HomeMy WebLinkAboutMinutes - 1982/01/255 ayes 0 nays 5 ayes 0 nays PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The Mounds View City Council was called to order by Mayor McCarty at 7:30 PM, on January 25, 1982. ALSO PRESENT: City Attorney Meyers, Clerk/ Administrator Pauley, Finance Director Brager, Public Works Superintendent Decheine and Police Corporal Brick. Motion /Second: Doty /Forslund to approve the January 11, 1982 minutes as corrected. There were no residents requests or comments from the floor. Motion /Second: Hodges /Blanchard to approve consent agenda and waive the reading of the resolutions. Finance Director Brager presented the Council with copies of the December 1981 Financial Reports. Finance Director Brager reviewed staff memorandums discussing the impacts of the recently adopted State Financing Bill (HF -2) indicating that 1982 Local Government Aids and Homestead Credits to the General Fund would be reduced in the amount of $60,485.57, the Shade Tree Grant Program was eliminated which, along with a reduction in Homestead Credits, would result in a reduction of aids to the Forestry Fund in the amount of $4,660.54. Finance Director Brager also indi- cated that as a result of the reductions in the Homestead Credit, the Improvement Bond Fund would have a revenue loss in the amount of $107.25 and the Refunding Bond Fund would have a revenue loss of $774.36. FOURTH QUARTER 1981 DEPARTMENT HEAD REPORTS Mounds View City Council January 25, 1982 Regular Meeting Page Two that these two Bond Funds had sufficient unappropriated fund balances to absorb these reductions in Homestead Credit, however, the Forestry Fund would need to be reduced by the $4,660.54 amount in order to meet the antici- pated shortfall in revenues. Finance Director Brager also advised the Council that based on his most recent pro- jections the 1981 General Fund Budget would have a carry -over to the fund balance of approximately $73,000 once all bills are paid for expenses incurred in fiscal year 1981. Mayor McCarty asked that Finance Director Brager explain why personnel costs were projected to overrun the budget in 1981 when sufficient funds were included in the 1981 General Budget Fund to adequately fund all salary adjustments. Finance Director Brager indicated that the budget was pre- pared before the Stanton Program was adopted and that the personnel costs for salary adjustments were budgeted both on a depart- mental and contingency basis and that these funds were sufficient to cover all salary adjustments, however, individual department budgets might not be sufficient to handle the personnel costs for the specific depart- ment in question. Public Works Superintendent Decheine reported that Art Holm had returned home after having recently suffered a heart attack and it is not anticipated that a decision would be made regarding his ability to return to work for the next two to three months. Public Works Superintendent Decheine advised the Council that the snow removal equipment, which they had recently authorized, was exceeding the expectations of the Public Works Department and thanked the City Council for providing his department with such outstanding equipment. Public Works Superintendent Decheine indicated that the cleaning of snow around fire hydrants has become the priority job for the department since the two recent snowstorms. Mayor McCarty Mounds View City Council January 25, 1981 Regular Meeting Page Three asked that the members of the Press present request their Mounds View readers to aid in the clean -up process. Police Corporal Brick indicated that he had been requested by Police Chief Grabowski to give the Fourth Quarter Report to the City Council in view of his unavoidable absence from the City. Police Corporal Brick indicated that the 1981 year -end report would be available for public review and would be mailed to the City Council within two weeks. He thanked the Public Works Department for providing the Police Depart- ment with their four wheel vehicle during the most recent severe snowstorm in order that the Police Department might be able to respond to emergency calls in areas where a standard police vehicle would be unable to operate. Mayor McCarty asked City Attorney Meyers if a public hearing was necessary for the adoption of the Long -Term Financial Plan. Attorney Meyers indicated that under Section 7.05, Subdivision 1, of the Charter a public hearing was required before the Long -Term Financial Plan could be adopted. Motion /Second: McCarty /Forslund to set public hearing on the 1981 Long -Term Financial Plan for 7:50 p.m. on February 8, 1982. 5 ayes 0 nays Mayor McCarty further requested that the 1981 Long -Term Financial plan be placed on the agenda of the February 1, 1982 Agenda Session to consider possible modifications to the narrative section of the Public Service Program. Motion /Second: Forslund /Hodges to have the first reading of Ordinance No. 312, Extending the Applicability of Ordinance No. 301 As Amended by Ordinance No. 305, including corrections and to waive the reading of the ordinance. ORDINANCE NO. 311 ADOPTING THE 1981 LONG -TERM FINANCIAL PLAN Motion Carried 9. ORDINANCE NO. 312 EXTENDING THE APPLI- CABILITY OF JRDINANCE NO. 301 AS AMENDED BY ORDINANCE NO. 305 5 ayes 0 nays Motion Carried Mounds View City Council January 25, 1981 Regular Meeting Page Four There was no report from the Building and Zoning Official due to his absence. City Attorney Meyers requested a meeting with the Council at 5:00 p.m. on Thursday, January 28, 1982, to discuss matters of litigation. The Councilmembers agreed that they would be available for this meeting. City Attorney Meyers presented a letter he had received from the General Counsel of the Metropolitan Council in accordance with the directive of Judge Maxwell as a result of the City's recent request for a tem- porary restraining order on the installa- tion of an ILS system at the Anoka County Airport. Spring Lake Park City Councilmembers John Conde and Roger Coulthart appeared before the Mounds View City Council to discuss the possible signalization of the intersection of Pleasant View Drive and Highway 10. Clerk /Administrator Pauley reviewed the history of this issue and the proposals presently before the City which were pre- pared by the Minnesota Department of Transportation. Councilmember Doty stated that he was not prepared to vote on the issue as he had not been involved in previous discussions on the matter in past years and would prefer to discuss the issue in detail during an Agenda Session and, perhaps, at a Special Meeting with the Spring Lake Park City Council. Councilmember Fcrslund stated that she agreed with Councilmember Doty's position and felt that Pleasant View Drive is a residential street and should be protected from he;,iy traffic which might result from this type of realignment. Councilmember Blanchard reviewed the history of the issue as far as her past participation in the Planning Commission was concerned, including proposals previously considered by 10. SIGNALIZATION OF THE INTERSECTION OF PLEASANT VIEW DRIVE AND HIGHWAY 10 Mounds View City Council January 25, 1982 Regular Meeting Page Five both cities and stated her opposition to the proposals presently before the City. Mayor McCarty reviewed previous actions of the City Council by adopting Layout No. 5 and discussed various drainage problems being experienced by the City of Mounds View as the result of action taken by property owners in Spring Lake Park. He also voiced objection to the statement in the letter from Spring Lake Park's Clerk- Treasurer asserting that the City of Mounds View had not been cooperative in entering into agreements on this project. Motion /Second: McCarty /Doty to reject Layout No. 5 and oppose the signalization of Pleasant View Drive and Highway 10 until such time as the drainage problems amid signalization align- ments are resolved. Councilmember Hodges indicated that he agreed with the motion and felt that the City Councils needed to get together on these issues. Spring Lake Park Councilmember Coulthart suggested Subcommittees of the City Councils and Mayor McCarty indicated that he would prefer that the Mounds View Planning Commission and staff meet with representatives of Spring Lake Park on this matter. 5 ayes 0 nays Councilmember Blanchard reviewed the year end Forestry Report provided by Parks, Recreation and Forestry Director Anderson and requested staff send letters of grati- tude to those residents who donated trees to the City of Mounds View during 1981. Council member Blanchard read the names of these individuals indicating it was her desire to give them public recognition for their contri- butions. Councilmember Blanchard) further requested staff send a letter of condolences to the family of ex- Ramsey County Sheriff Hedman who recerJ;ly passed away. Councilmember Doty reminded the Council of the Ramsey County League of Local Governments Meeting on Wednesday, January 27, 1982. Motion Carried 12. Councilmember Hodges reported on conversa- tions he had with State Senator Don Frank regarding State Aid cuts and that this information was identical to that provided by staff in Finance Director Brager's report. Mayor McCarty reported that he received a call from a resident complimenting the City and County on snow removal and complaining about snowmobilers using City streets and parks. Mayor McCarty requested that staff obtain copies of snowmobile ordinances from the cities of New Brighton, Fridley, and Spring Lake Park and send a letter to the Mounds View Snow Mounties requesting that they meet with the City Council at the earliest Agenda Session to discuss what can be done to prevent the use of City streets and parks by snowmobilers. Mayor McCarty indicated that Senator Don Frank had contacted him requesting that he be advised of the City's position on the proposal by Ramsey County to levy a hotel /motel tax on all hotels and motels in Ramsey County. Clerk/ Administrator Pauley updated the Council on the present status of the legislative proposal and indicated that. the Ramsey County Legislative Delegation would be meeting on this matter on Wednesday, January 27, 1982. Mayor McCarty stated his opposition to the proposal as he felt it gave taxing authority to units of govern- ment too isolated from the general public. Motion /Second: McCarty /Blanchard to oppose the hotel /motel tax proposal and have staff advise Senator Frank of their opposition. 5 ayes 0 nays Motion Carried Mayor McCarty stated his desire to pursue the negotiation of Joint Powers Agreements with surrounding municipalities for the joint use of personnel or equipment in order to meet the needs of the City's General Fund Budget in response to future revenue reductions from the State of Minnesota. Mounds View City Council January 25, 1981 Regular Meeting Page Seven 'Motion /Second: McCarty /Doty to set a target Mate of March 31, 1982 to resolve the issue of Joint Powers Agreements with other cities in the area. 5 ayes 0 nays Clerk /Administrator Pauley announced that he would be taking the week of March 8, 1982 as vacation. Cle /Administrator Pauley requested that Co,acil advise staff of their desire to take action on the proposed cuts in the Forestry Budget to balance that budget as a result of reductions in Homestead Credit payments and the elimination of the Forestry Grant Program for 1982. Motion /Second: Doty /Hodges to approve cuts in the Forestry Budget as presented by Parks, Recreation and Forestry Director Anderson in his memorandum of January 20, 1982. 5 ayes 0 nays Clerk /Administrator Pauley indicated that he had been recently contacted by representatives of Recycling Unlimited, a non profit recycling corporation, requesting cooperation from the City of Mounds View in providing recycling drop -off locations for residents of the City of Mounds View. Motion /Second: Blanchard /Hodges to approve the request of Recycling Unlimited to use the City Hall parking lot on the second Saturday of each month from 9:00 a.m. to 3:00 p.m. for providing a drop -off for the residents of Mounds View.
