HomeMy WebLinkAboutMinutes - 1977/10/03A special meeting of the Mounds View City Council was called to order by Mayor Pickar at 7:00 PM on October 3, 1977, at the Mounds View City Hall, 2401 Highway 10, Mounds View, MN 55112. Members Present: Also Present: Mayor Pickar Councilmember Hodges Councilmember Baumgartner Councilmember Rowley Councilmember Ziebarth PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Clerk- Administrator Achen Mayor Pickar explained that the purpose of this meeting is to receive public comments and input on the proposed 1978 budget. He asked Administrator Achen to explain the changes that Council has made in its budget work sessions to date. Administrator Achen distributed a memorandum explaining those changes. He indicated that General Fund current revenues will increase by $3,000 for electrical inspection permits. He indicated that a corresponding $3,000 increase in the Inspections Department expenditures will result from the costs of the electrical inspector. The Fire Department budget has been reduced to $44,000. The Recreation Department budget has been increased $300 to provide a full $500 subsidy of the Sunrise Seniors. Administrator Achen also stated that the Council has decided to install a new hockey rink and lighting in Greenfield Park rather ,han redo the existing rink and lighting at Woodcrest Park. The fencing and ballfield at Woodcrest Park have also been deleted from the budget. In place of the ballfield for Woodcrest and Edgewood Jr. High School is now a $3,300 appropriation for ballfields south of Highway 10. Mayor Pickar asked if there were any citizens present desiring to comment or make suggestions on the budget? There were none. Councilmember Baumgartner indicated that he could see the possible problems with putting a ballfield at Woodcrest Park without also installing the knockdown hockey boards. He supported the staff's recommendation that the possibility of expanding ballfield facilities at Edgewood Jr. High School be pursued. Councilmember Baumgartner asked whether the S7,500 included in revenue sharing expenditures for finishing city hall basement included the costs of remodeling the basement for the Recreation Department offices. Administrator Achen responded that it does not The latter is covered by 56,800 appropriated in the 1977 budget from revenue sharing. Councilmember Ziebarth asked whether the costs for finishing the city h °ii basement included a room divider to allow more than one group at a time in the basement. Administrator Achen indicated that staff had not had time to prepare a cost estimate for that, but that a divider could be included as an alte- native when bids are requested on the project. October 3, .377 Page 2 Administrator Achen recommended Council authorize the expenditure of revenue sharing funds for finishing city hall basement ($7,500) and energy conservation improvements to city hall ($8,500) in 1977. He indicated by combining these two projects with the remodeling of the Recreation Department offices into one large project more competitive bids might be obtained. He also indicated that the energey conservation improvements would be beneficial this winter if they could be installed in time. MSP (Baumgartner Rowley) to adopt Resolution No. 864, Adopting the 1978 City Operating Budget. MSP (Pickar- Hodges) to adopt Resolution No. 865, Certifying the 1978 General and Forestry Funds Property Tax Levies. MSP (Ziebarth- Hodges) to adopt Resolution No. 866, Certifying the Bonds and Interest Collectible in 1978. MSP (Baumgartner- Hodges) to adopt Resolution No. 867, Authorizing Issuance of Equipment Debt Certificate. Councilmember Baumgartner stated that he wishes to commend the staff for the amount of time and energy they expended in preparing the budget and the detailed background information they provided Council. Mayor Pickar agreed and on behalf of the entire Council thanked the staff. MSP (Hodges Ziebarth) to adjourn at 7:35 PM.
