Members Present Councilmembers Forslund, Rowley, Ziebarth, Hodges and Mayor McCarty. Staff Present Clerk- Administrator Pauley and Finance Director Brager. Mayor McCarty explained salary discrepancy and indicated 12.5% would be necessary which would result in a net increase of $374,017.50. Mayor McCarty reviewed proposed budget changes as summarized by a staff memo of October 7, 1980. Council entered into general discussion regarding budget and proposed changes. Councilmember Rowley made a motion, seconded by Ziebarth, to adopt budget as presented by staff with changes as itemized in October 6 memo from the Finance Director exclusive of the Revenue Sharing Fund. Ayes Hodges, Rowley, Ziebarth Nays Forslund, McCarty Rowley made a motion, seconded by Ziebarth, to adopt Resolution No. 1168 Resolution Adopting the 1981 City Operating Budget. Ayes Hodges, Rowley, Ziebarth Nays McCarty, Forslund Hodges made a motion, seconded by Ziebarth, to adopt Resolution No. 1169 Resolution Certifying the 1981 General and Forestry Funds Property Tax Levies. Ayes Rowley, Hodges, Ziebarth, McCarty Nays Forslund Ziebarth made a motion, seconded by Rowley, to adopt Resolution'No. 1171 Resolution Authorizing Issuance of Equipment Debt Certificate, Prescribing the Form and Details Thereof, and Levying Taxes for the Payment Thereof.
