PROCEEDINGS OF THE CITY COUNCIL
CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
A special meeting of the Mounds View City Council was called to
order by Mayor Pickar at 7:00 PM on Wednesday, June 22 1977,
at the Mounds View City Hall, 2401 Highway 10, Mounds View, MN 55112.
Councilmember Hodges arrived at 7 :15 PM.

Administrator Achen explained this meeting tits called to provide
additional time before Council action on the T.H.10 overlay
project for Mn /DOT to prepare information regarding the possibility
of a median opening and signal between County Roads H and H -2 on
old T.H.10. He stated that City staff met with District 9 DOT
staff and reviewed the City's position on this matter. The City
desires to obtain one median opening to provide access for
commercial and industrial growth in this area on both sides of
T.H.10.
District 9 Engineer Charles Burrill stated Mn /DOT will be before
the City Council three times this summer for project approval:
(1) this project for skid resistance improvement and bituminous
overlay of T.H.10, (2) a project to realign the semaphore mast
arm at County Road H -2, County Road I and Silver Lake Road on
T.H.10, and (3) a noise barrier project along the east side of
I -35W in Mounds View.
He stated that Mn /DOT generally opposes median crossovers, but
that he understands the City's desire to allow development in
this area. He also understands the City's attempt to get agree-
ment of the several property owners to a single median opening.
Administrator Achen stated Mn /DOT's general reluctance to
additional crossovers makes sense while T.H.10 is a high speed,
major arterial. However, in just six years, new T.H.10 is planned
to replace that roadway. Then old T.H.10 will become a minor
arterial and the reluctance to approve the additional median
openings will make less sense.
Mr. Burrill suggested Council could formally approve this project,
and at the same time take formal action to request Mn /DOT's
cooperation in securing a new median opening on T.H.10 between
County RoadsH and H -2.

Councilmember Ziebarth stated he hoped the City and Mn /DOT could
cooperate in this matter. He stated that the City needs some
assurance of Mn /DOT willingness to reevaluate their opposition
to the median opening.
Mayor Pickar stated that the District 9 Traffic Engineer Glen
Van Wormer, has been very helpful to the City in the past, and
that the City would like to continue these good relations.
Councilmember Baumgartner asked whether Mr. Burrill has
authority to grant the median opening or must the City get
final approval from someone higher in Mn /DOT.
Mr. Burrill stated the central Mn /DOT office gives district
engineers discretion and authority in these matters. He will
have authority to make such a decision. He promises full coopera-
tion in resolving this matter.
MSP (Pickar Baumgartner) to adopt Resolution No. 839 giving local
approval to the skid resistance bituminous overlay project on
T.H.10.
MSP (Baumgartner- Rowley) to direct City Administrator to prepare
a resolution, which requests Mn /DOT approval of the median
opening and signal, for Council consideration at the June 27,
1977, meeting.
MSP (Rowley- Hodges) to adjourn at 7:40 PM. 5 ayes
