order by Councilmember Baumgartner on December 16, 1976, at 7 :35 PM
at Mounds View City :call, 2401. Highway 10, Mounds View, MN 55112.

Councilmember Baumgartner explained the purpose of the hearing is
to receive citizen comments regarding construction of noise barriers
along Interstate 35W. He introduced Gary Orlich from the MN Dept.
of Transportation.
Mr. Orlich gave a slide presentation on the principles of noise
barriers.
Councilmember Hodges arrived.

Councilmember Baumgartner asked whether there were any questions on
the slide presentation.
Craia Harrington, 2076 Terrace Drive, asked what decibel level on
his area is. Mr. Orlich answered that it has been recorded in the
low 70's.
Mr. Orlich briefly explained the proposed project area and asked
citizens to divide into two groups: those living south of County
Rd. I and those north of I. Representatives of the Department of
Transportation explained details of the proposal to each group.
Councilmember Baumgartner called meeting back to order after each
group had an opportunity to examine the detailed barriers proposals.
He stated that only about ten percent of those who received the city's
notice regarding this hearing are in attendance tonight. He asked
Council what they thought should be done to get more input from the
residents involved.
Councilmember Rowley stated that Council should get comments fron
both single family residences and the individual mobile homes.
Mr. Harrington stated he would be willing to circulate a petition
in his neighborhood to get residents' opinions.
Councilmember Rowley asked what the Dept. of Transportation's
timetable is. Mr. Orlich stated that they hope to have Council
direction in time to begin construction next summer. If Council's
decision is not received by mid January, it is unlikely that
construction could begin in 1977. He stated the Department of Trans-
portation would be willing to provide elevation plans for display in
each mobile home park to assist in disseminating this information.
He stated that another hcarinc: will be necessary after full plans

and specifications are approved, and at that time Council may
change its mind.
Mrs. William Christison, 2085 Terrace, stated that major noise
source in her neighborhood is from the North Star Speedway.
Mr. Bill Beim, representing Pinecrest Properties, stated that
he prefers to have no barrier along his frontage. He requested
that the southern end of the barrier near County Rd. H -2 be
turned westward on the north County Rd. H -2 right -of -way to
avoid extension of the barrier further south.
Mr. Harrington stated he opposes the barrier because it would
obstruct his view. He requested, however, that his neighbors be
given a fair chance to express their opinions.
Mrs. Larson,manager of Mounds View Mobile Home Park, stated
that she was requested to attend this hearing on behalf of the owner
who favored erection of the barriers.
William Bobendrier, part owner ColonialVillage Mobile Home
Park, stated he favors the noise barriers.
Councilmember Baumgartner asked whether there were any further
comments. There were none.
