Drainage Problem- Pleasant View CONSENT AGENDA April 28, 1980 The consent agenda is a technique designed to expedite handling of routine and miscellaneous official business of the City Council. The entire agenda may be adopted by the Council in one motion. The motion for adoption is non debatable and must receive unanimous approval. By request of any individual Council member, any item can be remove from the consent agenda and placed upon the regular agenda for debate. May 12, 1980. PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The Mounds View City Council was called to order at 7:30 P.M. on April 28, 1980, by Mayor McCarty. Members Present: McCarty, Rowley, Hodges, and Ziebarth. Members Absent: Administrator reported that Councilmember Forslund was absent due to illness. Also Present: City Attorney Meyers, Clerk Administrator Nelson and Building Zone Official Rose. Mayor announced that the councilmembers did not have copies of these minutes available at this time and that this would be put on the next meeting's agenda. City Council considered approval of minutes for the April 14th special meeting. Mayor called for any corrections or additions to the minutes as submitted. Mayor asked that the first sentence in the minutes agenda item #9 read as follows "The Mayor requested the status of the negotiations for the 1980 Union Contract regarding local issues." Rowley moved to adopt the April 14, 1980, special meeting minutes as amended. Hodges seconded the motion. The motion carried. 4 ayes 0 nays City Council considered approval of minutes for the April 14, 1980, regular meeting. Mayor called for any corrections or additions to the minutes as submitted. Ziebarth- 1. Requested that Don Brager's memoes be attached to the March 31st minutes and that this be included in the correction noted at the April 14th meeting. 2. The motion on page 7 should include Council's acceptance of David Freemore s resignation. 2. Correct on Minutes Agenda Item #18 that "Rowley made a motion Ziebarth moved to adopt the April 14, 1980, regular meeting minutes as amended. Hodges seconded the motion. The motion carried 4 ayes 0 nays City Council considered approval of minutes for the April 21, 1980 special meeting minutes. Mayor called for any corrections or additions to the minutes as submitted. Rowley moved to adopt the April 21, 1980, special meeting minutes. Ziebarth seconded the motion. The motion carried. 4 ayes 0 nays Mayor asked if there were any comments from persons in the audience. There were no replies. Mayor deferred the Council reports in order to address items on the agenda for whom representatives were in the audience. Mayor referred to the letter from Rice Creek Watershed District (dated April 23, 1980) requesting Mounds View to join in a feasibility study with Spring Lake Park regarding this drainage problem. Mr. Sandahl was in the audience and he commented on his continuing frustration with the situation. Mayor made a motion that City Council join in the drainage feasibility study for $600 with SEH as engineer and that 20% of this cost would be Mounds View's share, providing Spring Lake Park agreed to pay the additional 80 Further, the City disclaims any liability in the matter and the money to pay the City's share will be taken from the SDM fund. Ziebarth seconded the motion. The motion carried. 4 ayes 0 nays Regular Meeting April 28, 1980 6. APPROVAL OF APRIL 21, 1980 SPECIAL MEETING MINUTES 7. PERSONS TO BE HEARD FROM THE FLOOR 8. DRAINAGE PROBLEM LOREN SANDAHL 8280 Pleasantview Drive MOUNDS VIEW CITY COUNCIL Page Three Ziebarth made a motion that Council accept the items on the consent agenda with the Mayor noting for the public's attention that Item C stated the Bayport Acres preliminary plat application continued public hearing is set for 8:00 P.M. on May 12, 1980. Rowley seconded the motion. The motion carried. 4 ayes 0 nays Administrator Nelson referred the Council to the memo from the Finance Director of the City indicating the quotations from the insurance agencies. He noted these proposals were not actively solicited by the City. He also noted that since the memo had been written, the Finance Director had requested that Council consider obtaining the public officials liability portion from the Donohue Thornton Agency and the remainder of the coverage from the Transcontinental Brokers. He felt this would allow a good cross reference of information for the coming year as well as not require additional expense for the entire coverage. A discussion followed. Mayor made a motion that the City's insurance policy be placed with Transcontinental Brokers for all coverage. Hodges seconded the motion. The motion carried. 4 ayes 0 nays Bruce Anderson informed the Council that out of 12 applicants, Janice Wiehle was felt to be the ideal candidate. She would be available to start May 14th and she also requested some time off (without pay) during the summer. Rowley made a motion that Janice Wiehle be hired for the position of administrator's secretary at $5.85 /hour beginning May 14th. Ziebarth seconded the motion. The motion carried. 4 ayes 0 nays Rowley made a motion that Janice Wiehle be guaranteed one week without pay during the coming summer months and that she be allowed to take the Monday after the Fourth of July weekend off (without pay) per her request. Hodges seconded the motion. The motion carried. 4 ayes 0 nays 10. CONSENT AGENDA Regular Meeting April 28, 1980 11. INSURANCE PACKAGE FOR THE CITY 12. APPLICATIONS FOR ADMINISTRA- TIVE SECRETARY MOUNDS VIEW CITY COUNCIL Page Four Council noted that there would be a two week interim before the new secretaries were starting. Rowley made a motion that we authorize staff to ask Pat Michna to work an additional 4 hours per day during this period and that her pay come out of the administrative budget. Hodges seconded the motion. The motion carried. 4 ayes 0 nays Mayor made a motion that Bruce Anderson be appointed to be the temporary clerk- administrator and that his signature be placed on authorization cards. Further, he will be bonded for this posi- tion and he should be appointed the responsible party for all documents effective Nay 1, 1980. The motion carried. 4 ayes 0 nays Mr. Anderson requested that an information meeting be held to explain fully to him the expectations of the Council and himself in this temporary role. This will be done tomorrow morning (4/29/80). Official Rose has interviewed three applicants and found the most qualified candidate to be Renate Vick. Rowley made a motion to hire Renate Vick for $5.00 /hour with a probable starting date of May 14, 1980. Zieharth seconded the motion. The motion carried. 4 ayes 0 nays Official Rose noted that two other employees are currently receiving lower rates than this figure and this discrepancy needs to be addressed during the compensation study. Official Rose noted that the City has received a letter from Rice Creek Watershed regarding Dynamic Builders proposed duplexes on Woodlawn Drive. Rose suggests the Council discuss this at the next work- ing session on May 5, 1980. Regular Meeting April 28, 1980 13. TEMPORARY SECRETARIAL HELP FROM POLICE DEPARTMENT 14. APPOINTMENT OF BRUCE ANDERSON TO TAKE ON ADDITIONAL DUTIES OF CLERK- ADMINISTRATOR ON A TEMPORARY BASIS 15. SECRETARIAL REPLACEMENT FOR BUILDING AND ZONING OFFICIAL 16. DRAINAGE PROBLEM WOODLAWN DRIVE MOUNDS VIEW CITY COUNCIL Regular Meeting Page Five April 28, 1980 Councilmember Ziebarth noted that at the IBA meeting, Bruce Anderson had made some complimentary remarks regarding the positive interchange between the City and the school district, IBA,in particular. Councilmember Ziebarth noted Jeff Nelson's contri- butions and helpful assistance as Clerk- Administrator to the City and the Council. The Council wished him well in his future endeavors. Councilmember Hodges noted that he had attended the Youth Service Bureau meeting on April 24th. They were working on some funding from United Way as well as reviewing their goals and purposes. Councilmember Hodges received a copy of the new bill MN Statutes Chap. #201 from the Fireman Relief Associa- tion and referred this to Attorney Meyers for review. Councilmember Hodges noted a good turnout for Clean -Up Day on April 26. (Mayor McCarty thanked Councilmember {-lodges at this time for taking over some of his respon- sibilities in this function. The Mayor was unable to participate more this year because of other commitments.) Councilmember Rowley asked when street sweeping was going to begin. Administrator Nelson reported that it was starting this week. Rowley made a motion to allow the public works superin- tendent to lift the weight restrictions on the city streets, effective today, April 28, 1980. 7iebarth seconded the motion. The motion carried. 4 ayes 0 nays Councilmember Rowley noted that two places a.: the League of Minnesota City Conferences (the second week in June) had been budgetcd for by the City. She requested attendance at this meeting. Councilmember Rowley noted that TRA had suspended their master airport plan because of legislation H.F. 2476 that ended the funding for the upgrading of the airport. Mayor McCarty made a motion to appoint Ed LeTendre, 2088 Rustad Lane, as Festivities Commissioner. Ziebarth seconded the motion. The motion carried. 4 ayes 0 nays 17. COUNCIL REPORTS ZIEBARTH HODGES ROWLEY MAYOR MCCARTY MOUNDS VIEW CITY COUNCIL Page Six Mayor McCarty made a motion that the public works superintendent be requested to, as soon as possible, install the handicapped signs in the City Hall's parking lot. Ziebarth seconded the motion. The mution carried. 4 ayes 0 nays Mayor McCarty thanked Betty Skelly (resident), Edna Young (senior citizen), and Peg Mountin (Planning Commission) for attending the meeting with Governor Quie regarding H.F. 2476 legisla- tion pertaining to the airport. Mayor McCarty thanks the Mounds View community who voiced their opinions to Governor Quie on the House File 2476. Mayor noted that Lakeside Park Commission still has an opening and that he would like to see a senior citizen apply for this position. Mayor asked Donna Bowman (in the audience) for a report on the parks this summer. She reported that they had full events for Tuesdays (puppet Wagon), Wednesdays (special events), and Thursdays (Sr. Citizen Day) beginning May 18, 1980. Mayor McCarty made a motion that the Council meet with the City engineer and the public works superin- tendent on May 6th at 7:00 a.m. with Virgil Beyer (Excavator) at the Arden Avenue Park to explore possi- bilities for solving the drain outlet problem. Mayor McCarty indicated that he had gone through earlier and chain saws and clean -up plus 8 -10 hours of work for $350 would relieve the ditch obstruction. Ziebarth seconded the motion. The motion carried. 4 ayes 0 nays Attorney Meyers reported that he had a meeting with the representative from MnDOT for the limited use permit in the area south of the Watson property today and that he would be reported further to the Council on this matter. Attorney Meyers also reported a discussion with the Highway Department regarding the interchange for the proposed Highway 10 and suggested a meeting with them to discuss exactly what the requests of Mounds View are. ATTORNEYS REPORT MOUNDS VIEW CITY COUNCIL Page Seven Attorney Meyers also reminded Council that there would be a staff meeting tomorrow morning (4/29) at 9:00 A.M., at the request of Bruce Anderson, to clarify his temporary position as clerk administrator. There may be more than two council members present at this meeting also. There being no further business before the City Council, Rowley made a motion for adjournment and it was seconded by Ziebarth.
