The purpose of this meeting is to discuss the following: 1. Changes to Chapter 25, Storm Drainage Management Fund 2. New Position Descriptions 3. Personnel Code Duane W. McCarty Mayor PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The Mounds View City Council was called to order at 6:15 p.m. on November 5, 1981, by Mayor McCarty. Members present: Hodges, Forslund, Doty, Blanchard, and Mayor McCarty. Others presents: Clerk- Administrator Pauley and Parks, Recreation, Forestry Director Anderson. Parks, Recreation, Forestry Director Anderson presented a proposal to the Council for dealing with the warming houses which had been condemned by the Fire Department. He reported that five options had been presented to the Parks and Recreation Commission during the October meeting, with the Commission decision being that the Oakwood Park building would be given to the Frontiersman Club, and the other buildings first being offered to local volunteer organizations, and the remainder being sold. The Parks and Recreation Commission determined that the Oakwood Park, Hillview Park, and Woodcrest Park buildings would be available for disposal. Motion /Second: Doty /Blanchard to accept the Park and Recreation Commission recommendations. 5 ayes 0 nays The City Council reviewed the revisions proposed by Mayor McCarty to the SDM Code, Chapter 25, along with a Staff report on the impacts that these revisions would have on projected revenues from the SDM Charge. It was the concensus of the Council that an Ordinance be drafted to amend Chapter 25 to reflect the proposed revisions and be presented for its first reading at the Council Meeting on November 9th. CHANGES TO CHAPTER 25, STORM DRAINAGE MANAGEMENT FUND Mounds View City Council November 5, 1981 Special Meeting Page Two The Council then entered into a lengthy discussion on the proposed Position Descriptions resulting from the recently approved reorganization of the Public Works and Building and Zoning Departments with Clerk- Adminis- trator Pauley. A concensus was reached on the language for each of the Position Descriptions involved, Engineering /Planning Technician, Building Inspector, Public Works Superintendent, Director of Public Works /Community Development. A lengthy discussion was entered into with Clerk- Administrator Pauley regarding the Revenue Shortfall being experienced by the State of Minnesota and its impacts upon the City of Mounds View as it would relate to the deferral of payments of local govern- ment aid and homestead credit payments. It was the concensus of the Council that State Senator Don Frank and State Representative Paul McCarron be invited to the November 27, 1981 Regular Meeting for a review of the impacts these pay- ment delays would have on the City of Mounds View. 5 ayes Respectfully submitted, Donald F.
