CALL TO ORDER Special Meeting of April 21, 1980 at 8:50 P.M. This meeting had been announced at the April 14th meeting. PROCEEDINGS OF THE CITY COUNCIL CITY OF MCUNDS VIEW RAMSEY COUNTY, MINNESOTA Members Present: McCarty, Forslund, 2. ROLL CALL Hodges, Rowley, and Ziebarth. Also Present: Clerk- Administrator Nelson, Finance Director Brager, and Building Zoning Official Rose. Rose provided the City Council with 3. SILVER VIEW PARK an update on the redrafting of RESOLUTION 1100 Resolution 1100. The Staff had been directed to amend Articles 2, 3, 4. The Staff had met and worked out the appropriate language pursuant to Council direct. Hodges moved the adoption of Resolution 1100, which states the Council pre- liminary concept approval of the Silver View Park /Oak Park Lake proposal. It was seconded by Ziebarth. 5 ayes The motion carried. 0 nays Rose noted that this resolution was 4. RESOLUTION 1104 prepared as a seventh rider to the St. Paul Water Works approval to work within their right -of -way. Ziebarth moved to adopt Resolution 1104 as the seventh rider to the St. Paul Water Works permit. Rowley seconded. The motion carried. 5 ayes 0 nays Special Meeting April 21, 1980 Mounds View City Hall 2401 Hwy. 10, Mounds View MN 55112 MOUNDS VIEW CITY COUNCIL Special Meeting April 21, 1980 Page 2 Rose stated that this resolution 5. RESOLUTION 1102 was for reapportionment of taxes at the end of Mustang Lane. The taxes had been divided to ensure a fair division of the assessments. Ziebarth moved the adoption of Resolution 1102 on reapportionment of taxes. Rowley seconded the motion. 5 ayes The motion carried. 0 nays The City Council took up the issue 6. COMPENSATION STUDY of whether or not to commission a Compensation Study for the non -union members of the municipal employees. After a brief diEcussion on this matter, the Mayor asked for a motion. Ziebarth moved to commission a Compensation Study for the non -union members of the City employees to be conducted by Stanton and Associates, Inc. for the quoted price of between $5900 $6900. Rowley seconded the motion. The motion carried. The motion carried. 5 ayes 0 nays The Chief of Police had requested 7. POLICE RADIO through the Administrator to change MAINTENANCE CONTRACT the Police Radio Maintenance Contract from Motorola, Inc. to CapLial Elec- tronics. He had investigated what the surrounding cities are doing on this same matter and found that they also were requesting similar changes. There would also be a $30 /month savings by having Capital Electronics do the work. Rowley moved to authorize Chief of Police to enter into an agreement for radio maintenance with Capital Electronics and to cancel the contract with Motorola, Inc. Forslund seconded the motion. 5 ayes 0 nays MOUNDS VIEW CITY COUNCIL April 21, 1980 Ziebarth inquired into the status 8. STREETLIGHTS of the streetlight placement on Greenfield. Nelson noted that there had been no change from the last negative response from the affected neighbors. Ziebarth moved to install the Greenfield Streetlight on Co. Rd. H -2 at 2925 Co. Rd. H -2, on the northside, due to the lack of positive response by the Greenfield residents. Hodges seconded the motion. The motion carried. The motion carried. 5 ayes 0 nays Ziebarth also requested that Nelson prepare a memo on how to divide the duties of his position to the Department Heads for the April 28th Meeting. Ziebarth moved to adjourn the 9. ADJOURNMENT meeting of April 21, 1980. Forslund seconded the motion. 5 ayes 0 nays The meeting was adjourned at 9:10 PM.
