HomeMy WebLinkAboutMinutes - 1983/10/03PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The Mounds View City Council was called to order at 7:22 p.m. on October 3, 1983 by Mayor McCarty. Members present: McCarty, Doty, Hankner, 2. ROLL CALL Linke, Blanchard Others present: Clerk- Administrator Pauley and Public Works /Community Development Director Johnson Mayor McCarty opened the Special Meeting by reminding those present that the meeting was a continuation of the September 26, 1983 public hearing on the City's 1984 Operating Budgets. Mayor McCarty further indicated that the Council had met at a Special Work Session on the evening of September 29, 1983 to review possible modifications to the General Fund Operating Budget in order to provide for a reduction in the amount of monies levied for tax purposes. Finance Director Brager provided the Council and others present with an overview of those changes identified at the September 29th meeting which were outlined in a memo he presented to the Council dated October 3, 1983. Mayor McCarty pointed out that the changes in the Budget resulted in a decrease in the estimated 1984 mill rate from a 19.92% increase to a 10.14% increase and an estimated reduction in the 1984 tax increase from 15% to 5% for a market value house of $77,200. Mr. Bill Frits, 8072 Long Lake Road, requested clarification of information regarding the mill rate increase, the percentage of such an increase, and the reasons for budgeting contingency and fund balance development. CONTINUATION OF DISCUSSION OF 1984 REVENUE SHARING, GENERAL, AND OTHER OPERATING FUND BUDGETS Mounds View City Council October 3, 1983 Special Meeting Page Two Mayor McCarty and Councilmember Linke attempted to clarify the information provided in the budget documents and resolutions adopting the budget. Mayor McCarty closed the public hearing at 7:57 p.m. Motion /Second: Doty /Linke to pass Resolution No. 1658 and waive the reading. 5 ayes Motion /Second: Doty /Blanchard to pass Resolution No. 1659 and waive the reading. 4 ayes Councilmember Hankner voted against the motion and stated that her reason for voting no was because the budget depends too much on debt service funds for short term cash flow purposes. In lieu of Local Government Aid and revenue sharing loses and changes in revenue sources this budget puts operating expenses in a position that is not wise. Motion /Second: Doty /Linke to pass Resolution No. 1660 and waive the reading. 5 ayes 0 nays Motion Carried 1 nay Motion Carried 0 nays Motion Carried Motion /Second: Linke /Doty to pass Resolution No. 1662 and waive the reading. 5 ayes 0 nays Motion Carried Clerk Administrator Pauley reported on his investigation of the type and cost of psychological evaluations that can be performed on the three Police Chief candidates and recommended that Mr. Jack Richardson of the Diagnostic Testing Services be hired to perform psychological evaluations on all three Police Chief candidates at an expense of $150.00 per person. Mounds View City Council October 3, 1983 Special Meeting Page Three Motion /Second: Doty /Hankner to authorize the psychological evaluations of the Police Chief candidates per staff recommendation. 5 ayes 0 nays Councilmember Doty reminded those present that a final decision has not been made on the position of the Director of Public Works/ Community Development and that such a decision will need to be made in the near future.
