CITY OF MOUNDS VIEW

A regular meeting of the Mounds View City Council was called
to order by Mayor Pickar at 7:30 PM, March 28, 1977, at the
Mounds View City Hali, 2401 Highway 10, Mounds View, MN 55112.

MSP (Baumgartner Hodges) to approve the minutes of the March 14,
1977, regular meeting.
CITIZEN COMMENTS AND REQUESTS: Howard Neisen, 5150 Irondale Rd.,
expressed his appreciation for the flowers sent to his mother's
funeral. He discussed the tax breakdown areas and tax increases.
There was a memo from Admin. Achen which basically provided
figures on assessed values, levies and mill rates. The average
tax increase should have been about 13.4
Councilmember Baumgartner questioned whether the State will
provide financial assistance for dutch elm control in the cities,
and whether cities will be required to match state funds.
Representative Neisen indicated that several proposals are pending
in the Legislature on the subject or shade tree disease control.
He is not certain which proposals have the most likelihood of
passage.
APPROVAL OF CONSENT AGENDA: Mayor Pickar asked that Item C be
removed from the consent agenda with regard to approval of speci-
fications for the purchase of front mounted rotary mower.

ITEM B. Adopt Resolution Nos. 812 -818 reapportioning assess-
ments for the following subdivisions, respectively: Widger
Addition (Francis Widger) major subdivision; Charles
Hermann Addition major subdivision; Leroys Addition (Leroy
Johnson) major subdivision; Dorothy Richardson minor
subdivision of 8443 Red Oak Drive; Charles Betts minor
subdivision of 8315 Red Oak Drive; Sandra Burke Harley
minor subdivision of 8351 Groveland Rd.; and Eugene Koll
minor subdivision of 8432 Eastwood Drive.
ITEM D. Adopt Resolution No. 819 approving Moe Homestead
Addition final plat which meets the requirements established
by the Council in approving the preliminary plat on January
10, 1977.
ITEM E. Adopt Resolution No. 820 approving Rosenquist Addition
final plat which meets the requirements established by the
Council in approving the preliminary plat on July 26, 1976.
An Agreement deferring the assessments on the Outlot has
been executed by both the city and applicant according to
terms recommended by the city attorney and previously
approved by the Council.
ITEM F. Set public hearing on Rindahl Addition preliminary
plat for 7:40 PM, Monday, April 11, 1977.
ITEM G. Set public hearing on Berwyn Addition preliminary
plat for 7:50 PM, Monday, April 11, 1977.
ITEM H. Appoint Pamela Young, 2685 County Rd. H -2, as recording
secretary for City Council meetings to be paid at a rate
of $40 per meeting.
ITEM I. Approve March 28, 1977, bills for payment.

Regarding Item C, Mayor Pickar expressed concern that the specifi-
cations for the front mounted rotary mower were designed around
one particular manufacturer's model and that they would exclude
other potential bidders. Admin. Achen stated that he thought the
specifications were written around one piece of machinery but
that was intended to establish a standard rather than exclude
other bidders. The specifications indicate that other manu-
facturers can propose equipment of equal or superior quality.
It is difficult to write specifications any other way without
doing considerable research on technical aspects of the equipment.
This requires technical expertise and much time. Councilmember
Ziebarth asked if the items underlined in the specifications cor-
relate to the underlined statements in the above paragraph.
Admin. Achen stated that he assumed the underlined areas were to
be emphasized. Councilmember Ziebarth asked how do the manufacturers
that bid react to the specifications? Admin. Achen stated that
he would not know until bids are received. If only one or two
are received, it may indicate a problem exists in our specifications.
MSP (Pickar- Hodges) to approve the specifications for purchase
of a front mountei rotary mower and set the opening of bids for
10:00 AM, Monday, April 11, 1977.
EXTENSION OF DEADLINE FOR SUBMITTING CLARA FORD ADDITION FINAL PLAT
Admin. Achen explained that the Council approved the Clara Ford
Addition preliminary plat last May 10, 1976. On May 21 Mrs.
Ford withdrew her subdivision request. Then on March 24, 1977,
she requested the City proceed to approve the final plat. Since
the six month time limit for submission of the final plat had
expired, it is necessary for Council to waive the deadline. She
was represented at the Council meeting by Ken Sjodin, who
explained that Mrs. Ford had withdrawn her request on May 21,
1976, because she did not want to subdivide her property on the
centerline as the Planning Commission and Council had requested.
Then on March 24, 1977, she decided to proceed.
The final plat does conform to the terms of Council approval of
the preliminary plat plus the engineer's requirement of an
additional 30 foot drainage easement. The latter is in keeping
with the recommendations of the Banister Short Storm Drainage
Report. Admin. Achen recommended Council approve the final
plat.
MSP (Pickar Rowley) to approve a time extension not to exceed
30 days (April 28, 1977) for the Clara Ford Addition.
MSP (Hodges Rowley) to adopt Resolution No. 821 approving the
final plat of the Clara Ford Addition.
TEMPORARY SIGN PERMIT FOR FASHION DISCOVERY AT MOUNDS VIEW SQUARE
SHOPPING CENTER
There was no one present Lo represent Fashion Discovery. Fashion
Discovery erected a temporary 6x10 foot interior lighted sign on
the Center parking lot without a sign permit. The staff directed
that the sign be removed until the City Council issues such a

permit. Fashion Discovery has applied for a 30 day permit to
install the portable sign to advertise the opening of their store.
Admin. Achen said that Fashion Discovery feels it is necessary
to have this extra advertising for their new opening in the
Center. Councilmember Hodges felt that a 30 -day permit should be
allowed to advertise a grand opening, but that all signs must
have a permit.
MSP (Baumgartner Ziebarth) to grant Fashion Discovery a 30 -day
temporary sign permit to expire on April 30, 1977. The sign
shall not have blinking lights.
EMPLOYEE ASSISTANCE PROGRAM
Admin. Achen explained that at a cost of $4 annually per employee
(approximately $152), Mounds View can participate in the employee
assistance program through the Ramsey County Employee Guidance
Service. Admin. Achen explained that the fee is zero through
June 30, 1977. He anticipated that the $4 annual fee would be a
continuing, on -going cost, and that if state funding reduces,
the fee could increase further. Councilmember Ziebarth believes
that the cost is on a graduated scale. Mayor Pickar would like
to find out more about it. Councilmember Hodges asked if we are
going to join now, can we drop out later if the cost becomes
prohibitive? Admin. Achen said we are not legally committed
to continue participation. There are presently 33 full -time
employees in addition to 4 permanent part -time employees. The
agency is for referral service only, not treatment. The program
was started as an alternative to dismissal in cases where employees
have alcohol and drug problems. These problems are difficult
for the employee to admit and difficult for the supervisor to
handle. The program is an excellent method for the employer
to offer help to an employee without getting personally involved.
MSP (Pickar Ziebarth) to adopt Resolution No. 822 authorizing
participation in the employee assistance program.
ADMINISTRATORS REPORT: Admin. Achen presented an explanation
of the recent property tax statements received by homeowners.
Levies and mill rates were discussed. Admin. Achen stated
that the police department tour is scheduled for Thursday evening,
March 31. The tour will give Council an opportunity to see the
St. Paul jail, the County dispatching center, and the Woodview
Detention Center. On Wednesday morning, March 30, department heads
will tour the public works facilities.
ATTORNEY MEYERS REPORT: Attorney Meyers discussed his recent
conversation and correspondence with Art Goebel Ford concerning
the bid they made on a police car for the City. The ART GOEBEL
FORD BID was accepted by the City, along with the check they
posted, but due to a strike by Ford personnel, delivery of the
car was delayed. After repeated delays the city decided to cancel
the order because of the urgent need for a replacement of a
police squad car. The Art Goebel representative did not feel
that this was fair because they fully intended to deliver the

car. Due to problems beyond their control, the delivery was
postponed for a lengthy period of time. After the strike was
resolved and the assembly plants going again, they informed the
City that delivery could be made within a very short period of
time. However, due to backup orders, all special orders such as
police cars, were set aside until production was caught up. Thus
the car was delayed even longer. The City finally cancelled the
order and placed one with Chrysler, at a higher cost.
Admin. Achen stated that this matter had caused the City to suffer:
the trade in unit was in bad repair and hampered police operations.
In addition the city had to pay more for the vehicle it finally
did receive. He stated that the dealer should have been more
open and honest about the delivery date. However, in the interest
of good community relations Mayor Pickar stated that perhaps
the check should be returned to Art Goebel Ford. The City would
like to have more bidders on police cars and would not want to be
blacklisted by this incident.
MSP (Hodges Ziebarth) to return the bid deposit to Art Goebel
Ford with a note from the City Administrator explaining the city's
concerns in the matter.

COUNCILMEMBER HODGES requested that the survey for the Ramsey
Council Welfare Department be put on the agenda for the next
Council agenda meeting. He mentioned that he had received
the fire department annual financial report.
COUNCILMEMBER BAUMGARTNER reported that he had received complaints
of trail bikes on the Kraus Anderson property. The "No Trespassing"
signs from last year are down, and the bikers from outside the
city apparently are practicing in the area. He requested that
the City contact whoever they talked to last year to get the signs
back up and to have the police enforce it, so as to nip it in the
bud.

MAYOR PICKAR discussed the CLEAN DAY APRIL 23rd. Official letters
will be sent out, and Council seek assistance from civic organiza-
tions as in the past. Councilmember Hodges stated that there were
two extra cases of trash bags from last year in the maintenance
building. Mayor Pickar stated that he will not be in town for
the next Council meeting and asked Councilmember Hodges to officiate
