 1976 meeting:
ITEM 4. The agreement approved by the MAMA negotiating
committee and the Local 49 membership calls for a $1,000
annual increase in salary across the board and liberaliza-
tion of vacation benefits to provide four weeks after 15
years, rather than 20 years. The new salary rate for
maintenance men will be $1,077.33 compared to the $994
current rate. The contract is retroactive to January 1,
1976, and extends for only one calendar year. Negotiations
for 1977 will begin in a few months.
ITEMS 5 6. The hearing should be to specifically consider
the rezoning request and generally consider the proposed
development. The subdivision is a minor under our existing
ordinance, but staff recommends Council require hard -shell
platting, because it is such a large parcel. Presumably,
a public hearing would not be necessary, or at least Council
could determine that this hearing satisfies the requirement.
Staff further recommends that attorney be directed to arrange
an appraisal, at the property owner's expense, to determine
the appropriate park fund dedication. The proposed
development also should be controlled by a development
contract. A more thorough staff report is attached.
ITEM 7. The school requests use of the two rooms in the
southwest corner of the basement (long room with two rinnra
and room with kitchen facilities). The latter would be
used as a secretarial office and the former as two staff
counselling offices and a general activity area. They
may require occasional use of the large, open area for
more vigorous recreation activities. Phone conduit will
have to be installed in each room, otherwise no permanent
improvements will be necessary. Throw rugs will be used
to improve acoustics. The grant runs through this school
year and is likely to be extended through next school
year (no operation during summer). Staff recommends
approval'of this request on a lease of space arrangement
including monthly rent of about $250 -300. The City will
have to provide more heat (from present 66 to 70-72
janitorial services, more security (they plan to operate
evenings /weekends occasionally), copy machine and mimeograph
services, and provide their clients directions.
ITEM 8. Carlson discovered some unnecessary street
easements exist on the property and must have them vacated
before platting. Staff recommends Council extend deadline
for submission of final plat from March 17, 1976 to March
22, 1976. On the latter date, a public hearing on the
vacation of the easements should be held (8:30p.m.`.
ITEM 11. Administrator's report:
(a) Set hearing date, March 8, 8:15 p.m., for special trained
dog permit (Donald Borgen, 7635 Wnndlawn, Apt. 202).
This is our second such request, both of which have been
from apartment dwellers. Staff recommends Council
consider repeal of the trained dog provision (91.09
Subdivision 13(4)) because there has not been the
demand and concern for such as originally expected.
Issuing such a permit to an apartment dweller seems
to encourage,or at least tacitly approve, the keeping
of dogs in apartments. Our problem with deterioration
of apartment units is surely exacerbated by the orc•sence
of dogs, especially large ones such as this (German
shepherd) and the other applicant (Labrador).

(b) Spring Lake Park's Bicentennial Commission is applying
for $27,000 grant from private sources to fund band
shell at Lakeside Park. I signed their application to
indicate Mounds View approves, because the application
had to be submitted immediately. I should have copies
of the application by Monday for Council. A motion
affirming my action would be appropriate if Council
so desires.
(c) Formal Council approval of the sale of the trade -in
police squad car should be made by motion. Sold to
Lowry Repairs Center, Inc. 2907 Central Ave. N. E.,
Minneapolis, for $900.00 on January 27, 1976, after
no bids were received for the public auction. This
price was $100 more than the trade -in bid of Barnett
Chrysler. It was a savings of an additional $250
that we would have had to spend to repair the damaged
fender before exercising the trade -in option. Thus
the net difference was $350 over the Barnett bid,
$250 of which we lost because of the accident damage.
2. The City of Apple Valley requests Council consider a reso-
lution regarding the population figures to be used in the
State's local government aid distribution formula. They
request support for H.F.2143 which would allow the Department
of Revenue to use the most recent Federal census in this
formula. The catch is that this would apply only to
cities willing to spend money on a Special Census.
It would be fair only if all cities had a mid decade
census. A better proposal might be to use the Special
Census figures and the Metropolitan Council's most recent
estimates. Letter from Apple Valley attached.
3. Police Chief invites Councilmen to ride along with police
patrol cars anytime it is convenient for you. Council
should also note the floor tile in the cells, interrogation
room and adjacent hallway and the garage plumbing. All
of the work was done by officers in their off -duty hours.
4. Blaine is resubmitting its application for CDBG funds to
perform improvements to the Judicial Ditch #1 drainage
system. The matter will be presented to the Rice Creek
Watershed District at 8:30 p.m. A
public hearing on the matter Swill be held Tuesday, March 9,

5. Public Service Commission is conducting hearings on North-
western Bell Telephone's proposed rate increase. A hearing
will be held 7th Floor, American Center Bldg., St. Paul,
Monday, February 23, 2 -5 p.m. and 7 -9 p.m.

7. 1975 construction figures:
8. 1976 CDBG grant application has been submitted to Metropolitan
Council. Copy of narrative portion is attached. Amount
requested is $131,000. Only 18 applications were submitted
this year compared to 40 last year.
