Members Present: Mayor McCarty, Council- 2. ROLL CALL members Forslund, Rowley, Hodges, Ziebarth Members Absent: None Also Present: City Attorney Meyers, City Administrator Nelson, Building Zoning Official Rose, Police Chief Grabowski, Public Works Superintendent Decheine, Parks Recreation Director Anderson, Finance Director Stager. Rowley made the motion, seconded by Ziebarth, 3. APPROVAL OF MINUTES to accept the minutes of 9/10/79 as corrected. OF 9/10/79 5 ayes 0 nays Ziebarth made the motion, seconded by Rowley, to adopt the Consent Agenda of 9/24/79. (See attached) 5 ayes 0 nays Betty Skelly, representing the League of Women Voters, submitted a suggestion for Council approval that the League prepare a type of bulletin board with names of public officials, i.e., Mayor, Council members, etc., with telephone numbers, to be posted outside the Council Chambers. She also requested a map of the City with streets and precincts shown and numbered, in order that the public may ascertain this information without having to check with City Staff. She also stated the Mayor and Councilmembers will regularly receive the League bulletin so as to keep informed of League activities. The Council approved the League posting the above bulletin board and map in City Hall. Regular Meeting September 24, 1979 Mounds View City Hall 2401 Hwy. 10, Mounds View MN 55112 1. CALL TO ORDER CONSENT AGENDA 4. RESIDENTS REQUESTS COMMENTS FROM THE FLOOR MOUNDS VIEW CITY COUNCIL Regular Meeting Page 2 September 24, 1979 The Mayor closed the Regular Meeting and opened the Public Hearings. The City Administrator explained the proposed budget for 1980 in detail. It will be submitted to Ramsey County by October 10, 1979. The City Administrator explained the pro- posed useage, as suggested by Staff, for the $146,801 of federal revenue sharing funds which would be available for 1980. Neil Loeding, 5046 Longview Drive, challenged the $15,000 item for Park Comprehensive Plan. Park Recreation Director Anderson explained that the City currently has no such plan, and there is a real need for a working plan for the future. He explained that it would: 1) help in the grant process, i.e., a grant is more likely given to a city with a comprehensive plan; and 2)would 'nelp from a legal standpoint. The $15,000 would mostly be for reimbursement of a consultant firm to work with staff and the Parks Commission to put the plan together. He further indicated it would be necessary to obtain a feeling from the community as to their needs and desires. Betty Skelly, League of Women Voters, stated that a survey of this type had been done some time ago by the League. Public Works Superintendent Decheine stated the County is still doing snowplowing; however, the rates will increase due to the facts that gasoline prices have gone up, and the union contracts expire this year. Public Works will be meeting with the crews to obtain a better understanding as to the services needed, when, etc. police Chief Grabowski stated the Force has lost one man by resignation. As a result, personnel will have to be shifted, and civil service tests conducted in an effort to fill the vacancy. Finance Director Brager stated the ability to provice financial information had improved in 1979 because of the implementation of a con•ruterized payroll program. PUBLIC HEARING OF REVENUE SHARING SNOWPLOWING FOR 1980 POLICE DEPARTMENT FINANCE DIRECTOR REPORT MOUNDS VIEW CITY COUNCIL Regular Meeting Page 3 September 24, 1979 going into program budgeting, looking into services the City is providing, giving information to Council at budget time, etc. Building Zoning Official Rose stated the department is hoping to complete the Comprehensive Plan update by mid -June. Several ordinances will be revised according to the updated Comp. Plan, i.e., regarding wetlands, drainage, etc. The department is looking forward to the implementation of topographical maps. The Mayor closed the Public Hearings and reopened the Regular Meeting. Ziebarth: 1) Informed of a Park Recreation 7. REPORTS OF COUNCIL meeting scheduled for 9/27/79. MEMBERS /ADMINISTRATOR 2) Re: memo from Nelson about a meeting of Mounds View School Board /Staff on 9/25/79: would like them to discuss the subject of snow removal of walkways adjacent to school property, i.e., whose responsibility it is. Hodges: Informed of an important Charter Commission meeting on 9/26/79 at 7:30 PM. (Agenda session at 7:00 PM) Rowley: No report Forslund: 1) Reported from Planning Commission meeting that the Sahara Investment Company, planning to build a bank /office building on Hwy. 10 and Red Oak Drive, and desiring a good rapport with the community, wish to have a meeting at 7 :00 PM October 3, 1979, with the citizens. 2) Inquired as to the status of the master plan of the airport, and suggested that when public meetings on this subject are held, they be held in the Mounds View area. McCarty: 1) There are two applications for Planning Commission ex official position. Council decided to interview the applicant before the 10/1/79 agenda session, one at 6:30 PM, the other at 6:45 PM. 2) Inquired as to the status of cable TV. Nelson said he would explain later in his report. BUILDING ZONING OFFICIAL REPORT MOUNDS VIEW CITY COUNCIL Regular Meeting Page 4 September 24, 1979 3) Passed on to the City Administrator a letter from the Governor re: fining emergency housing shelters, especially for senior citizens, in the event rheir fuel is disconnected before the Governor's relief program is underway. Nelson: 1) Cable TV: Have received one application for cable TV commission from Bob Hedlund. Stated he had attended a meeting, along with Arden Hills, Roseville, and St. Anthony, with the first commission of cable TV, comprised of many South Mpls. suburbs. That commission was successful and are in the implementation phase. We may or may not be linked with this commission; the concern is that it may be too large. Nelson cautioned the Council against acting before sufficient information is available. 2) Hwy. 10: Had a meeting with Robinson of MnDOT. They are desirous of a public meeting; Nelson suggested they contact specific concerned citizens to have neighborhood meetings. City Hall has been offered as a meeting place. Staff is in the process of drafting an improved Hwy. 10 proposal, to be ready in late Nov. or early Dec., which would impact on the decision- making process. Robinson plans to attend the 10/1/79 agenda session to answer questions outlined in our resolution and get Council guidance. 3) Pig's Eye: A group of citizens in Uisc. concerned with the quality of the river, have contacted NWCC re: violations standards to rhim'1 V trP'ted se'igr. ,nrn the river. The PCA has proposed a defer- ment of building in 16 communities, including Mounds View, thus preventing sanitary skier hook -up up to two years. Have contacted PCA and been informed they will honor permits until the end of the year. lose and Nelson plan to attend a meeting with PCA 9 /25/79 at 2:00 PM,to participate and express concerns. 4) County Rd. I: Presently taking quotes for paving and appears to be expensive. May have to consider alternative when it gets to sewer; have insufficient funds to cover. One alternative may be possibility of assessing benefitted property owners. More information will be provided Council when it becomes available. ADMINISTRATOR'S REPORT: CABLE TV UPDATE HIGHWAY #10 MPCA SEWER PROBLEM SEWER MAIN BREAK MOUNDS VIEW CITY COUNCIL Regular Meeting September 24, 1979 Page 5 5) Received a note in the mail 9/19/79 regarding a new provision on volunteer firemen's association; won't affect the City's budget. 6) Received a phone call regarding a violation of housing code involving pests. A warning has been issued to the violators. 7) A bill for $200 and another dated 7/19/79 for $1,000 has been received from Dr. Machmeier, of Resource Engineer, who was asked to do a review of the Citizens Task Force Report, specifically the Ardan Ave. situation. The question is raised whether or not the City authorized this expenditure. On 5/29/79 Council authorized $200 for a 4 -hour on -site inspection. A letter was sent by Acting Administrator Anderson in May stating that if he were to do a report, he should submit a proposal to do su, however it doesn't reflect such a proposal exists. McCarty read a recent letter from Machmeier that if the bill is not paid, the copies of Machmeier's report should be collected. Nelson feels this would be almost impossible. Rowley made the motion, seconded by Forslund, that the City Council make payment of the $200, per the Council motion of 5/29/79. (Invoice #910) (Nay vote: Ziebarth, who felt Council should wait to pay the $200 until an understanding is reached of Machmeier's position in order to reach a two -sided solution to this problem.) 4 ayes 1 nay McCarty made the amendment to the motion, seconded by Hodges, that Staff be directed to make immediate contact with Dr. Machmeier to see if we can settle the extra $1,000 bill in a mutually agreeable manner. (Invoice #911 under Resource Engineerin) 5 ayes 0 nays Rowley called for the question, seconded by Ziebarth. 5 ayes 0 nays ROWLEY REPORT MACHMEIER REPORT /BILLING .MOUNDS VIEW CITY COUNCIL Page 6 Rose explained that the property in question lies within Mounds View but is owned by the State of Minnesota Department of Transportation. It is a natural area and good for storm water retention. At this time the State is agreeable to returning this tract of land to Mounds View. Mr. Watson, owner of the raceway property, and industrial developer in the city of Blaine, was present. He would like to see some of this natural area taken from the floodplain in order to make it developable. Rice Creek Watershed looks at this favorably. Judicial ditch #1 will remain, but will divert and be picked up at a later point. This would keep the same volume, but take some pressure off the ditch. Ziebarth made the motion, seconded by Hodges, to adopt Resolution #1025, first paragraph only, striking the second, third and fourth paragraph. No report. The entire agenda may be adopted by the Council in one motion. The motion for adoption is non debatable and must receive unanimous approval. By request of any individual Council Member, any item can be removed from the consent agenda and placed upon the regular agenda for debate.
