A special meeting of the Mounds View City Council was called to
order by Acting Mayor Hodges at 7:13 PM on January 2, 1979, at
the Mounds View City Hall, 2401 Highway 10, Mounds View, Minnesota
55112.

Acting Mayor Hodges introducer Notary Public Sr. Accounting Clerk
Dorothy Sandgren to administer the oath of office to newly elected
Councilmembers and Mayor.
Mrs. Sandgren administered oaths to Councilmember Donald Hodges,
Councilmembc_ Charlotte Forslund and Mayor Duane McCarty.
Acting Mayor Hodges turned the meeting over to Mayor McCarty.
Bill Doty, 3049 Bronson Drive, asked whether this is a legally
called Council meeting. Mayor McCarty stated that it is.
MSP (Rowley Ziebarth) to postpone action on appointments to
various commissions until January 22, 1979, regular meeting.
MSP (Ziebarth Rowley) to amend motion to set a deadline of
January 17, 1979, for applications of persons interested in
appointment to the commission vacancies.
Councilmember Rowley requested that notice of commission vacancies
be published in the January filth issue of the New Brighton Bulletin
and notice placed on the Highway 10 sign.
Mayor McCarty indicated that he would be willing to fill the
liaison assignments of outgoing Mayor Pickar and that Councilmember.
Forslund has agreed to fill Councilmember Baumgartner's liaison to the
Planning Commission.
Councilmember Ziebarth suggested that before making liaison,
assignments Council should consider designating a Member to act
as liaison to Ramsey County. He suggested liaison assignments be
postponed until Council discusses these at a work sesE
Councilmember Hodges suggested a Member attend +.he Planning Commi °.sion
meetings in the interim. Mayor McCarty asked Councilmember Forslund
whether she would be willing to do so. She agreed.

MSP (Hodges Ziebarth) to delay Council liaison assignments until
the January 22, 1979, regular meeting.
Councilmember Hodges indicated that the New Brighton Bulletin
and the First State Bank of New Brighton have served the City
well as long as he has been on the Council.
Councilmember Ziebarth asked Administrator Achen what his experience
has been with these two. Administrator Achen stated that both
have served the City well in the four and a half years he has
been with the City.
MSP (Forslund Rowley) to designate the New Brighton Bulletin as
the official newspaper and the First State Bank of New Brighton as
the official depository and Councilmember Hodges as Acting Mayor.
Mayor McCarty announced the January 3rd Charter Commission meeting
which will include a presentation by the League of Minnesota
Cities.
Mayor McCarty read a statement of the four themes he will pursue
as Mayor: more consistent and thorough communication of Council
activities to the community, active support of the City's efforts
to resolve the Anoka County Airport issue in the City's favor,
a deliberate approach to the issue of land development, and a
commitment to economy in government.
Councilmember Forslund suggested that each Councilmember serve as a
liaison to a department head. This would give
each department head a Councilmember to express their problems
to and get prompt response.
