CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
A special meeting of the Mounds View City Council was called to
order by Mayor Pickar at 7:07 p.m. on January 3, 1977, at the
Mounds View City Hall, 2401 Highway 10, Mounds View, MN 55112.
PRESENT: Mayor Pickar
Councilmember Hodges
Councilmember Baumgartner
Councilmember Rowley
Councilmember Ziebarth
ALSO PRESENT: Clerk Admin. Achen
MSP (Baumgartner- Hodges) to approve December 13, 1976, minutes
as submitted. 4 ayes
MSP (Pickar-Rowley) to approve January 3, 1977, consent agenda 4 ayes
as presented:
ITEM A. Adopt Resolution No. 792 approving Charles Hermann
Addition final plat which meets the requirements as
established by Council approval of the preliminary
plat on June 28, 1976.
ITEM B. Adopt Resolution No. 793 approving Payne Addition final
plat which meets the requirements established by Council
approval of the preliminary plat on October 25, 1976.
ITEM C. Adopt Resolution No. 794 authorizing execution of 1977
Annual Agency Agreement with Minnesota Municipal State
Aid Office and adopt Resolution No. 795 authorizing
execution of Engineering and Technical Assistance Agreement
which designates Public Works Director, Charles Hubbard,
as the city's official responsible for requesting such
assistance. These are standard agreements executed each
year by the Council for participation in the MSA program.
ITEM D. Reschedule to 7:40 p.m., Monday, January 24, 1977,
the Bonin appeal of Planning Commission denial of oversized
garage variance request. Applicant requests rescheduling
because of conflict on January 10th hearing date.
ITEM E. Set public hearing for 8:20 p.m. Monday, January 24,
1977, on vacation of certain public highway and utility
easements generally located at 7448 and 74E2 Spring Lake Rd.
Acting Mayor Hodges gave oath of office to Mayor John E. Pickar.
Mayor Pickar gave oath of office to Councilmembers Rowley and
Ziebarth.

MSP (Pickar-Baumgartner) to appoint Councilmember Hodges as
Acting Mayor for 1977.
MSP (Hodges Ziebarth) to designate the First State Bank of
New Brighton as the city's offic'_al depository for 1977.
MSP (Rowley Baumgartner) to designate the New Brighton Bulletin
as the city's legal publication for 1977.
1977 Community Development Block Grant discretionary funds
application. Mayor Pickar asked Administrator Achen to explain
what action is needed on the CDBG preapplication. Admin. Achen
stated that two public hearings to assess community development
needs is required as part of the preapplication process.
MSP (Ziebarth- Hodges) to set public hearings on the city's
Community Development Block Grant application for 7:00 p.m.
January 17, 1977, and 8:00 p.m. January 24, 3977.
Administrator Achen .recommended that Council establish a policy
for paying those employees who might be performing maintenance
department functions during a strike.
MSP (Pickar- Hodges) to authorize overtime payment to those
employees who might be performing maintenance functions during
an IUOE Local 49 strike. Such overtime shall be paid for hours
worked in excess of 8 hours on any day and shall not apply
to time spent attending meetings of the Council, any commissions,
professional association or training /workshop programs. Any
employee whose hourly rate is less than $6.22 per hour and who is
performing maintenance functions during a strike shall be paid
at a rate of $6.22 per hour for time spent performing maintenance
functions. 5 ayes
MSP (Ziebarth- Rowley) to authorize city assumption of power supply
to the street light at County Rd. H -2 and Quincy St. which has 5 ayes
previously been paid by Ramsey County.
Admin. Achen asked who plans to attend the League of Minnesota
Cities Conference for newly elected Mayors and Councilmembers.
Mayor Pickar, Councilmembers Rowley and Ziebarth said they plan
to attend.
Admin. Achen submitted the tentative January 10, 1977, Council agenda.
Mayor Pickar requested that membership in the Association of Metro-
politan Municipalities be placed on the next agenda for Council
consideration.
MSP (Pickar Hodges) to authorize payment of 1977 dues for Minnesota
Mayor's Association. 5 ayes
MSP (Baumgartner Rowley) to adjourn at 9:15 p.m.
