CITY OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
The Mounds View City Council was called to
order at 7:00 p.m. on January 3, 1983 by
Mayor McCarty.
Members present: McCarty, Blanchard, Doty,
Linke, Hankner
Others presents: Clerk /Administrator Pauley
and Director of Public Works /Community
Development Johnson
Clerk /Administrator Pauley administered Oaths
of Office to Mayor McCarty, and to incoming
Councilmembers Hankner and Linke.
Motion /Second: McCarty /Doty to recess the
Special Meeting for the purpose of taking up
items listed on the Agenda Session agenda at
7:03 p.m.

The Special Meeting was called back to order
at 9 :13 p.m. by Mayor McCarty.
Motion /Second: Doty/Hankner to adopt
Resolution No. 1534 appointing Mayor McCarty
as Director and Clerk /Administrator Pauley as
Alternate to the Suburban Rate Authority for
1983 and waive the reading of the resolution,

Motion /Second: McCarty /Doty to adopt
Resolution No. 1535 appointing the New Brighton
Bulletin as the official newspaper,
Phyllis Blanchard as Acting Mayor, and
the First State Bank of New Brighton as the
official depository for 1983 and to waive the
reading of the resolution.

Motion /Second: McCarty /Doty to remove the
application of Golden Gloves, Inc. for a
gambling device permit from the table.

There was considerable discussion among the
Councilmembers regarding the Municipal Code
and statutory requirements for eligible
organizations receiving gambling device
permits and any liabilities the City might
assume by issuing such permits. Council
directed Clerk /Administrator Pauley to contact
City Attorney Meyers and obtain a report
regarding the compatibility of the Municipal
Code with statutory requirements and the
liabilities assumed by the City when issuing
gambling device permits.
Motion /Second: McCarty /Doty to declare a
moratorium on the issuance of gambling device
permits until the City has received a report
from the City Attorney.

Motion /Second: McCarty /Linke to approve the
application of Golden Gloves, Inc. for a
boxing exhibition permit to be held on
January 10, 1983 at the Bel -Rae Ballroom.

After having been presented a report from
Toltz, King, Duvall, Anderson and Associates
regarding the results of the bench testing
portion of the City's water system analysis
and that organization's recommendations for
the next step in the process which will ultimately
alleviate the problem of manganese in the City's
water system.
Motion /Second: McCarty /Blanchard to authorize
a pilot plant study at water treatment plants
2 and 3 by Serco Labs and TKDA, Inc. in an amount
not to exceed $9,500 and $2,500, respectively, from
the Water Fund reserves.
