CALL TO ORDER October 1, 1979 at City Hall at 6:35 p.m. Members Present: Mayor McCarty, Council- 2. ROLL CALL members Forslund, Hodges, Rowley, Ziebarth. Also Present: Clerk- Administrator Nelson The City Council had mailed notices to Sharon McCarthy, Jean Miller, concerning their interests in being appointed ex- officio members of the City's Planning Commiss on. Nelson stated that Mrs. Miller could not attend the meeting. Sharon McCarthy was able to attend the meeting and the City Council had some general comments with her concerning the appointment and asked her about her interests in this position. The City Administrator noted to the City Council that pursuant to their direction the City had been in contact with the MnDOT. Further, that Mr. Craig Robinson would provide the City Council with an update of the status of Highway 10 and was prepared to address the resolution sent forward by the Staff outlining th City Council f!= outlining the I G I.UUIII. 1 I Glllll. (Note that the above stated resolution is 1016) The first question Mr. Robinson addressed was location of the signalization for non -built Highway 10, upgraded Highway 10, and relocated Highway 10. Mr. Robinson noted that the signalization for no -built would be the same as it presently is found on Highway 10. Signalization found on upgraded Highway 10 would have two additions, one in the vicinity of 36W and another in the vicinity of 65. The signalization for relocated Highway 10 would only be at the ramp interchanges. Robinson next addressed the issue of excess to the three proposals. He stated that in the case of the present Highway 10 there would obviously be no chances in the Excess locations. HIGHWAY 10 UPDATE MOUNDS VIEW CITY COUNCIL Regular Meeting Page 2 October 1, 1979 With regards to upgrade Highway 10 the access points would be at the proposed interchanges and /or on present through streets. The access points for relocated Highway 10 would be at the proposed entry ramp or interchange. There would no other access points on new Highway 10 unless frontage roads were created within the City. Mr. Robinson reminded the City Council that upgraded Highway 10 would need additional 120 feet of right -of -way or approximately 60 feet on either side of the median to improve or upgrade Highway 10. Mr. Robinson further noted that due to the amount of citizen opposition that the MnDOT has received that they are preparing plans for the design for upgraded Highway 10. He further stated that the Department was desirous of reaching a resolution on this Highway project so that funding could be secured. To that end they hope to have the upgraded Highway 10 plan completed by the end of November or the first of December. They would then coordinate with the respected municipalities to have additional public hearings or meetings to inform the public and be able to show them the plans of upgr'aded and relocated Highway 10. Mr. Nelson noted to the City Council that the relationship between MnDOT and the City was excellent and that there has been some meetings with them to iron out any problems of communication. Tom Fuller, 8054 wondered if it was possible to have two meetings on Highway 10. One for the north half of the City and the other for the south half of the City. The purpose of it would be to review plans on relocated Highway 10. The second would be to compare relocated with upgraded Highway 10. He thought this may draw 100 or so people. Mr. Robinson noted that a decision on the plans now appear to be January or February. Robinson further stated that the reason for this decision was to insure the location not the design of the road or interchanges. Sharon Nelson asked Mr. Robinson why the plans showed that Red Oak Drive was labeled Airport Road. Robinson responded to the question raised about Airport Road by stating that the Department had inadvertently labeled the interchange as Airport Road, since it was referred that way by Blaine. 4. HIGHWAY 10 UPDATE (continued) MOUNDS VIEW CITY COUNCIL Regualar Meeting Page 3 October 1, 1979 Dennis Pietrine of 8434 Sunnyside Road expressed a concern about the impact the relocated Highway 10 and interchange would have on the elementary school in the area. Council thanked Mr. Robinson for his meeting with the City Council and looked forward to having dates set for additional public infor- mation meetings regarding Highway 10 and the upgraded plans for Highway 10. City Administrator submitted to the City Council four resolutions to be adopted by the City Council with respect to the 1980 budget adoption. Ziebarth moved the adoption of Resolution No. 1028 adopting the 1980 City's Operating Budget and it was seconded by Rowley. Motion carried: 5 ayes 0 nays Hodges moved the adoption of ResolutionNo. 1029 Authorizing the Issuance of Debt Certifi- cates in 1980. This was seconded by Ziebarth. Motion carried: 5 ayes 0 nays Forslund moved the adoption of Resolution No. 1030, Certifying Bonds and Interest to be collected in 1980. This was seconded by Rowely. Motion carried: 5 ayes 0 nays Rowley moved the adoption of Resnlution No. 1031, Certifying 1980 General and Forestry Funds Property Tax Levies. This was seconded by Hodges. Motion carried: 5 ayes 0 nays This ended the City's actions on adopting the 1980 Budget. The City also received from the City Finance Director request to accept pledges of security from the First State Bank of New Brighton on certificates of deposits at that bank. Hodges moved the adoption of Resolution No. 1032, Acception Pledges of Security from the First State Bank of New Brighton. Forslund seconded the motion which carried: 5 ayes 0 nays 5. ADOPTION 1980 BUDGET MOUNDS VIEW CITY COUNCIL Pa _4 October 1, 1979 The Finance Director submitted to the City 6. AUDIT FOR 1980 Council a request to reappoint the George M. Hanson Company to prepare the 1979 Audit for the City of Mounds View. After some general discussion on this matter, Ziebarth moved'to authorize George M. Hanson to conduct the audit of the City's 1979 fiscal year to a price not to exceed $5,300. It was seconded by Rowley. The motion carried; 5 ayes 0 nays The Building Official Steve Rose submitted a letter of the City Council from the engin- eering firm, Short Elliott- Hendrickson, on a project for sewer and water main south of County Road I on Silver Lake Road. The City Council had some general discussion on this matter and would take the matter up at a future date. The Mayor asked if their was any further business before the City Council and upon hearing none, asked for motion to adjourn. Ziebarth moved the adjournment of the October 1, 1979, Council Meeting and it was seconded by Rowley.
