CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
A special meeting of the Mounds View City Council was called to
order by Mayor Pickar at 7:12 PM on May 30, 1978 at the Mounds
View City Hall, 2401 Highway 10, Mounds View, Minnesota 55112.

Administrator Achen explained that this special meeting was
called because Council already decided to meet tonight with the
Storm Sewer Advisory Task Force. Since it would be three, rather
than two, weeks between regular Council meetings, this was an
opportunity to handle two items of pending business, selection
of a finance officer and final plat action on the Pleasant Acres
plat proposed by Keith Harstad.
Mayor Pickar reviewed the administrator's recommendation that
Donald Brager be offered $17,500 to start and $19,000 after
successful completion of the probationary period and up to $800
toward the costs of moving his household from Fairmont to the
Twin Cities.
MSP (Baumgartner- Rowley) to authorize the administrator to offer
Donald Brager $17,500 a year to start, $19,000 after successful
completion of the probationary period, and up to $800 moving
expense.

Mayor Pickar asked whether the Storm Sewer Task Force had any
comments on the Pleasant Acres plat.
Neil Loeding noted that the lots in this plat on Spring Lake Road
drain into a system which is inadequate for a three year storm
according to the SEH Report. However, he prefers the approach
Council is taking by making a common sense evaluation of the
potential drainage problems rather than relying solely upon a
technical engineering report.
MSP (Pickar- Hodges) to adopt Resolution No. 899 approving the final
plat of Pleasant Acres subject to the following conditions: no
basement be constructed less than 907 in elevation without drain
tile; garage floor elevations shall be a minimum of 18 inches
above street centerline grade; payment of the SDM charges. 4 ayes

MSP (Pickar- Hodges) to adopt Resolution No. 900 authorizing
execution of Development Agreement 78 -15 for Pleasant Acres
including a performance guarantee of $2,500 and the drainage
conditions stipulated in Resolution No. 899 approving the final
plat.
MSP (Hodges Rowley) to adjourn at 7:22 PM.
