Adjournment CONSENT AGENDA July 27, 1981 The consent agenda is a technique designed to expedite handling of routine and miscellaneous official business of the City Council. The entire agenda may be adopted by the Council in one motion. The motion for adoption is non debatable and must receive unanimous approval. By request of any individual Councilmember, any item can be removed from the consent agenda and placed upon the regular agenda for debate. ITEM A. Refer Claim from H. R. Adopt Resolution No. 1337 Resolution Approving Just and Correct Claims Against City Funds PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The Mounds View City Council was called to order by Mayor McCarty at 7:30 PM on July 27, 1981. MEMBERS PRESENT: Councilmembers Blanchard, Forslund and Hodges, and Mayor McCarty. It was noted that Councilmember Doty was absent. ALSO PRESENT: Clerk- Administrator Pauley, Building and Zoning Official Rose and City Attorney Meyers. Motion /Second: Blanchard /Hodges to approve e minutes of the July 13, 1981 meeting as asented. 3 ayes 0 nays 1 abstention Councilmember Forslund stated she was abstain- ing from the vote as she had not been present at the July 13 meeting. Tim Grabe, 7635 Greenfield Avenue and 7639 Woodlawn Terrace, stated he had been billed a late charge on his utility bill and did not feel it was justified. He presented docu- mentation to Attorney Meyers. Mayor McCarty asked that Attorney Meyers look into it. Frank Blasiak, 5479 Adams, and Dennis Kowalik, 5464 Adams asked if anything could he done to slow down the traffic in their area, such as speed bumps or signs, etc., due to a walkway in their neighborhood. Mayor McCarty replied that Staff would be in touch with them and would come out and view the area and discuss the possibilities. Consent Agenda Mounds View City Council July 27, 1981 Regular Meeting Page 2 tion /Second: Hodges /Forslund to approve the con- sent agenda, minus Item B, and waive the reading. 4 ayes 0 nays Mayor McCarty expressed concern with the expla- nation provided on the ballot regarding Ordinance No. 303 and asked that it be clarified. Motion /Second: McCarty /Forslund to approve Item B as amended. 4 ayes 0 nays Attorney Meyers reported that the Launching Pad lawsuit is being dismissed. He added he has received correspondence related to the matter and recommended that the Council wait for a clarification before considering any applications. Attorney Meyers left the meeting at 7:48 PM. Dewey Kasma and Tom Kirk of Toltz, King, Duvall d Anderson, and Gary Ginner, of Planning ,sign and Research Engineers, Inc. made a .etailed presentation of their proposal for an infiltration /inflow analysis for Mounds View, and answered questions from the Council. Mayor McCarty thanked them for their time and stated that the City would be in touch with them. Public Works Superintendent Decheine reviewed the areas where the maintenance crews had been working, such as seal coating, mowing, preparing a backup well and checking into the water contamination problem at the Arsenol. Motion /Second: McCarty /Hodges to authorize Staff to test the City wells in conjunction with the Health Department recommendation regarding contamination of wells at the Arsenal. 4 ayes 0 nays Finance Director Brager reported that the iancial report had been issued and audit 1 been finished. He stated they were `ginning work on budget preparations earlier than usual and were still waiting for revenue estimates. He added they were Motion Carried Motion Carried 6. Report of Attorney 7. Building and Zoning Official Rose reported that building permits were down slightly year -to -date and that a great deal more remodeling was being done versus new construction. He stated that many housing inspections and reinspections were being done. He added that the Planning Commission and Staff have begun a review of the zoning codes and subdivision codes. Parks, Recreation and Forestry Director Anderson reported that the new forestry arrangement was working very well. He stated that the summer recreation programs were drawing to a close, and that a joint commission between Mounds View, Arden Hills, Shoreview and New Brighton was being established to help coordinate all the programs. stated that they had experienced some problems th the use of the City picnic facilities and one policy would have to be reviewed. He reported the park referendum was coming up August 18 and that they were in the process of getting the information out to the public. Park Director Anderson stated that the Festival in the Park had generated $4,600. Mayor McCarty stated that he f the Fe tivities Commission had done an ex- cellent job and wanted to recognize them in some special way. Clerk- Administrator Pauley reported he would be taking comments from the Mayor's memo of July 22 to the Council and any additional comments from the Council and sending a memo to the Met Council. Mayor McCarty reported that he and Clerk- Adminis- strator Pauley had met with representatives of the Metropolitan Airport Commission the past week regarding their capitol improve- ment plan. He added that Mounds View and Spring Lake Park will have a joint meeting ro discuss the Master Plan on July 29. 9. Review of Metropolitan Council Request for Comment on MAC Anoka County- Blaine Airport Plan Mounds View City Council July 27, 1981 Regular Meeting Page 4 erk- Administrator Pauley referred to a Letter received from Fire Chief Fagerstrom requesting City assistance in staffing the fire department. He added that Department Heads would be asking Staff for volunteers, and would be screening the volunteers and giving a list to the Council for their consideration. Motion /Second: Hodges /McCarty to approve the concept of having fire fighters from the City work force, and have the Depart- ment Heads see if they can come up with volunteers from Staff. 4 ayes 0 nays Clerk- Administrator Pauley stated he would prepare guidelines to cover compensation and so forth. Clerk- Administrator Pauley stated he was satisfied with the facts that Fire Chief "Thgerstrom had presented in his request r additional funds for replacement of -an engine on fire engine No. 8. Motion /Second: McCarty /Forslund to approve Resolution No. 1342, whereas the Fire Department budget for 1981 does not provide for the contingency, and whereas equipment failure has caused extra expense to the Fire Department and those extra expenses cannot be identified in the present budget, whereas the Mounds View City Council authorizes Staff to transfer from the contingency fund $4,537 to provide for repair of equipment necessary for fire coverage to the City. 4 ayes 0 nays John Mathern of Langenfeld Sons reviewed their request to the City. Building and Zoning Official Rose reviewed the sewer and watermain plans. Motion /Second: McCarty /Hodges to approve Solution No. 1336 and waive the reading. 4 ayes 0 nays 10. Planning Case 94 -81 Motion Carried Mounds View City Council July 27, 1981 Page 5 Regular Meeting Clerk- Administrator Pauley asked for direction -om the Council on what they would like to do .th the I &I studies. He strongly recommended .hat a decision be made no later than September 1, and preferrably by August 15, in order to assure that funding was still available. Councilmember Forslund stated she felt they should interview more firms and allow them each a chance to make their presentation. Clerk- Administrator Pauley replied that they were all aware that they might not be interviewed at all. Mayor McCarty asked each Councilmember to review all the manuals they had received and be prepared to discuss the issue at the August 3 agenda session. Official Rose had no report. Councilmember Blanchard stated the Council had attended the ground- breaking ceremony earlier in the evening for the Kraus Anderson development. She stated she especially wanted to thank Staff, particularly Building Zoning Official Rose and Clerk- Administrator Pauley, for the excellent job they had done in working :.th the developer over a long period of time. Councilmember Forslund had no report. Councilmember Hodges reported that he had checked areas in the City for water problems after the heavy rains but had not seen much water. Mayor McCarty reported that the Wetlands Committee would be meeting at 7 PM on July 30. Mayor McCarty requested that the culvert grate between Quincy and Jackson be placed on the next agenda. He also added he had reviewed the Arden Avenue system again. Motion /Second: McCarty Forslund to direct Staff to inform the Council of the cost and location of the manhole needed to complete the ability to clean the Arden Avenue system at the outlet. 4 ayes 0 nays 13. Report of Administrator Motion Carried 16. Adjournment Motion Carried I, Duane McCarty, request a Special Council Meeting on Monday, July 27, 1981, 5:40 p.m. at the Mounds View City Hall. The purpose of this meeting is to discuss storm water drainage. The Mounds View City Council was called 1. CALL TO ORDER to order at 5:45 P.M. on June 27, 1981 by Mayor McCarty. Members present: Hodges, Forslund, Blanchard, and Mayor McCarty. Others present: Attorney Richard Meyers and Clerk- Administrator Pauley. Absent: Doty. Mayor McCarty opened the meeting by 3. STORM DRAINAGE discussing the status of the Storm MANAGEMENT Drainage Management (SDM) Fund and FUND future projects which might be financed with monies from this fund. City Attorney Richard Meyers reviewed with the Council the conditions under which SDM fees were collected and eligible uses for the funds. Mayor McCarty asked when SDM fees are due and payable. Meyers advises that Chapter 25 of the Municipal Code calls for payment when a building permit is issued. Motion /Second: Forslund /Hodges to 4.
