NOISE BARRIERS PROPOSED ALIT' I°'TERSTATE 35'
Mayor Pickar stated that the special council reeting`:e1d on December 15
concerned the proposed noise barrier also.
Administrator Achen stated that the Council could postpone the decision
until January 10. He has not rec ivad any input since the 'tearing. There
will be a short article in the nnmsletter on this.

was against the barriers and indicated a willingness to ca.:vass the

if the people in tie residential area didn't walit the barrier it could
be taken: out. The State people would like to know this Before they go
through the design stage.
Stan Hasi el ewski ;2219 Stratford Avenue, stated that a roan did come
around with a petition on the barrier and 35 people were for it and 2
people were against it. These 37 people were all from the mobile
home.'; park Mr. Wasielews!:i stated that ciost of the people he knew
were for the barrier since it does get very noisy. He asked if there
would be any city cost involved with the barrier.
Mayor Picker stated that the barrier would be entirely financed by the
Federal and :;:State government. The people presenting the original plans
encouraged participation of the residents to choose the kind and-color
of the wall.
Co;;uncilmember Baumgartner stated that when they get done with the final
design there will be a final hearing. Changes can also be made then.

Co Baumgartner asked if a staff member could contact the
13 homes that are in the middle section for their input.
Administrator Achen stated that the City could send out a letter
explaining the barrier along with a postcard asking if they were for
or it and their comments.
Councilmember Hodges stated that he felt this would be a good idea.
Administrator Achen stated that he did not know how much weight the

be better if '1r. Harrington goes around with a petition since he did
indicate a willingness to do so.' The City could give him the petition.
Councilmenber Baumgartner stated that it would probably be difficult for.

the barrier.

he could send someone that knows very little aLout t;ie barrier. Then

Larry Erb, from the Departnent of Transportation, stated that both
park mobile home parks received a notice on the barrYer.
Couucflmmmbor Rowley suggested that .|r. UasieJewskY ask the person
that had the petition to give it to the City Hall. The other park
owner said he was in favor of the barrier. She stated that the mobile
home section seams to want the barrier so the section in question is
the home owners. Councilmembar Rowley stated that she was comfortable
with sending the letter to just the home owners.
At [{:29 p.m. Mayor Pickar called to order the public hearing on the
revision of Community Development Block Grant program budget.
Administrator `8chenenp1aYed that this was to revise the budget to
specify the portions of money bnYnp spent for administrative costs.
M8 (Hodges-Rowley) for approval of the revision of the Community
Development Block Grant program budget and specify !,21,570 as code
enforcement and t3°430 as Administrative Costs.
At 3:31 p.m. -Mayor Picker closed the 7ut7fo hearing and called
regular meeting back to order.

Administrator 8nhen suggested that this natter be tabled since he has
not had time to review the Ramsey CoVnty 7oard"s legislative package.
The Council will have adequate time to table this since the County
wpn. t be submitting their recnn dutiuns until tee second week in
January. Administrator Aui`en stated that tie Ramsey County League
of Local Government will be holding a neetinJ on the legislative
package on January 5, 1077 at 7:17 p.o. This meeting "ill be conducted
by Bob Uorth.

Administrator AcheD stated that he has not received any input from the
residents on this. Re also stated that the City cannot join two or more
precincts for voting in 072c:1ons o\-re r: anticipate a small turn-out.
The polling places can be uonLined but the voting oust be split. There
would have to he a set of election julges for each precinct too. Ti e
Secretary of States ?ffice said thz shmulJ always anticipate a

JOINT PO41E7S AGREEMENT FOR DATA PROCESSIAG .SERVICES
Administrator Achen suggested that this matter be tabled until January 19.
The agreement is in the process of being considered by several cotleci1s
and it appears that the best solution-is a separate letter of amend-
ment covering the points the Council brought up before.

The police chief recommends the lowest priced car, the Plymouth Fury.
MSP (Shelquist- Baumgartner) to accept the reconmendation of the Police
Chief to purchase the Plymouth Fury from Central Chrysler- Plymouth. 5 ayes
ADMINISTRATOR ACHEN'S REPORT Administrator Achen stated that the Local
49ers meeting has been changed to December `29at 7 :31 p.n. Larry Decheine
will be unable to attend so Mr. Hubbard will attend. Councilmenber
Hodges and.'•1r. Ziebarth stated that they would attend.
Administrator Achen stated that there has been very little business at
the City Hall the last two 'dednesdays because of the pending Holidays.
The clerical staff eoul d like to have the City Hall close at 4:30 p.m.
on the next two Wednesdays. Administrator Achen recommended that this
be approved.
MSP ..(Picker- Hodges) to officially close the City Hall at 4:31 p.m. on
December 22 and 29. 5 ayes.
Councilrheraber !lodges suggested that this information be put on the
bulletin board.
Administrator Achen stated that Marlys 1vim. has resign freer! the
position of clerk- typist, 4 r'1irh was partially funded by the HUD grant.
The City is following through on the violations found in the inspection
process so there is quite a bit of paper work. He suggested that some-
one be hired on a part -time basis until he makes a recommendation to
the Council on January '4. He explained that he is evaluating the
clerical set -up in the office in relationship to t'ha change over to
the data processing. He may t2 a')le to adjust personnel and fill
this position with existing personnel.

Administrator Achen stated he will be on vacation from tonnorow evening
through the evening of Deca»ber. 28, 1977.
ENGINEER iH UARD' REPORT Engineer Hubbard stated that he has looked
into the cost of a preliminary design of the base in connection with
the 1 'Qrant. The City has received a bid, with a cost to
exceed S1,O�0, to provide a preliminary plan if City provides the �f a two
foot contour map.' A two foot countour nap would cost $510~ The
maximum cost would then be :;1,500.
Administrator Achen reviewed the history of this grant application.
The land survey will help us determine what land should be used for
storm water detention.

Engineer Hubbard stated that since the police car which will bep purchased
will require unleaded fuel, the water department pickup could have
smaller engYne. The reason for having a 353 V1 engfna in the specifications
is because it is the smallest Y1 which still requires regular gas. The
5O amp alternator is needed because hydraulic equipment is used the
rust off
battery. The chrome bomeer is specified because of resistance and
it adds to resale

COUNCILP1Et1BER•. BAUtiGARTf1ER'S REPORT Councilmember Baumgartner stated
Irrthat the skating rinks did not open last Saturday because of the
weather. Engineer Hubbard stated that they may open at Noon on Thursday.
COUNCILME"1BEP. ROWLEY had nothing to report.
Councilmember Hodges suggested that the project of putting inthe
corner stone in Administrator Achen's office and the bicentennial
bumper stickers be followed through, before they are forgotten.
Mayor Picear suggested these items be referred to the Bicentennial
Commission.

yet and these suggestions would be considered.
Councilmember (lodges questioned the status of the community sign.
Engineer Hubbard stated that they are trying to complete it by
December e3, 127e.
MAYOR P,ICKAR'S REPORT 'favor Pici;ar stated he had received sone information
from the Mounds:Viet/ Civil Service Commission stating that the three
certified applicants for a police officer in Mounds View are Reed
Krogh, Steve Laynan and Carl Broberg.
HSP (Pickar- Hodges) that the Aderinistrator be directed to contact the
O O nu�mber one man, Reed erogh, and offer him the position and if he
oesn't accept to go to the second and third man, in that order, and
to also work out a starting date with the Chief of Police, subject to
the satisfactory psychological testing having been done.
Attorney Meyers stated that it is important so that the City is prepared
to answer any allegations that may come up.
Mayor Picear stated that this is Councilmember Shelquist's
and he wants to personally thank him for the many hours he
