HomeMy WebLinkAboutMinutes - 1977/02/28A regular meeting of the Mounds View City Council was called to order by Mayor Pickar at 7:30 PM, February 28, 1977, at Mounds View City Hall, 2401 Highway 10, Mounds View, MN 55112. Members Also present: Clerk Admin. Achen Ziebarth Engineer Hubbard Rowley Atty. George Seltz Baumgartner Hodges present: Mayor Pickar Councilmember Councilmember Councilmember Councilmember PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA MSP (Baumgartner Rowley) to approve the minutes of the February 14, 1977, regular meeting. 4 ayes 1 abst. Councilmember Hodges abstained as he wasn't present at the February 14th meeting. CITIZEN COMMENTS AND REQUESTS: There were none. MSP (Hodges Pickar) for approval of the consent agenda. Councilmember Ziebarth asked the definition of a "general amusement device" addition to the Launching Pad's license. Admin. Achen explained that the City has set fees for operation of mechanical amusement devices one fee for each pinball -type machine and another fee for each other type device. The Launching Pad is adding another machine to their existing license; it is not a pinball -type machine, so they were charged the $25 fee for adding a general type machine to the license. Councilmember Ziebarth questioned whether Gopher Carnivals had been informed of the City's new ordinance governing carnivals and amusement rides. Admin. Achen stated Gopher had been sent a copy of the ordinance and the police and fire chiefs had reviewed the application. Mayor Pickar asked what type of background check is done on the contractors requesting a license? Admin. Achen stated that refer- ences are checked in cities where the contractor has been previously licensed and the Better Business Bureau is contacted. It is not an indepth background check. Atty. Meyers has indicated that the City would have to have a solid case to deny a license, particularly in the case of a general contractor where the City would be denying him his livelihood. Therefore, the City has been on the lenient side on issuing licenses. Vote on the motion to adopt the following consent agenda: 5 ayes ITEM A. Adopt Resolution Nos. 807 -808 authorizing the reappor- tionment of the special assessments for the following subdivisions respectively: Gary Lindgren for minor subdivision of property located at 8375 Eastwood Road and George Payne for major subdi- February 28, 1977 Page 2 vision of property located at 8206 Groveland, Payne Addition. ITEM B. Approve February 28, 1977, bills for payment. ITEM C. Approve following licenses: CARNIVAL: Gopher State Expositions Route 1 St. Cloud, MN 56301 This license is for operation of amusement rides on the Bel Rae Ballroom property in conjunction with the Annual Polka Festival. Rides will be open to the public June 16 and 17th and then June 18 and 19th for Polka Festival participants. The area will be fenced for security. AMUSEMENT DEVICES: Launching Pad Supper Club 2375 Highway 10 Addition of one amusement device to existing license for a total of five general amusement devices. Minneapolis, MN 55434 Lyn /Dale Homes, Inc. 1458 Yankee Doodle Road Eagan, MN 55121 Ro -My Construction Co. 7647 Knollwood Drive Minneapolis, MN 55432 PROPOSED NORTH SUBURBAN AREA CRIME PREVENTION REWARD FUND PROGRAM Admin. Achen read the resolution proposing that the City participate in the Crime Prevention Reward Fund Program which is sponsored by the North Suburban Area Chamber of Commerce. Basically, the Program is designed to encourage citizens who might not otherwise act as informants for fear of reprisals of some sort by aiding the anonymity of the informant as much as possible. The intent is to provide tips and leads to the Police Dept. MSP (Pickar- Ziebarth) to adopt Resolution No. 809 "Approving North Suburban Crime Prevention and Criminal Apprehension Fund." 5 ayes PROPOSED TRAFFIC IMPROVEMENT AT THE INTERSECTION OF TRUNK HIGHWAY 10 AND COUNTY ROAD H Engineer Hubbard explained that the Department of Transportation is proposing to channelize traffic on County Road H as it enters Highway 10 by construction of islands and some striping. When first approached with the proposal, staff was concerned about the length of the island south of Highway 10 which would prevent traffic going southeast on Highway 10 from entering onto Old Highway 8. Staff met with the State and they agreed to shorten the island and put up a "don't block intersection" sign. The ultimate solution to the traffic problem at Co. Rd. H and Hwy. 10 is to move Old Highway 8 300' westerly of that intersection, February 28, 1977 Page 3 but for lack of funds this proposal is a temporary solution. Councilmember Hodges suggested a right turn only lane before the Old Hwy. 8 entrance on Co. Rd. H. Councilmember Ziebarth pointed out that would hinder traffic wanting to take a right turn at Hwy. 10 rather than 8. Councilmember Ziebarth asked if someone has charted the accidents that occur at this intersection? Engineer Hubbard responded that they have been charted as to type of vehicle and cause of accident; and according to the chart, the majority of accidents are due to the turning movements. The proposal presented tonight will give some definition to where lanes are. Admin. Achen pointed out that in the winter, of course, lane markings will be of no help to the traffic. The curb will help until the snow is too deep. Then perhaps flags or markers of sorts can mark the curb. MSP (Baumgartner Rowley) to adopt Resolution No. 810 "Approving Plans for the Improvement of Trunk Highway 10 within the City of Mounds View." Councilmember Ziebarth asked that Admin. Achen contact Ramsey County for information on plans to improve the right turn off County Rd. H onto Old Highway 8. KEITH HARSTAD REQUEST FOR SINGLE FAMILY HOME BUILDING PERMITS Mr. Harstad wasnot present, so discussion on this item was postponed. ADMINISTRATOR'S REPORT: The Metropolitan Council is going through its review process on the CDBG preapplications. Our application will not be in their top group. They are making their ranking on the basis of Policy 31, which is the housing effort policy. Staff just sent in information and documentation providing the Council information to raise our Policy 31 ranking. If that is done before the second rating, we will be top in the second group. Now there is $2 million available; there may be $3 million. Admin. Achen reminded Council that the Metropolitan Council does not grant points, it merely approves or disapproves of the preapplication. It is HUD that makes the final determination. Admin. Achen stated that applicants for the recording secretary position were generally unsatisfactory and unable to meet the City needs. He indicated he had discussed the position with the past recorder and had made a survey of various surrounding communities, the result being that he would like to ask Council to authorize an increase in pay for the position from $30 to $40 per meeting. Most of the cities that use other than staff to record the minutes provide an IBM Selectric typewriter, which we do not. Admin. Achen stated he preferred the position to remain contract for services rather than offering an hourly salctzy because the position is unsupervised. 5 ayes February 28, 1977 Page 4 MSP (Pickar- Hodges) to increase the Council stenographer's salary from $30 to $40 per meeting. Admin. Achen presented a proposed ordinance covering postponed construction of improvements. He stated it may be a possible solution to the Keith Harstad request and future requests to develop land where improvements are needed but cannot be immediately constructed. The ordinance proposes that an agreement be executed by the city and the developer which would indicate the developer agrees to the improvements, agrees to accept assessment for cost of such improvements and waives rights to hearing at such time in the future as the improvements are constructed. The agreement would be filed with the Register of Deeds, thereby informing all future purchasers of the agreement. The proposed ordinance was referred to Attorney Meyers for review and Council consideration at the March 14th meeting. Admin. Achen read a letter received by the Chief of Police from the Assistant County Attorney's Office. The letter indicated the Asst.'County Attorney is going on a one year's leave of absence and spoke very highly of the cooperation and assistance received from the Mounds View Police Department. Engineer Hubbard reported that the four -way stop at Silver Lake Road and County Rd. H -2 had been installed. Councilmember Baumgartner reported that the Planning Commission will be meeting March 9th at 7:30 PM. The Planning Commission will hold a public hearing regarding the proposed interchange at Red Oak Drive and the new Trunk Highway 10 at 8:00 PM March 23rd. Admin. Achen indicated press releases will be going out to newspapers on the subject and an article will be in the upcoming newsletter. Representatives from the Dept. of Transportation will attend to discuss citizen concerns about the interchange and possible alternatives. Representatives from the City of Blaine will also be invited. Councilmember Rowley attended a Planning Zoning Institute last week with Paul Fedor and Gerald Foss of the Planning Commission. She stated it was informative and it reiterated many of the things Attorney Meyers has stated concerning zoning. Councilmember Ziebarth thanked Admin. Achen for his help in winding up the grant monies for the city sign. He also commented on the impressive performance of the girls' gymnasts at a recent Parks Recreation Commission meeting. The Parks Recreation Commission will be presenting an updated five -year plan in the next month or so. Councilmember Ziebarth mentioned that he would be meeting with Bill Lester of the Metropolitan Council next Tuesday. 5 ayes February 28, 1977 Page 5 Councilmember Hodges asked Admin. Achen to set up a system for feedback to councilmembers and citizens with complaints. He would like the complainant and the councilmember who takes the complaint to be informed of the action taken by staff; perhaps a letter would be best. Councilmember Hodges also asked Admin. Achen to check with Ramsey County to find out when they would put the pump on in Lakeside Park, as it seems to be quite low. Councilmember Hodges mentioned that he and Admin. Achen had attended the LMC Legislative Conference and commented on several of the bills discussed unemployment compensation, uniform local government election years. Mayor Pickar stated that last Thursday he signed a proclamation designating March as Minuteman Month, an effort to inform citizens of the role the national guard plays in the community, as well as its state obligations. Mayor Pickar also commented on the well conducted Vietnamese new year celebration at the Bel Rae Ballroom. He would welcome the activity again. Council discussion on dedication of the city sign was set aside for an upcoming agenda session at which time a date will be decided upon. Councilmember Ziebarth brought to the attention of the Council a pamphlet put out by the Defense Civil Preparedness Agency entitled "Protecting Mobile Homes From High Winds It was suggested that the Boy Scout Troop deliver several copies of the pamphlet to the various mobile home courts office buildings. Mayor Pickar stated that the Annual Appreciation Dinner for the City would be held March 5th at the Bel Rae Ballroom. The dinner committee is planning presentations to various persons and organizations who have donated items to the city and community in general and to staff persons with 10 or more years of service.
