PROCEEDINGS OF THE CITY COUNCIL
CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
A regular meeting of the Mounds View City Council was called to order by
Mayor McCarty at 7 :30 p.m. on June 25, 1979, at the Mounds View City Hall
2401 Highway 10, Mounds View, MN 55112.

MSP (McCarty /Rowley) to approve the June 11, 1979, minutes as corrected.
APPROVAL OF CONSENT AGENDA
Councilmember Rowley stated that Item J regarding Resolution #994 on The Aviation
Safety and Noise Reduction Act" should be sent to the proper people.
Mayor McCarty asked Acting Administrator Anderson the results of the City's
investigation at the Launching Pad. Acting Administrator Anderson stated that
the report did not uncover any irregularities. Installation of a fence is the
only problem at this time and Al Hartinger, owner of the Launching Pad, is willing
to install a fence without webbing. Staff stated it was an eyesore.

CITIZEN COMMENTS AND REQUESTS
Maynard Bowman, 8046 Long Lake Road, stated he obtained a building permit through
the City and that his neighbor did not like the height of the windows. Mayor McCarty
stated that any appeal had to be in writing and would then be put on future C.,uncil
agenda.
Neil Loeding, 5046 Longview Drive, wanted a correction made on Page 7 of the June 11,
1979, minutes regarding the developer. Councilmember Ziebarth asked that he put
his correction in writing for clarification at the next Council meeting.
Councilmember Rowley said the statement should reflect the George Halverson development.
Tom Fuller, 8466 Eastwood Drive NE, was concerned about what he had heard at the
public hearing for Highway 10 and wanted a resolution stating objection to the
relocation since it included an interchange north of Red Oak Drive.
Mayor McCarty asked that the Launching Pad's license be removed from the consent
agenda.
MSP (Rowley /Ziebarth) to approve the consent agenda, minus the Launching Pad

MSP (Ziebarth /Rowley) to approve license of the Launching Pad conditional upon
installation of webbed fence and curbing to protRct it and /or the posting of a bond
which guarantees it be done within 30 days, and that a 6 x 18 curb and bond to be
110% of the cost be obtained before license is granted. 5 ayes
ITEM A. Award the seal coating bid project to lowest bidder, Allied
Blacktop at the total cost of $30,786.29
ITEM B. Adopt Resolution No. 989 denying the minor subdivision request
of Kenneth Sjodin for the property described below:
The North 1/2 of Lot 47, Auditor subdivision No. 89, Ramsey
County, Minnesota, except the east 200 feet and the north
152.5 feet thereof
ITEM C. Adopt Resolution No. 990 denying the request of Bayport Builders
for a minor subdivision of Lot 19, Spring Lake Park Hillview
Addition
ITEM D. Adopt Resolution No. 991 ratifying Acting Administrator Anderson's
administrative actions from January 8, 1979 through June 29, 1979
ITEM E. Authorize payment to Mounds View Company #1 as per development
agreement No. 78 -25 totaling $18,391.01
ITEM F. Approve the employment of Marie Ament as Sr. Accounting Clerk
at $4.85 /hour effective June 18, 1979, and at the rate of
$5.20 /hour effective January 1, 1980
ITEM G. Approve Jack Shields as the City Weed Inspector at the rate of
$10 /inspection not to exceed $100 per year to be paid out of
the City's contigency account
ITEM H. Adopt Resolution No. 992 authorizing staff to acquire mobile
radio units through the Minnesota Planning Board block grant.
ITEM I. Adopt Resolution No. 993 declaring June 24 through July 1, 1979,
as Minnesota Park and Recreation Week.
ITEM J. Adopt Resolution No. 994 recommending the defeat of H.R. 3492,
"The Aviation Safety and Noise Reduction Act"
ITEM K. Authorize staff to enter into a contract with Mid -West Planners
Inc. to complete the Mounds View comprehensive update as required
by the Metropolitan Council.
ITEM L. Approve the June 25, 1979, bills for payment: expenditures/
$127,276.67; payroll account $3,624.43

MOUNDS VIEW INDUSTRIAL PARK
Building and Zoning Official Rose stated the proposal was to combine two lots, lot
#2 and lot #3, of existing Mounds View Industrial Park #2 and to resubdivide them
into seven lots. All proposed lots meet minimum lot size requirements. The
applicants have proposed a street system which is functional and further request
that the City install public improvements and assess back to the benefitting
properties. Improvements requested include sewer, water, storm sewer, street,
and curb and gutter.
Mayor McCarty asked about subdividing and wanted to know what would happen if one
of these lots was sold to a buyer. Attorney Meyers stated that zoning takes care
of land use. Developers should post sufficient bond. Building and Zoning Official
Rose gave clarification of process.
Mayor McCarty wanted to know if there were any problems with lot #7 being on a
flood plain. Building and Zoning Official Rose explained direction for development
on lot #7 would be later in the process and restrictions, if any, would come at
that time.
MSP (McCarty /Rowley) to get conceptual approval for preliminary plat for Mounds View
Industrial Park.

Councilmember Forslund stated her nay was because of her concern for specific
types of development being planned, and there are no letters in regard to this
development area from the Rice Creek Watershed, DNR, PCA. I feel this is a vital
area, being adjacent to Rice Creek, and feel there is not enough information
available.
Building and Zoning Official Rose explained that each tot would have specific
information as they developed and at that time development agreements would be
entered into.
MAJOR SUBIDVISION GALE ADDITION 8277 GROVELAND ROAD
Building and Zoning Official Rose reported that Short Elliott- Hendrickson had
reviewed the plans and specifications pursuant to the Council's request. Further,
that Dan Boxrud of Short Elliott- Hendrickson submitted to the City a letter of
recommended changes in the plans and specifications. Staff recommends that they
be included in the final plans and specifications for the City approval. The
development agreement will include $22,000 of bonding, $1,500 cash escrow for
inspection of public improvements, and will contain the usual exhibits of plans
and specifications, site plans and Exhibit 2 A.

MSP (McCarty /Ziebarth) to approve final plat including the recommendations from the
letter to the City of Mounds View, June 19, 1979, from Dan Boxrud regarding a 6 -inch
valve added at Fairchild to facilitate testing procedures; the asphalt cement in the
bituminous material that should be 120 -150 penetration; the City should be given
24 -hour, rather than 1 -hour, notice on existing valve closings; and the watermain
should be tested at 150 psi with only 1/2 of the specified leakage allowed.

McDONALD'S RESTAURANT /DEVELOPMENT AGREEMENT
Staff recommends that the permit be granted pursuant to receiving the applicant's
bonding for $6,775. Councilmember Hodges wanted to know why they wanted such a high
fence. Councilmember Ziebarth understood that they plan to have a menu board and
speaker post and wanted to know the average time between order and pickup. The owner
replied 20 seconds and it would save energy by driving through rather than stopping
and starting the car to go into the building. Councilmember Ziebarth asked if he
could deal with snow removal in that area and the owner replied that he could.
MSP (McCarty /Rowley) to approve the request of McDonald's, 2201 Highway 10, to install
a drive through window west of the existing building contingent upon their entering
into a development agreement with corrected site plan; building plans and specifications;
bonding in the amount of $6,775 which covers curb and gutter, paving, fencing, sodding
and parking space marking. The fencing on the property is to be 6 -8 feet high,
running the length of the building approximately 201 feet. 5 ayes
Neil Loeding, 5046 Longview Drive, criticized speculation and said an agreement
would be different. He didn't want an economic burden for other tax payers.

COUNCILMEMBER ROWLEY'S REPORT
Councilmember Rowley stated that there was going to be a Lakeside Park meeting at
7:30 p.m., Thursday, June 28, in the Council Library.
COUNCILMEMBER ZIEBARTH'S REPORT
Councilmember Ziebarth requested Acting City Administrator Anderson to write to
the City of Bloomington asking for September 1975 comprehensive noise code and
wanted a copy of that to go to the Planning Commission. He also stated that there
was a Parks Recreation meeting Thursday, June 28, at 6:30 p.m.
COUNCILMEMBER HODGES' REPORT
Councilmember Hodges stated the Youth Service Bureau had discussed moving from
Roseville to Lake Owasso. They were also beginning budget requested and copies
would be sent to the Administrator.

ATTORNEY MEYERS REPORT
Attorney Meyers had no report.
MAYOR McCARTY'S REPORT
Mayor McCarty wanted to know if the MPCA was contacted regarding the race track that
was requested at the last Council meeting. Building Zoning Official Rose stated
we had received a reply from them and he had sent them a schedule of speedway
events. Mayor McCarty stated we had received a letter from Herbst regarding cleanup
and wanted to know if we had responded. Acting City Administrator Anderson stated
he had not seen the letter, but would do so.
Nancy Burmiester, Planning Commission member, stated Jerry Foss had resigned at
the last meeting. Upon written notification, the Council will appoint Peg Mountain
to fill the vacancy.
ACTING ADMINISTRATOR ANDERSON'S REPORT
Acting City Administrator Anderson stated there were two licenses for approval that
were not on the agenda as they were received late. (1) Best Steak House and
(2) Dalan Builders.
MSP (Hodges /Ziebarth) to approve the two licenses.
Acting City Administrator Anderson stated that the Mounds View area was severely
hit by the Tuesday, June 19, storm. Approximately 600 trees were lost, the Sands
Apartment building was severely hit, a mobile home was knocked from its foundation
in Colonial Trailer Court, an empty trailer was knocked down next to Fedor's and
we lost a couple of telephone poles. Some citizens were concerned about removal of
branches.
Acting City Administrator Anderson stated he had met with Kraus Anderson regarding
the Silver View Park project and will get specific direction from the Council as
to how they want to proceed. This will be on the July 9 agenda. Acting Administrator

at 9:00 a.m. and that formal flower gardens were being planted in the front of
City Hall.
Councilmember Ziebarth officially thanked Bruce Anderson again for the fine job
done.
