The purpose of this meeting is for the second reading of Ordinance No. 301 An Ordinance Prohibiting Development of Private Wetlands On An Interim Basis. Mayor ah# SPECIAL COUNCIL MEETING City of Mounds View February 17, 1981 Mayor McCarty called the Special Meeting to order at 7:07 p.m. in the Mounds View City Hall Council Chambers. Members Present Councilmembers Doty, Forslund, Hodges and Mayor McCarty Members Absent Councilmember Blanchard Others Present Clerk- Administrator Pauley, Building and Zoning Official Rose and Finance Director Brager Mayor McCarty opened the meeting by indicating he felt the need to consider amendments to Ordinance No. 301. MOTION: Mayor McCarty made a motion, seconded by Councilmember Forslund to reconsider Ordinance No. 301 for amendments. Ayes -4 Nays -0 MOTION CARRIES Mayor McCarty indicated that he felt the intent of the ordinance was not to unrea- sonably restrict alternatives the Council might wish to consider for a final wetlands ordinance and cited examples. Mayor McCarty made a motion, seconded b Cronn Doty, to amend Ordinance No. 301 as follows: 1. Strike second sentence of the first paragraph of 1.01(1). 2. Change the second paragraph of 1.01(1) to read, "The City antici- pates land use applications con- cerning land development which could have a significant impact on the City's Long Range Plan with regard to zoning and wet- land preservation. The City Council has determined that a wetlands management study is desireable in order to evaluate the development and control of private wetlands." DATE APPROVED: 02/23/81 1. CALL TO ORDER 2. Change 2.02 to read, "This Ordinance shall be in force for one year from its effective date, unless renewed or repealed. MOTION CARRIES Building and Zoning Official Rose pre sented the maps which were proposed to be included as Exhibit A. The Council approved Exhibit A to include the Water Resources map from Ramsey County Soil and Water Conservation District, City maps of the wetlands and wetland data sheets from the Ramsey County Soil and Water Conservation District. Councilmember Hodges made a motion, seconded by Councilmember Forslund, to adopt Ordinance No. 301 as amended. Ayes Forslund, Hodges, Doty and McCarty Nays 0 MOTION CARRIES Councilmember Forslund made a motion, seconded by Councilmember Doty to authorize the Clerk- Administrator to advertise for the position of Recording Secretary at the budgeted amount of $55 per meeting, interview applicants, and recommend the hiring of an applicant to the City Council. Ayes 4 Nays 0 MOTION CARRIES Building and Zoning Official Rose ad- vised the Council that Mr. Ken Sjodin, representing the Gayle Addition Plat, was present and that all documents regarding the modification of the plat would be submitted for consideration by the Council at their next regular meeting.
