Adjournment CONSENT AGENDA February 27, 1984 The Consent Agenda is a technique designed to expedite handling of routine and miscellaneous official business of the City Council. The entire Agenda may be adopted by the Council in one motion. The motion for adoption is non debatable and must receive unanimous approval. By request of any individual Councilmember, any item can be removed from the Consent Agenda and placed 'ipon the Regular Agenda for debate. ITEM A. Adopt Resolution No. 1722 Approving Just and Correct Claims Against City Funds PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA The Mounds View City Council was called to order by Mayor McCarty at 7:30 PM on February 27, 1984. MEMBERS PRESENT: Councilmembers Doty and Linke, and Mayor c a It was noted Councilmembers Hankner and Blanchard were absent. ALSO PRESENT: Attorney Rushton and Clerk /Admini- strator Pauley. Clerk /Administrator Pauley explained the presenta- tion by Jon Pekel, Public Affairs Manager of Honeywell, was being postponed to March 26, 1984. Mayor McCarty read Resolution No. 1719, commending Jerry Pomerleau for being appointed a United States Jaycee Ambassador. Motion /Second: Linke /Doty to approve Resolution No. 1719. 3 ayes 0 nays Mayor McCarty presented Resolution No. 1719 to Mr. Pomerleau and congratulated him on behalf of the Council. Mayor McCarty read the proclamation, declaring March 2, 1984 as Jerry Pomerleau Day in Mounds View, and presented the proclamation to Mr. Pomerleau. Ed Latender, President of the Mounds View Jaycees, thanked the Council for their recognition of Mr. Pomerleau's achievements. Motion /Second: Linke /Doty to approve the consent agenda as presented, and waive the reading of the resolutions. 3 ayes Councilmember Doty reported the Park and Rec Commission will be meeting March 1 at 6:30 PM. Councilmember Doty inquired as to the status of the Long Lake Road ditch project. Clerk/ Administrator Pauley replied there is very little left to be done, and they must see if the seed takes hold. Councilmember Linke had no report. Mayor McCarty asked the status of the inquiry into the racetrack /airport issue. 7. Residents Re- quests and Comments from the Floor 8. Approval of Consent Agenda 0 nays Motion Carried Attorney Rushton reported City Attorney Meyers 9. Report of would be back in town for the next Council meeting. Attorney She also reported she had received a letter from Paul Ratelle, the attorney for Greg Johnson, responding to the City's correspondence, and rejecting the suggestions of the City, and requesting continuation of the business out of his home until April 1, 1986. She added that Mr. Johnson also feels he is currently in com- pliance with the code with his home occupation, but if the Council will advise him of areas of non compliance, he will attempt to address them. Attorney Rushton reported that Mr. Ratelle is asking for a two week response to his letter dated February 17, and has advised that if he has not heard from the City within that time frame, his client may file a counterclaim. It was the feeling of the Council that another two years was too long for, the business to stay in operation. They also agreed that Mr. Johnson is not in compliance with the home occupation ordinance. It was decided to discuss the matter further at the next agenda session. The Council directed Attorney Rushton to advise Mr. Ratelle that the Council needs more time to respond. 10. Reports of Councilmembers Mounds View City Council February 27, 1984 Regular Meeting Page Three Clerk /Administrator Pauley explained they had received a response from the Chairman of the Met Council, that the City of Blaine will be submitting an environmental assessment on February 27, of which Blaine will send a copy to Mounds View. He added they are also filing a formal application for a license the first week in March. Mayor McCarty noted the City has nothing to base its decision on in regard to support of the issue. Motion /Second: McCarty /Doty to direct Staff to ask our Legislators for their input and recom- mendations for the racetrack proposal from Blaine. 3 ayes Clerk /Administrator Pauley had no report.
