Discussion with Staff Regarding the Staffing of the Receptionist Position and Temporary Staffing of Accountant Position SPECIAL COUNCIL MEETING City of Mounds View January 19, 1981 The meeting was called to order at 6:23 p.m. in the Mounds View City Hall Council Chambers. Members Present: Councilmembers Forslund, Hodges, Blanchard, Doty, and Mayor McCarty Staff Present: Clerk- Administrator Pauley Mayor McCarty opened the meeting by stating that the Clerk- Administrator needed direction from the new City Council prior to their work session on January 25, 1981, in order for the staff to have clear understanding of the direction the new City Council wishes to pursue. Mayor McCarty stated that he felt that whatever projects were instigated by the old City Council, such projects would have to be reaffirmed by the new City Council prior to the implementation. Councilmember Doty stated that his major concerns for the next few years would be the level of revenues the City *r ^I? 1 d rP receiving and the need to keep expenditures under control. He stated that he does not want to hire any new City employees until after the January 25, 1981 work session and only when he is convinced that filling of the position is necessary for the efficient operation of the City. Councilmember Forslund indicated that she was also concerned about the revenues and expenditures of the City and would be wanting to review all proposals budgeted or unbudgeted for purchases exceeding a specified dollar amount. SPECIAL MEETING ESTABLISHING INITIAL POLICY DIRECTION UNDER THE NEW CITY COUNCIL Special Council Meeting January 19, 1981 Page 2 Clerk- Administrator Pauley reaffirmed his desire and that of the City staff to work with the new City Council in implementing the policies and programs they feel are necessary. Pauley also indicated that he felt it would be necessary for the Council to determine the level of services they feel should be provided to the citizens of Mounds View prior to making any decisions regarding the level of staffing in the City's departments. Mayor McCarty indicated that he looked forward to the working session with the City Council and had great expec- tations for the next two years. Doty made a motion, seconded by Forslund, 4.
