Adjournment CONSENT AGENDA June 14, 1982 The Consent Agenda is a technique designed to expedite handling of routine and miscellaneous official business of the City Council. The entire Agenda may be adopted by the Council in one motion. The motion for adoption is non debatable and must receive unanimous approval. By request of any individual Councilmember, any item can be removed from the Consent Agenda and placed upon the Regular Agenda for debate. ITEM A. Adopt Resolution No. 1458 Approving Just and Correct Claims Against City Funds PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Regular Meeting June 14, 1982 Mounds View City Hall 2401 Hwy. 10, Mounds View, MN 55112 The Mounds View City Council was called to order 1. Call to Order by Mayor McCarty at 7:31 PM. MEMBERS PRESENT: Councilmembers Forslund, Blanchard and Mayor McCarty. ALSO PRESENT: City Attorney Meyers, Clerk/ Administrator Pauley and Public Works /Community Development Director Johnson. Motion /Second: Blanchard Forslund to approve the 3. Approval of May 24, 1982 minutes as presented. Minutes: May 24, 1982 3 ayes 0 nays Bill Poblete, 8423 Knollwood Drive, stated he is 4. Citizens Requests a member of an eight family Mounds View cu -rec- and Comments from reational softball team, which is sponsored by the Floor the First State Bank of New Brighton, Mounds View Branch. He explained they have a softball tournament the weekend of the Festival in the Park, and sell 3.2 beer the Saturday before the Festival. He asked the Council to make an exception for them, and grant them a permit to sell beer. Dan Haugen, 8439 Knollwood Drive, added that they are not able to purchase beer from a wholesaler without a permit. Mayor McCarty explained when working on the ordi- nance, the Council had decided it was not worth the liability risk to the City to give permits for selling intoxicating liquor. He added they could not circumvent the ordinance, as they are bound by it, and if they were to decide to change the ordinance, it would require 45 days to do it. He apologized but said an exception could not be made. Councilmember Doty arrived at 7:37 PM. 2. Approval of Inc. be added to the masonary licenses under Item Consent Agenda P. Mayor McCarty asked that Item L be removed for discussion. Motion /Second: Forslund /Doty to approve the con- sent agenda, minus Item L, and wiave the reading of the resolutions. 4 ayes 0 nays Mayor McCarty stated he felt they should wait to see who was hired before setting the salary for the public works foreman. Second Reading and Adoption of Ordi- nance No. 313 Adopting the Revi- sion and Recodifi- cation of Mounds View Ordinances to be Known as the "Municipal Code of Mounds View" Motion Carried Mounds View City Council June 14, 1982 Regular Meeting Page Three Motion /Second: McCarty /Forslund to authorize the empolyment of Laurie Jonason, 1452 15th Street NW, New Brighton, as the new Police Department Clerk /Typist, at a starting salary of $4.50 per hour, with a maximum of 20 hours per week, per the recommendation of the Police Department memo of June 9, 1982. 4 ayes 0 nays Motion /Second: Blanchard /Doty to approve the recommendation of the Park and Rec Director for the hiring of two part -time park maintenance workers. 4 ayes 0 nays Motion /Second: McCarty) "orslund to authorize the payment of $3,266.00 to Stenco Construc- tion, per the contract for the Lambert Park shelter building. 4 ayes 0 nays Director Johnson presented the Council with a proposed agenda for their joint session with the Planning Commission on June 16 and 17. Director Johnson stated that pay estimate No. 6, which he had given the Council, was for their information. Director Johnson reported they are underway with the water meter study. He anticipated they would be removing the meters within one to two weeks. Director Johnson reported that one of the part time employees who had previousl; been approved by the Council had not reported for work yet. Director Johnson stated he had sent the indi- vidual a letter, telling him he must report by June 17 if he still intends to fill the position. He also asked Council authorization to contact the next people on the list, if the individual does not report for work. 8. Consideration of Police Department Recommendation Regarding Hiring of Part -Time Clerk Typist Motion Carried 9. Report of Director of Public Works/ Community Developmen Mounds View City Council June 14, 1982 Regular Meeting Page Four Motion /Second: McCarty /Blanchard to authorize the Public Works /Community Development Director to hire a person for part -time work in the Public Works department. 4 ayes Director Johnson reported they are progressing in the search for a public works foreman, and ran an ad in the Minneapolis and St. Paul papers over the weekend, with a closing date of June 25 for applications. Mayor McCarty stated since it was still a prime concern to hire from within the present employees, it has come to his attention there is someone in the maintenance department that is interested in the position. Attorney Meyers advised the City was under no obligation to anyone by having advertised for the position. There was discussion regarding offering the position to Gary Kardell, as to whether he had supervisory capabilities. It was suggested the position be offered to him immediately, on a trial basis, with the assurance that Mr. Kardell could return to his present job if it did not work out. It was also suggested the salary be set slightly lower than the original recommendation. :lotion /Second: McCarty /Doty to authorize Director Johnson and Clerk /Administrator Pauley to offer the new Public Works Foreman position to Gary Kardell for a trial period of six months, with an increase in his present salary of $1,500 per year, and upon final acceptance at the end of the trial period, an increase to $2,000 per year. 4 ayes 0 nays Motion Carried 0 nays Motion Carried Attorney Meyers recommended the Council discuss 12. Attorney He also reported the proposed setback require- ments may resolve a present complaint regarding a driveway that was built too close to the property line. Attorney Meyers reported he will be meeting with the Council on June 21 to discuss the wetl^nds ordinance. Mounds View City Council June 14, 1982 Regular Meeting Page Five Councilmember Doty reported he saw a family of 13. Canadian geese at Silver Lake Pond. He added that the grass seems to be doing well. He also reported that the Lambert Park shelter building will be done soon. Councilmember Blanchard asked that the Police Department check into people who are parking in the no- parking zone in front of Scotland Green Apartments, on County Road H2, as it is very difficult for traffic to get through. Clerk /Administrator Pauley stated he would have the Police Department check into it. He also answered a question regarding the status of the ditch cleaning, stating that the contractor had been warned of the liability clause in the contract for being overdue. He added they are doing a very good job and seem to be working faster now, with their machinery repaired. Councilmember Forslund asked that First State Bark of New Brighton be contacted regarding putting a fence between them and the residents homes. She asked that the Police Department advise as to the health, safety and welfare factor. Mayor McCarty replied that Staff should first check into the development agreement, and then approach the bank. He added he felt they would most likely be cooperative in putting up a fence, and asked Clerk /Administrator Pauley to check the development agreement. Park Director Anderson reported the School Board was meeting to discuss the proposed uses for the closed schools. He stated that indications are they will propose keeping Edgewood open as a community center. He added he would advise the Council as soon as he knew what action was taken. Park Director Anderson rel.orted the Park Board has requested a joint meeting with the Council to map out some future directions, concerning park shelter buildings, Silver View Park, and community involvement. Mayor McCarty stated he felt they should devote an entire evening to it, with nothing else on the agenda. He also reported that Staff is checking into the joint powers agreement the City had with Edgewood Junior High and the school district. Mayor McCarty had no report.
